THURSDAY, SEPTEMBER 12, 2019
The Franklin County Commissioners met Thursday, September 12, 2019, with
the following members present: David S. Keller and Robert L. Thomas. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved the minutes of the September 3, 2019 and September 5, 2019 meetings.
The Board reviewed Children & Youth matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the updated FY2018-19
contract listing for Children & Youth. Contract listings are maintained for proper account
of all contracts to include vendor name, vendor address, type(s) of services and rate(s)
charged for services.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the agreement of lease
between the County of Franklin and Marine Toys for Tots Foundation to lease 679
Franklin Farm Lane, Chambersburg on a temporary basis from September 1, 2019
through February 28, 2020 at a cost of $1.00 for the storage and distribution of
Christmas gifts. Lessee will also pay all costs of utilities during the term of the lease
agreement.
The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the Letter of Agreement between the County of Franklin and WellSpan
biometric screenings for benefit-eligible employees for the period of June 20, 2019
through December 31, 2019.
The Board reviewed Tax Claim Bureau matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved to accept bids on the
repository list made by; Douglas Whittington in the amount of $100.00 to purchase a
mobile home located on Pensinger Road.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Skelly and Loy
Engineering and Environmental Consultants notified the County of a Pennsylvania
Department of Environmental Protection Chapter 105 General Permit application being
applied for by PennDOT to replace an existing culvert that carries an UNT to
Conococheague Creek, located in Antrim Township.

The Board reviewed information on Pulmonary Fibrosis Awareness Month.
Chairman Keller said that Bonnie Harmon asked if the Board could approve a
proclamation for Pulmonary Fibrosis Awareness Month. Bonnie Harmon explained that
there are over 200,000 in the country that have some form of Pulmonary Fibrosis and
over 200 different kinds of Pulmonary Fibrosis (PF). She continued that 400 people die
a year from PF which is the same amount as breast cancer. She said the cases of PF
are increasing. Some 9/11 first responders are being diagnosed now. She continued
that her husband passed away from PF years ago. She said there is scarring of the
lungs and patients suffocate. Ms. Harmon continued that you treatment is available. A
patient can get lung transplants and there are two drugs that slow the progression. But,
there is no cure for PF. They are working on finding something to reverse the condition
but they have not found it. Pulmonary Fibrosis Association is a national foundation. She

said the PF Association is having a big walk in DC on October 12 to raise money for the

foundation. Her family does a 5K on October 5 to raise funds for The Hershey Medical
Center. She and a friend started a support group this year so $500 of what is raised
from the walk will go to the support group and the remainder will go to Hershey. Robin
Harmon thanked the county for allowing parking on the day of the 5K. Chairman Keller
asked about the early warning signs. Bonnie Harmon explained that it starts as a dry
hacking cough and difficulty breathing with no exertion. Biopsies are the only definitive
test so it often goes misdiagnosed for years. It would still be great if someone would

they get new members every month which is sad. Chairman Keller said she is providing
a legacy for her husband by doing this. On a motion by Robert L. Thomas, seconded by
David S. Keller; unanimously approved Proclamation #2019-24 for the purpose of
proclaiming the month of September 2019 as Pulmonary Fibrosis Awareness Month and
that the attached proclamation be made a part of these minutes.
The meeting was adjourned at 9:51 a.m. with a motion by Robert L. Thomas;
seconded by David S. Keller.
