HomeMy WebLinkAbout2020-01-23 Commissioner Minutes THURSDAY, JANUARY 23, 2020 The Franklin County Commissioners met Thursday, January 23, 2020, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the January 14, 2020 and January 16, 2020 meeting. Commissioner Ziobrowski said he had a question on Tuesday concerning the difference in solicitor amounts for elected officials and Ms. Gray has an answer to his or compares to the other, but the Controller informed her that the solicitor in his office handles two matters which are Controller matters and Retirement matters. He said he y use a solicitor more often than other elected officials. Commissioner Ziobrowski said he does he asked if the solicitors keep track of how many hours they conduct county business. He wonders if we could tactfully ask for records of how often they use their solicitors. Chairman Keller said he remembers we did ask row officers to track their solicitors throughout the year to make sure they perform the hours they are being paid for. We could ask for this again and when budget time comes around we can right size it. Ms. Gray said that she will ask the Fiscal department to see if they are still tracking their r. The Board reviewed Area Agency on Aging matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Home and Community Based Waiver Services Enrollment to the PA Department of Human Services, Office of Long Term Living to continue use of the PROMISe system to validate whether consumers are enrolled in Medicaid based services, for the period of January 15, 2020 through January 14, 2025. The Board reviewed Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #2 from Lobar, Inc. (General Construction) for the Franklin County Administration Building for the removal of a storage tank and contaminated soil for an additional cost of $11,630.35. Continued on page 2 The Board reviewed additional Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #2 from Triad Engineering, Inc. for the Franklin County Administration Building for additional testing fees related to the removal of petroleum contaminated soil at a cost of $8,990.76. The Board reviewed Controller matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and David C. Cleaver, Esquire to provide contract attorney services at a cost of $13,830.74, for the period of January 1, 2020 through December 31, 2020. The Board reviewed Human Resources matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Retirement Plan Services Agreement between the County of Franklin and Voya Retirement Insurance and Annuity Company for benefit eligible employees the opportunity to enroll in a deferred compensation retirement savings account. This provides employees with more retirement planning options and allows employees to elect how their funds are invested. Voya will conduct ongoing on-site education and enrollment sessions, maintain recordkeeping of participant records and process transactions in a timely manner, beginning January 1, 2020. The Board reviewed Tax Assessment matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the certification of the amount of County and County Library Taxes on real estate and mobile homes in the various political subdivision of the county and the name of the Tax Collectors of said political subdivisions for the year 2020. The Board reviewed additional Tax Assessment matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the acceptance and authorizations of additions and exonerations to the Tax Collectors of Franklin County of the year 2018 and 2019, in order for the Tax Collectors listed to close their 2018 and 2019 County and County Library Duplicates. The Board reviewed Treasurer matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Clinton Barkdoll, Esquire to provide contract attorney services at a cost of $1,874.00, for the period of January 1, 2020 through December 31, 2020. In accordance with PA Act notifications, Shelly Witter & Fox notified the County of a Pennsylvania Department of Environmental Protection General NPDES Permit being applied by Thomas C. Gift III for construction of a new storage building and new driveway, located in Peters Township. In accordance with PA Act notifications, Edge Rubber Recycling, LLC notified the County of a Pennsylvania Department of Environmental Protection Waste Management Permit Minor Modification for the purpose of a property addition and De-wasting Demonstration, located in the Borough of Chambersburg. In accordance with PA Act notifications, SWCA Environmental Consultants notified the County of a Pennsylvania Department of Environmental Protection Chapter 105, General Permit 5 and General Permit 11 being applied by Texas Eastern Transmission, LP to install protection on existing Line 2 gas pipeline system, located in Greene Township. Continued on page 3 On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 9:48 a.m. this date for the purpose to review personnel and real estate matters. No action will be required after executive session. The Board reconvened into regular session at 11:16 a.m. Commissioner John Flannery left the meeting at 11:10 AM. The meeting was adjourned at 11:17 a.m. with a motion by David S.
