HomeMy WebLinkAbout2019-08-29 Commissioner Minutes THURSDAY, AUGUST 29, 2019 The Franklin County Commissioners met Thursday, August 29, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the August 20, 2019 and August 22, 2019 meeting. The Board reviewed CJAB/Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Pyramid Healthcare to provide the initial assessment for participant eligibility, schedule outpatient appointments through the Jail Treatment program in conjunction with the Work Release department, and 6-8 weeks prior to release, conduct group or individual counseling sessions at least 4 hours per week. The amount of the contract is $43,122.00 for a period of July 1, 2019 through June 30, 2021. The costs are being covered by the Residential Substance Abuse Treatment (RSAT) grant. The Board reviewed Coroner matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of $28,700.00 for additional budget for items related to The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Keystone Health Center to provide mental health services for Good Wolf Treatment Court participants including psychiatric exams, medication checks, therapy, and vivitrol injections for a total amount of $3,000.00 for the period of October 1, 2017 through September 30, 2020. The costs are being covered from the 2018 Treatment Court Initiative Grant. The Board reviewed additional Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved amendment #1 to Liaison to be contracted with Noah's House to provide services/resources to individuals living with a substance use disorder(SUD) and coming into contact with law enforcement. The Recovery Liaison offers service/resources in an effort to assist the individual in their recovery and divert them from further interaction with the Criminal Justice system. The total amount of the contract will be $137,420.00 for the period of July 1, 2019 through June 30, 2021. The costs are being covered from the Comprehensive Opioid Abuse Program (COAP) Grant. Ziobrowski; unanimously approved the Project Modification to PA Commission on Crime and Delinquency (PCCD) to consolidate Housing Supports inclusive of housing support recovery houses and security deposit recovery houses for each and efficiency in tracking and reporting for the Intensive Reentry Case Management (IRCM) Program. In accordance with PA Act notifications, The Department of the Army notified the County of a Pennsylvania Department of Environmental Protection Air Quality application to remove the regenerative thermal oxidizer equipment from building 350 at Letterkenny Army Depot. The meeting was adjourned at 9:36 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. Carrie E.
