HomeMy WebLinkAbout2019-12-19 Commissioner MinutesTHURSDAY, DECEMBER 19, 2019 The Franklin County Commissioners met Thursday, December 19, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the December 10, 2019 and December 12, 2019 meetings. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of $67,373.00 to increase the budget for additional protective services funding received for FY 2019-2020. The additional funds will provide $55,283.00 towards wages/benefits for a protective services care manager and $12,090.00 for operational costs. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the motion of the agreement between the County of Franklin and C.S. Davison for construction services (part 4) for Bridge 121 at a cost of $31 ,850.40. The Board reviewed additional Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Change Order #006 from Lobar, Inc. to provide overexcavate and fill for proper substrate for the elevator pit at the Franklin County Judicial Center New & Historic Courthouse Project at an additional cost of $7,319.70 for a total contract price of $24,028,264.65. The Board reviewed additional Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Franklin County Social Media Policy #108.00 to establish a "best management practice" for the use of existing and changing social media for communication. This policy is binding on all the employees and volunteers of Franklin County and is a best practice recommendation for the elected officials of the County. The Board reviewed Department of Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #2 from CenturyLink for the VESTA Hardware/Software upgrade that was signed on February 7, 2019. This Change Order is to remove rapidSOS because it was determined that it was not working as designed and has been removed. This change order will credit the County $12,750.00 with a new contract price of $520,025.26. Continued on page 2 The Board reviewed Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Emergency Solutions Grant Project Modification to PA Department of Community and Economic Development to move $1,549.20 to Rapid Rehousing Rental Assistance and $4,805.00 to Rapid Rehousing Financial Assistance Program at the request of Waynesboro Community and Human Services due to rental assistance remaining consistently high through the fall. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from BFPE International Fire, Safety and Security to provide yearly inspections at a cost of $150.00 per year for the period of January 1, 2020 through December 31, 2031. This proposal will also include a six year inspection and certification at a cost of $645.00 and a twelve year inspection and certification at a cost of $850.00. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Eastern Elevator Service and Sales Company to provide preventative maintenance service for the Jail's hydraulic elevator at an annual cost of $2,100.00 for the period of January 1, 2020 through December 31, 2021 with an automatic renewal of one year. This agreement provides inspection service and monthly maintenance examination including cleaning, lubricating and performing adjustments. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreements between the County of Franklin and State Constables Christopher Emory, Stephen Beans and Stephen Larsen to handle approved transports for the Franklin County Jail at a cost of $30.00 for the first hour plus $3.50 each additional quarter hour plus standard mileage, for the period of January 1, 2020 through December 31, 2020. Constables are required to follow State, Local and Franklin County rules, regulations and policies. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the renewal agreement between the County of Franklin and Terminix for interior pest control services for the period of January 1, 2020 through December 31, 2021, at a cost of $2,760.00 per year. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and the County of Centre to house adult inmates, over the age of 18, in accordance with the ability of cell space at a cost of $65.00 per day per inmate, for the period of January 1, 2020 through December 31, 2020. This facility is PREA certified and abides by all PA Title 37 regulations. Centre County reserves the right to accept offenders at their discretion. All medical expenses accrued will be the responsibility of the County of Franklin. In accordance with PA Act notifications, Dennis E. Black Engineering, Inc. notified the County of a Pennsylvania Department of Environmental Protection General NPDES Permit being applied by Cumberland Valley Business Park for the construction of site and building improvements on land currently owned by the Letterkenny Industrial Development Authority located in Greene Township. Continued on page 3 Steve Thomas, Planning Director, and Nicole Boling, Senior Planner, were present to provide the Franklin County Tourism and Quality of Life Enhancement Grant Committee recommendations. Mr. Thomas explained the funds are from Tourism and Marcellus Shale grant funds. He said that applications were opened on August 1 St and closed on August 30t". There were 12 applications that they are recommending today. The following are the recommendations for the Marcellus Shale funds: Fort Loudon Community Center for walking and bike path requesting $17,800 and recommending $17,800; Washington Township Monterey Pass Battlefield Park Trail System Improvements Project for Improving the Monterey Pass Battlefield Park trail system requesting $100,000 and recommending $50,000. He explained the total awarding from Marcellus shale is $67,800. Mr. Thomas explained the following are recommendations from the hotel tax funds: Archeological Conservancy- Ebbert Springs Archaeological Park to Furnish an 18th Century one room schoolhouse requesting an amount of $11,825 and recommending $10,000; Zion Union Cemetery Association for continued care of the cemetery requesting $4,000-$5,000 and recommending $5,000; Tuscarora Wildlife Education Project to install two interactive touch screen stations requesting $5,000 recommending $5,000; Fort Loudon Historical Society for reconstruction of Soldier Barracks at Historic Fort Loudoun requesting $107,335 and recommending $73,000; Mont Alto Historical Society for renovation to museum requesting $3,190 and recommending $3,190; Historical Letterkenny Chapel & Franklin County Veterans and 9/11 Memorial Park for Preservation and Tourism upgrades to the Letterkenny Chapel & Veterans/ 9/11 Memorial Park requesting $8,375 recommending $8,375; Totem Pole Playhouse for adding additional toilets, gift shop, outdoor deck with ice cream stand, private bathroom for new rehearsal hall, break room & kitchenette for actors, changing rooms for male/ female dancers and repairs to roof requesting $230,000 and recommending $50,000; Franklin County Historical Society — Kittochtinny for St Thomas Toll House No. 2 renovations requesting $25, 875 and recommending $20,000; Capitol Theatre to repair walls affected by moisture intrusion requesting $24,214 and recommending $15,000; Alison -Antrim Museum, Inc. to stabilize the 1860 museum requesting $57,450 and recommending $10,000. The total awarding from tourism funds is $199,565.00. Commissioner Thomas asked when the applicants would receive the funds and Mr. Thomas explained that a contract would need approved and signed and once the project is complete the applicants have to provide invoices to receive the funds. Commissioner Ziobrowski asked if the County receives a percentage for administration costs and Chairman Keller responded that the County receives 2.5% of hotel tax dollars that is allocated to the County. Mr. Thomas explained that the County currently has $200,000 from tourism funds and $100,000 from Marcellus Shale funds. Commissioner Thomas asked how the unsuccessful bidders are notified that they will not be receiving funds. Steve Thomas responded that he will look into how it was done in the past but feels they could be notified by phone and letter. Commissioner Thomas said that it would be fair to let the applicants know why they were not selected. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the recommendations as presented by Mr. Thomas and to start the contract process with the applicants that were approved. Continued on page 4 On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 9:54 a.m. this date for the purpose to review real estate matters. The Board reconvened into regular session at 11:54 a.m. No action was required after the executive session. The meeting was adjourned at 11:55 a.m. with a motion by Robert L.
