The Franklin County Commissioners met Thursday, October 10, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller announced the addition of two board actions to the agenda.
Carrie Gray, County Administrator, explained that the first item is an agreement for
yellow pages advertisements that are an annual occurrence. It is a requirement to
advertise some Human Services in the phone book. Ms. Gray said that the directors feel
this is good for some of their population that they need to reach. John Hart, Project
Manager, explained the second item is a change order for the Archives Building and
explained the three changes which include additional sprinkler system components,
adding heads and lines in the data center and drilling a line to put in a flush sewer line.
He continued that these changes result in a total additional cost of $2,461.84. On a
motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved
to adopt the amended agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the October 1, 2019 and October 3, 2019 meeting
The Board reviewed Aging Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the agreement between the County of Franklin and Senior Excursions,
Inc. for a bus trip for Center Without Walls Jingle bus trip on December 7, 2019, for up to
40 seniors, for a maximum encumbrance of $3,960.00.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and DexMedia-YP
for yellow page listings in the December 2019 phone book for Aging, Drug and Alcohol
and MH/IDD/EI at a price of $116.45 per month for the period of December 1, 2019
through February 28, 2021.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Change
Order #3 from Frantz Plumbing to provide additional sprinkler protection below garage
door obstruction sprinkler heads in receiving room 110 for an additional $1,155.00;
modifications to provide additional fire protection extinguishing system clean agent in
data center for an additional amount of $770.00; core drill hole through concrete around
pipe install clean out and patch for an additional amount of $536.80. The contract sum
including this change order is $243,553.94.

The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Keystone Health Center to provide services to participants of the
Jail to Community Treatment Program for the period of July 1, 2019 through June 30,
2021, at a cost not to exceed $44,000.00. Keystone will conduct initial assessments for
participant eligibility, schedule appointments, and conduct counseling sessions. Costs
will be covered by the Pennsylvania Commission on Crime and Delinquency (PCCD)
2019 Jail Based Vivitrol grant.
The Board reviewed additional Grants/CJAB matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Pyramid Healthcare, Inc. to provide services to
participants of the Jail to Community Treatment Program for the period of July 1, 2019
through June 30, 2021, at a cost not to exceed $213,000.00. Pyramid will conduct initial
assessments for participant eligibility, schedule appointments, and conduct counseling
sessions. Costs will be covered by the Pennsylvania Commission on Crime and
Delinquency (PCCD) 2019 Jail Based Vivitrol grant.
The Board reviewed Human Services Administration matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
updated contract listing for all contracts and addendums for the period of January 1,
2019 through September 30, 2019 for the Human Services Department. Contract listing
is maintained for proper accounting of all contracts to include vendor name, address,
type(s) of services provided and rate(s) charged for services.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Service Agreement between the County of Franklin and
Cleveland Brothers Equipment Company Inc. for the semi-annual preventative
maintenance and annual inspection of emergency generators and associated equipment
at Emergency Services, Courthouse, Blue Mountain tower site and Clark's Knob tower
site at a cost of $6,809.00, for the period of January 1, 2020 through December 31,
2022.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the contract between the County of Franklin and
Knepper's Kleen Water to provide water treatment services and testing at the Adult
Probation Building at a cost of $1,475.88, for the period of January 1, 2020 through
December 31, 2020.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the contract between the County of Franklin and
Knepper's Kleen Water to provide preventative maintenance and testing of the water
treatment equipment at Greencastle Senior Activity Center at a cost of $1,458.95, for the
period of January 1, 2020 through December 31, 2020.
In accordance with PA Act notifications, GAI Consultants notified the County of a
Pennsylvania Department of Environmental Protection General National Pollutant
Discharge Elimination System NPDES Permit being applied by Mid -Atlantic Interstate
Transmission, LLC for the installation of new transmission lines to connect an existing
Conemaugh-Hunterstown transmission line to the proposed Rice substation, located in
Southampton Township.

In accordance with PA Act notifications, martin and martin, inc. notified the
County of a Pennsylvania Department of Environmental Protection NPDES Permit
application being applied by Darrin Rine Builders for development of Grant Point
Crossing, Phase II, located in Greene Township.
Warden Bill Bechtold and Justin Lensbower, PrimeCare, presented information
on the Jail to Community Treatment Program (JTCT). Mr. Lensbower explained that the
JTCT is the first of its kind in the state and that it is focused on a target population that
had 100% failure rate at previous drug and alcohol rehabilitation programs. He
explained that they have a good collaboration with medical services, community drug &
alcohol providers and pharmaceutical companies. Their program is unique in that they
are taking inmates from the jail and involve with others through treatment in the
community so that those contacts and habits are there when the person gets out of jail.
The Warden explained that when inmates struggle to find housing and work and staying
out of trouble, the treatment module seems to drop off the cliff first. When changing the
model and getting the inmates used to going to treatment first, it took one piece off the
plate for them and found success in that model. Justin said there were 70 participants
and some have come back to the program a couple times but most of the times it's for
different charges that were not related to drugs or alcohol. Mr. Lensbower said that the
success rate over three years is at 54% which is higher than they anticipated. In this
program the participants get tracked forever which is unusual. The Warden said he is
extremely proud of the people at the jail for implementing this program. They are
dealing with the toughest group to treat and with the toughest criteria to judge them by
and they still end up successful. He continued that he thinks adding that piece about
bringing people out to treatment ahead of time is valuable. They have increased
counseling services as part of the treatment and have had successful outcomes.
Chairman Keller said these people are eligible for work release and they have substance
abuse disorder but that doesn't necessarily translate that they are in jail because they
did something to someone else and they are not a public risk. Commissioner Thomas
said he has been in a number of other counties and the success rate in other counties is
not nearly as good as ours. He knows that Justin was influential in getting everyone on
board. Ms. Gray mentioned the grants we have received to help fund this program was
from PA Commission on Crime and Delinquency and Department of Corrections grants
and there is a grant for RSAT. The Warden mentioned another grant they are applying
for from the State that they were approached to apply for. Bill said that their model is
getting recognition nationwide. He continued that Michelle Weller and Alex Hamm along
with other jail staff were instrumental in getting this program off the ground. Chairman
Keller said his understanding is that vivitrol is used to treat opioid abuse, is there any
chance we can go in that direction for treatment of alcohol abuse since the county has a
lot of DUI's? Mr. Lensbower explained that there have been people that have alcohol
use disorder that have used vivitrol as treatment that was successful. The Warden said
that vivitrol is not for everyone so that is why they evaluate everyone extensively coming
into the program. Commissioner Ziobrowski said he asked for this presentation because
he heard of the success and he congratulated everything they do and congratulate the
individuals for going through the program. Commissioner Thomas said the reason we
have this program is because we have some very good people working for us in many
areas in this county and this is just one more example that Justin and his team
performed well since it was his idea and he pushed it. He thanked them.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 10:03 a.m. this date for the
purpose to review potential litigation and real estate matters. Action may be required
after the executive session.

The Board recessed at 10:52 a.m. and will reconvene at 12:30 p.m. to continue
the executive session.

The Board reconvened into regular session after the executive session at 1:29
p.m.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously
approved to authorize the County Solicitor to take necessary measures to ensure
compliance with the requirements of the bid as it relates to the construction of the
Administration Building.
The meeting was adjourned at 1:31 p.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
