The Franklin County Commissioners met Thursday, November 21, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the November 12, 2019 and November 14, 2019
meeting.
The Board reviewed Commissioners' Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and TH Minit Markets, LLC for sale of the real property
consisting of .84 acre parcel of land located on Franklin Farms Lane in Guilford
Township at the price of $625,000.00.
The Board reviewed additional Commissioners' Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the Professional Services Agreement (Phase 3)
between the County of Franklin and John Boozer D/B/A Franklin Advisory to provide
design, engineering, construction and procurement management for all Franklin County
Judicial Center projects at a cost of $29,500.00 per month. A Phase 4 is anticipated
when the number of projects/volume of work reduces.
The Board reviewed additional Commissioners' Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute Change Order # CO-003 from Lobar, Inc. for the
Franklin County Judicial Center — New & Historic Courthouse project to revise building
foundations in accordance with PR-002 to reflect differences in site geology discovered
by excavation, for an additional cost of $230,413.01.
The Board reviewed additional Commissioners' Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute Change Order # 2 from Monacacy Valley Electric, Inc.
for the Franklin County Judicial Center — Archives Phase 1 project for labor and
materials to provide means of disconnect for AHU-1, for an additional cost of $1,246.00.
The Board reviewed additional Commissioners' Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute Change Order # 1 from Triad Engineering for the
Franklin County Judicial Center — New & Historic Courthouse project to provide design
for the sub -slab groundwater drainage system, for an additional cost of $1,800.00.

The Board reviewed Communications matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Cross and Crown to produce seven recruitment
videos at a cost of $14,700.00. The videos will provide insight for potential job seekers
so they know what to expect in various roles in the county.
The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Collective
Bargaining Agreement between the County of Franklin and American Federation of
State County and Municipal Employees (AFSCME), AFL-CIO District Council 89, for the
period of January 1, 2020 through December 31, 2023.
The Board reviewed Information Technology Services/Emergency Services
matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the quote from AccesslT Group to renew firewall support for
Emergency Services and Main County facilities at a cost of $56,800.00, for the period of
December 31, 2019 through December 31, 2020. The firewalls provide endpoint
security to protect against breach of data over the internet including: web filtering, geo-
blocking, rule -based access and intruder prevention.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the quote from Keystone Ford for the purchase of heavy duty 4WD
pick-up truck with tow package and snow plow for a cost of $30,325.00. Quotes were
requested, three quotes were received, and this was the lowest qualified quote.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the service agreement between the County of Franklin
and NAC to provide annual and semi-annual inspection of the fire alarm systems for
each county building, for the period of January 1, 2020 through December 31, 2021, at a
cost of $5,250.00 for 2020 and $5,382.00 for 2021.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the quote from Tri-Star Ford for the purchase of a
2020 Transit Connect Passenger Wagon for a cost of $22,832.00. Quotes were
requested, two quotes were received, and this was the lowest qualified quote.
In accordance with PA Act notifications, St. Thomas Development, Inc. notified
the County of a Pennsylvania Department of Air Quality Program Permit being applied to
replace the existing secondary crusher with a new model at the St. Thomas quarry
facility, located in St. Thomas Township.
Tiffany Bloyer, Human Resources Director, and members of the STAR (Special
Thanks and Recognition Committee) were present to award Employee of the Month
to Ms. Tara Goetz. Ms. Goetz has worked with Franklin County since June 2015. She
currently serves as a Veteran Affairs Coordinator. The selection for the November 2019
Employee of the Month was determined by the STAR Committee. There were a total of
twelve nominations. The STAR nomination form asks what recent event or occurrence
made you select Tara and the answers stated: "Tara has been working with one of our
local veterans for over two years. This veteran is a 98 year old WWII veteran who
wanted to receive the Bronze Star, to which he was entitled. Tara researched the
veteran's background and went through all of his information to ensure that what was
reported was accurate and correct. Tara began the process of advocating on the

veteran's behalf and went through the countless hours of paperwork and documentation
requests and completed all the required submissions and more. Tara conducted over 10
phone interviews/inquiries on behalf of the veteran to prove that he was eligible and
rated the Bronze Star. She ran into many difficulties, as she had never gone through
this process before, but she refused to give up and ultimately made this dream a reality
for this 98 year old WWII veteran. The veteran would call Tara to express his fears
about not receiving his medal before he died and Tara ensured that she would do
whatever she possibly could to make it happen, and she did. What Tara did was above
and beyond her normal responsibilities and duties. The office staff routinely request
medals and awards that veterans already received and have on file at the National
Archives, but they haven't been in a position to advocate getting an award presented
over 74 years after a veteran served". Ms. Goetz's outstanding characteristics are
attributes that have not gone unnoticed by her peers. The nomination form describes
her as being dedicated, selfless, and determined. We are grateful to Ms. Tara Goetz as
she exudes a high standard of customer service, excellence, and respect to the
employees and residents of Franklin County. Ms. Goetz said this is very rewarding.
She said this was very emotional and she was able to surprise the veteran. She
mentioned that she had to do a little bit of Facebook stalking since he was from Virginia.
He didn't know until he was here for the Veteran's parade that he was being presented
with the Bronze Star. She said that his family was aware of the presentation but he was
not. Chairman Keller responded that the requirements for the Bronze Star set the bar
much higher. Justin Slep, Veterans Affairs Director, said that from the things that the
Veteran went through he should not be here today since he took a bullet to the head.
He served countless times in combat and various actions; he was very deserving of this
award. Commissioner Thomas said the Veteran gave his story years ago at a Veterans
Ceremony and how he was in Europe in World War II after D-Day and moving toward
Germany. He had a lot of close hand to hand combat and was one of the advanced
troops that went out. A grenade was thrown at him but did not explode and he said he
did a quick prayer and asked God to not let the grenade go off and it didn't.
Commissioner Thomas knows him very well but did not know about his military service
until that day. Chairman Keller said Ms. Goetz considers herself part of a team at the
Veterans Office and he thanked her for all she has done. Commissioner Ziobrowski
thanked her and how she must have made him and his family very happy that day.
The meeting was adjourned at 9:52 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
