HomeMy WebLinkAbout2019-09-19 Commissioner MinutesTHURSDAY, SEPTEMBER 19, 2019 The Franklin County Commissioners met Thursday, September 19, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller announced that Commissioner Ziobrowski would be late for the meeting. Carrie Gray, County Administrator, asked to amend the agenda to include a special voucher which is a check in the amount of $137,739 for settlement of real estate at 37 S. Second Street in Chambersburg, PA. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the minutes of the September 10, 2019 and September 12, 2019 meeting. Ms. Gray explained that the special voucher is a follow up to the action the Board took on August 29th that entered the County into an agreement for the purchase of the property at 37 S. Second Street for $135,000. We completed our due diligence of the property and it is cleared for purchase and this action will finalize the sale. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the voucher that was presented and ordered paid. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the updated contract listing for all contracts and addendums for Fiscal Year 2019/2020 for the Area Agency on Aging department. Contract listing is maintained for proper accounting of all contacts to include vendor name and address, type(s) of service provided and rate(s) charged for services. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the Permanent Equipment Transfer Agreement between the County of Franklin and Pennsylvania State University on behalf of its College of Agricultural Sciences for the transfer of two Ford Rangers, one Honda ATV and other miscellaneous equipment to be used for the West Nile Virus/Mosquito-Borne Disease Program that the County took over in 2019. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the Consulting Services Agreement between the County of Franklin and John A. Hart to provide construction project management and coordination of a large-scale, multi -property and multi -building Court Facility Improvement Project at a cost of $12,600.00 per month for a period from September 9, 2019 through September 8, 2020. Services include project and plan design, trade solicitation, contract development, project implementation, progress reports, county code compliance and budget management. Keller; unanimously approved for the Chairman of the Board to execute Change Order #1 from J.C. Orr & Son, Inc. for the Archives Building Phase I project to include poly panel supports at a cost of $4,052.72 and deduct mechanical locks and latches for a deduction of $2,838.00. The new contract sum will be $1,504,614.72. The Board reviewed additional Commissioners Office matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute Change Order #2 from J.C. Orr & Son, Inc. for the Archives Building Phase I project to include additional excavation work at a cost of $7,679.84 for a new contract sum of $1,512,294.56. The Board reviewed additional Commissioners Office matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute Change Order #1 from Monacacy Valley Electric, Inc. for the Archives Building Phase I project to provide and install one 3P-600A breaker in MDP using space 7, 9, 11 spare (junction box) for an additional cost of $2,804.00 for a new contract sum of $308,804.00. The Board reviewed Early Intervention matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the Supplemental Appropriation in the amount of $59,890.00 to record the receipt of the FY 2018-2019 approved state re -budget. The re -budget will fully fund 18/19 services. The program will return county share that was previously used to fund the overage in services. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the Service and Maintenance Agreement between the County of Franklin and Motorola to include all of the County's radio components that are not shared by the SCICNet Regional Radio Network at a cost of $5,045,892.00 for the period of October 1, 2019 through September 30, 2026. This agreement will provide hardware support, network monitoring, network security monitoring, 24x7x365 dispatch services with onsite response, technical support, network preventative maintenance, infrastructure repair w/ advanced replacement. There will be partial reimbursement from Act 12-911 tax surcharge. The Board reviewed Grants Management/CJAB matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the contract between the County of Franklin and White Deer Run to provide mental health treatment services including psychiatric exams, medical checks, therapy, vivitrol injections, etc. to participants of the Good Wolf Treatment Court program. The amount of the contract is $13,500.00 for the period of October 1, 2017 through September 30, 2020. The costs are covered by the BJA Good Wolf Treatment Court Grant. The Board reviewed Information Technology Services matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Candoris to renew the VMWare licensing on the environment at Emergency Services at a cost of $9,546.02, for the period of October 10, 2019 through October 9, 2022. The VMWare is the product used by the County to run its servers virtually in a resource shared environment. This contract provides maintenance and support, to allow to perform updates or upgrades as they become available and receive troubleshooting and support help in the event of issues. Continued on page 3 The Board reviewed additional Information Technology Services matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the contract between the County of Franklin and CenturyLink to replace all but one of the copper phone lines at the Pleasant Hall Magisterial District Judge office with fiber at a cost of $230.00 per month for the period of September 19, 2019 through September 18, 2024. Over the past couple years the phone lines have degraded until they are now failing too frequently. This contract replaces those lines with a fiber optic connection which will be more reliable and will cost $5 a month less than the current contract. The Board reviewed additional Information Technology Services matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the quote from Tyler Technologies to implement the online recruiting module in MUNIS for the Human Resources Department at a cost of $4,200.00. The Board reviewed Risk Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Annual Safety Program Renewal (HandS) Application to the PA Department of Labor and Industry, Bureau of Worker's Compensation for the Self - Insured Worker's Compensation Program for the period of January 1, 2020 through December 31, 2020. This application is required to approve the County's formal Accident and Illness Program, as required by self-insurance regulation. The Board reviewed additional Risk Management matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the Worker's Compensation Self -Insurance Renewal Application to the PA Bureau of Worker's Compensation for an application cost of $100.00, for the period of January 1, 2020 through December 31, 2021. This application is necessary to maintain our self-insurance status. The Board reviewed Tax Claim Bureau matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to accept the bid on the repository list made by Timothy Mongold in the amount of $100.00 to purchase a mobile home located in Mercersburg. The Board reviewed additional Tax Claim Bureau matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to accept the bid on the repository list made by Joseph W. Elhajj in the amount of $100.00 to purchase a mobile home located in Greencastle. Commissioner Ziobrowski entered the meeting at 2:06 PM. The Board conducted a bid opening for the Franklin County Judicial Center — Administration Annex Building. John Hart, Project Manager, explained that the new Administration Annex will be built where the old Sheetz building was. This building will centralize administration operations where the County will gain efficiencies and improve customer service by having a one stop shop. The list of bidders and the amounts of the bids are attached and made a part of these minutes. Mr. Hart said the bids are within budget. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to forward the bids received to the Project Manager, Project Consultants and the County Solicitor for their review.
