HomeMy WebLinkAbout2019-09-03 Commissioner Minutes TUESDAY, SEPTEMBER 3, 2019 The Franklin County Commissioners met Tuesday, September 3, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. The minutes of the August 27, 2019 and August 29, 2019 meetings were reviewed. These will be decided upon on Thursday, September 5, 2019. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas commented on board action item #1, agreement between the County and the State for tower site sharing. This agreement will share the tower and equipment which will save money in the long run. Chairman Keller asked Ms. Gray if board action item #4, agreement with Allcom Global Services, falls under the budget of the facility project. Ms. Gray explained that part of the costs will come from the facilities project and part will come from Workers Compensation. The items will be approved Thursday, September 5, 2019. The Board reviewed Commissioners Office matters and conducted a bid opening for the printing of ballots for the Municipal Election. The following bidders submitted a bid: Beidel Printing House from Shippensburg, PA bid a total amount of $353.00 (per precinct) for official two sided ballots and $0 for official specimens; Single Point Sourcing, Dillsburg, PA bid a total amount of $302.88 (per precinct) for official two sided ballots and $17.52 (per precinct) for official specimens. Jean Byers, Deputy Chief Clerk, explained that we are in the process of redistricting two precincts and going from 75 precincts to 73 precincts. The precincts that are merging are Montgomery 4 with Montgomery 3 and Peters 4 with Peters 3. She submitted a request to the State on Friday and we are waiting for final approval. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to forward the bids to the Chief Clerk for review and to award or reject the bids on Thursday, September 5, 2019 at 9:35 AM. The Board reviewed information regarding National Recovery Month. Chairman Keller wanted to recognize the following individuals: State Representative Paul Schemel; ce. Chairman Keller turned the meeting over to April Brown. April Brown, Franklin/Fulton Drug & Alcohol Administrator, said this is the third year that Franklin County has recognized National Recovery Month. This Recovery Comedy Show at the Capitol Theater this Friday night that is sponsored by Tuscarora Care Alliance. She continued that there will be a lot of purple lighting in the community. There is also a Unity and Community event at Mike Waters Park that is th open to the public on September 28. Chairman Keller said that they support anyone who is in attendance that is in recovery and they are always inspired by their stories, which is the reason they are here today. He opened the floor for anyone who wanted to speak. James Eagler spoke about his recovery and how his family doctor was able to help him get the help he needed. He continued that it takes getting help from an individual or community to get the support they need to recover. He continued that all Continued on page 2 opportunities that were available to him were also available to his family. Christopher Farley spoke that he has been clean for six years. He celebrates his recovery with the help of his savior Jesus Christ. John Lloyd read a quote which states if you can change the mindset and do spiritual and psychic things it can make a difference. He continued that the recovery community needs us. Chairman Keller said he recognized that there are several members of law enforcement in attendance and he knows that law enforcement is perceived as the enemy when it comes to recovery but everyone comes together to recognize and embrace the opportunity to help folks. It blows him away how everyone comes together in Franklin County. Commissioner Ziobrowski said that every family or extended family is faced with drug and alcohol issues including his family. He commends everyone here for getting up and fighting. There are reasons why we self- Commissioner Thomas sai bring out that when Jesus spoke about who is your neighbor, He made it clear that your similar issues and that the stigma needs to end. He shared that depression affects a recovery of the family and it benefits the children. We all know how it affects the children and On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved Proclamation #2019-22 for the purpose of proclaiming the month of September as National Recovery Month and that the attached proclamation be made a part of these minutes. The meeting was adjourned at 10:10 a.m. with a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas. Carrie E.
