HomeMy WebLinkAbout2020-02-18 Commissioner Minutes TUESDAY, FEBRUARY 18, 2020 The Franklin County Commissioners met Tuesday, February 18, 2020, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller said that he would like to amend the agenda to include an agreement with PennDOT and Carrie Gray, County Administrator asked to include an executive session to discuss real estate matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to adopt the amended agenda. There was no public comment. The minutes of the February 11, 2020 and February 13, 2020 meetings were reviewed. These will be decided upon on Thursday, February 20, 2020. The Board reviewed Agreements, Contracts and Reports. Steve Malesker, C.S. Davison Bridge Engineer, was present to explain the bridge contract with Pennsylvania Department of Transportation (PennDOT). Mr. Malesker explained that this agreement is for construction of Bridge 121 on Heisey Road in Montgomery Township. He continued that the bid opening is scheduled for March 26, 2020. This is the last step before PennDOT a matter of getting on the agenda for approval so they can proceed with getting the bid advertised for construction and then open the bids on March 26. They were hoping to get the bids opened said that they hope to get the first construction piece completed before having to shut down for the winter. Chairman Keller said that C.S. Davison is under contract but the county is not allowed to hire the same bridge engineer for the construction process. The engineer has to be pre-approved by PennDOT to be considered for the project. Ms. Gray explained the process that the County selection team had to follow in order to select the bridge engineer for the project. Commissioner Ziobrowski asked John Hart, Project Manager, why the County is in the bridge business. Mr. Hart explained that the up bridges so the county ended up with 90+ bridges that we have to maintain. He continued that we receive about $200,000 in liquid fuels funds as well as some federal funds. He said PennDOT dictates what we can do. Chairman Keller asked Ms. Gray to explain the election equipment. Ms. Gray said that action #5 includes purchase of a central scanner. With the state passing Act 77 some of our processes have changed. One is the no excuse absentee ballots which we anticipate will increase the number of absentee ballots four to 10 times. She said the purchase also includes a server that will enable us to continue to be off-network and maintain a secure election. Jean Byers, Deputy Chief Clerk, explained that the DS200 scanner counts 11 ballots per minute. The next option is a DS 450 which counts 72 ballots per minute and the DS850 counts 300 ballots per minute. She explained that we used to count centrally before the Help America Vote Act went into place. Now we will only need to count absentee ballots centrally so we are looking to purchase the DS450 machine. She continued that this machine will help with a recount if needed. the last recount, we had to go to Cumberland County to use their counter. She said we also will be eligible for 60% state reimbursement. Ms. Byers explained that the server will help on election night to address significant processing delays when downloading information. She would like the server to connect the two machines so we can process returns faster. The following item was approved today while the remaining items will be approved Thursday, February 20, 2020. Flannery; unanimously approved for the Chairman of the Board to execute the change order #3 from Lobar, Inc. to delete the WWM which is the steel wire mat that is put down and the concrete is poured around it and chairs associated with the interior slabs and replace that material with fiber mesh in the concrete at the Franklin County Judicial Administration Building for a decreased amount of $10,000.00. Traci Kline, Area Agency on Aging Director and Shelly Schwartz, Ombudsman were present to recognize an Ombudsman volunteer, Dee Allison. Ms. Kline gave a brief overview of the Ombudsman Program which is a Federal program that focuses on residents rights. She said these are residents who are forgotten and the Ombudsman Program protects those individuals and makes sure their rights are upheld. She said Ombudsman volunteers are an important piece of the program. Mr. Schwartz explained that Ombudsman volunteers visit 29 licensed facilities with 29,000 beds in our area. These volunteers are trained and the training requirements are set by Federal guidelines They are lucky to keep anyone for five or 10 years or longer. He continued that they are here today to recognize someone who is retiring and has spent more than 20 years in then it never happened. He said she has met more than 10,000 individuals. He Ombudsman Specialist responsible for Franklin County, said she very much appreciates volunteers. She said there are more volunteers than paid staff in the program. She thanked Ms. Allison for her years of volunteering and provided her a certificate of appreciation. Ms. Allison thanked everyone and said it's been an exciting 20 years and sometimes not so exciting but something that she has enjoyed and she hopes that she made a difference. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved and thanked her for her many years of volunteer service in the Ombudsman Program. The Board reviewed Commissioners Office matters and conducted a bid opening for the printing of ballots for the General Primary Election. The following bidders submitted a bid: Beidel Printing House from Shippensburg, PA and Kutco Printing from ime to review both bids before making a decision. She explained that the County requires the printer to have five years of experience in Pennsylvania printing ballots and be 30 miles from Chambersburg. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to forward the bids received to Ms. Byers for review and will award or reject the bids on Thursday, February 20, 2020 at 9:30 AM. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to enter an executive session at 10:25 a.m. this date for the purpose to review potential litigation and real estate matters. No action will be required after the executive session. The Board reconvened into regular session at 12:05 p.m. The Board recessed until the 1:30 p.m. Retirement Board meeting. The Board reconvened at 1:30 p.m. for a Retirement Board meeting. The Board held a Retirement Board meeting. Continued on page 3 Lee Martin, Marquette Associates Managing Director, met with the Board to provide a report of the Franklin County Other Post-Employment Benefits (OPEB) Fund. The meeting was adjourned at 3:30 p.m. with a motion by Robert G. Ziobrowski; seconded by John T. Flannery. Carrie E.
