HomeMy WebLinkAbout2019-12-05 Commissioner MinutesTHURSDAY, DECEMBER 5, 2019 The Franklin County Commissioners met Thursday, December 5, 2019, with the following members present: David S. Keller and Robert L. Thomas. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the minutes of the November 26, 2019 meeting. The Board reviewed Children and Youth matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the list of Subsidized Adoption Assistance Agreements on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children, for the period of July 2019 through September 2019. Contract listing is maintained for proper accounting of all contracts. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the contract between the County of Franklin and Automated Logic Contracting Service, Inc. to perform a turnkey scope comprised of furnishing and installing Automated Logic WebCTRL Building Automation System for the Data Center, including all necessary engineering, software, hardware, installation, project management, commissioning, programming, and a warranty for the complete system. The costs for the Archives building is an amount not to exceed $15,426.78 and the Courthouse Annex is an amount not to exceed $10,638.59. The Board reviewed additional Commissioners Office matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute change order #1 from Triad Engineering, Inc. to include impacted soil disposal and tank removal at the Franklin County Administration Building Project for an additional cost of $10,573.40 for a new contract sum of $31,852.40. The Board reviewed Election matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the grant application and agreement between the County of Franklin and Commonwealth of Pennsylvania — Department of State for the County to receive HAVA Grant funds in the amount of $152,626.04 towards the purchase of new voting equipment. Continued on page 2 The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the agreements between the County of Franklin and State Constables Craig Leisher, Michael Northcraft, and Shannon Strizziere to handle approved transports for the Franklin County Jail at a cost of $30.00 for the first hour plus $3.50 each additional quarter hour plus standard mileage, for the period of January 1, 2020 through December 31, 2020. Constables are required to follow State, Local and Franklin County rules, regulations and policies. The Board reviewed Tax Services matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the quote from Government Software Services Inc. to print and mail the Homestead Farmstead applications that are required to be mailed each year at a cost of $17,025.00 for the period of December 3, 2019 through December 31, 2021. This cost is reimbursed by the school districts each year. The Board reviewed additional Tax Services matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the Cost Share Agreement between the County of Franklin and Shippensburg Area School District to share costs related to real estate tax assessment appeals. The County and the School District will share the costs of litigation, i.e. appraisals, discovery costs, etc. pertaining to the Shaool tax assessment appeals. The County will pay 20% of the costs and the School District will pay 80%. This formula is based upon 2012 millage rates, which are the applicable millage rates for the appeal this agreement covers. In accordance with PA Act notifications, Dennis E. Black Engineering, Inc. notified the County of a Pennsylvania Department of Environmental Protection General Permit being applied by Mercersburg Water Authority for Buck Run Well located in Mercersburg, PA. Charles Martin, Human Resources Generalist, was present to provide a fundraising check to the Wellspan Oncology Bridge Fund for the "No Shave November' Fundraiser. He explained that they raised $1,476.00 which is the most Franklin County Government employees have raised. He continued that in 2016 employees raised $185 and the donations have increased every year since. In 2017, they raised $515 and in 2018 they raised $870. Mr. Martin said the new addition to the fundraiser this year was dress down days. He said the baby face category participants were: Charles Martin, Human Resources; Jason Goetz, Planning; Joel Burkholder and Noll Wilt both from ITS, Nova Andrews, Sheriff Office; and Travis Newman, Jail. The habitual hairiness category participants were: James Sullen, Jail; Jason Miller, Emergency Services; Brian Cramer, Jeffrey Sarver, Jorge Jimenez, and Raffael Kissoon all from the Sheriff's Office; and Matthew Foschia, C&Y. Winners in Baby face category were Joel Burkholder for thickest facial hair; Jason Goetz for most creative style and Nova Andrews for longest facial hair. The hairiness category winners were: Matthew Foschia for thickest facial hair; Brian Cramer, most creative style, and Jason Miller for longest facial hair. Mr. Martin joked that each of the winners will receive a hot towel shave. He thanked everyone who participated. Shendelle Clapper, from Wellspan Oncology Bridge Fund thanked everyone for partnering and letting the community know we care about them other than just for treatment. This bridge fund allows them to bridge over into their everyday life, help alleviate some stressors and let them know we care about them. Ms. Clapper said that it allows our community to know that we care. Beth Stephey from Wellspan said the County is helping change things for the people diagnosed with cancer. She continued that this is the fourth year and to raise the bar every year is incredible. Also in attendance was Mark Singer, Court Administrator; Douglas Wilburne, Chief Adult Probation; and Teresa Beckner, Fiscal Director. The Board reviewed Personnel matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the revised job description for the Program Specialist I (Mental Health) position.
