THURSDAY, FEBRUARY 20, 2020
The Franklin County Commissioners met Thursday, February 20, 2020, with the
following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the February 18, 2020 and February 20, 2020
meeting.
The Board reviewed Children & Youth matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the updated
contract listing for all contracts and addendums for Fiscal Year 2019/2020 for the
Children & Youth department. Contract listing is maintained for proper accounting of all
contracts to include vendor name and address, type(s) of service provided and rate(s)
charged for services.

Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Lease Amendment #2 between the County of Franklin
and United States Department of Agriculture (USDA) for the lease of the Farm Service
Agency Service Center at 30 Franklin Farm Lane to extend the lease from August 24,
2019 through August 31, 2022. USDA will pay the County the annual rent of $79,698.69
payable at the rate of $6,641.56 per month. All other terms and conditions of the original
lease shall remain in force and effect.
The Board reviewed additional Commissioners Office matters. On a motion by
John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the motion
to approve the agreement (#L00466) between the County of Franklin and TRC
Engineers, Inc. to provide construction inspection services on the Heisey Road bridge
project located in Montgomery Township at a cost of $135,551.97. Eighty percent is
paid with Federal funding and 15% is paid by the State.
The Board reviewed Emergency Services matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the grant agreement between the County of Franklin and PA
Emergency Management Agency (PEMA) for the Hazardous Materials Emergency
Preparedness Grant in the amount of $7,267.00 for the period of October 1, 2019
through September 30, 2020. This grant is to be used to protect against risks to life,
property and the environment that are inherent in the transportation of hazardous
materials and supports the emergency preparedness and response efforts that deal with
hazardous materials emergencies, specifically those involving transportation.

The Board reviewed Elections matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the purchase order from
Election Systems & Software, LLC for the purchase of a high-speed digital image
scanner as well as related training, support, installation, shipping, firmware license and
file server at a cost of $71,887.00. This equipment is needed due to the state passing
Act 77 that requires the County to count absentee and mail-in ballots centrally instead of
sending them out to the individual polling places.
The Board reviewed Grants Management/CJAB matters. On a motion by John
T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Pyramid to conduct the initial assessment for
participant eligibility, schedule outpatient appointments through the Jail to Community
Treatment program in conjunction with the Work Release department and six to eight
weeks prior to release to conduct group or individual counseling sessions. The
agreement is for the amount of $32,600.96 for the period of October 1, 2019 through
September 29, 2020. The costs are covered by the County Jail Based MAT Grant.
The Board reviewed Human Resources matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the revised
Preventative Care Time Off (PCTO) Policy #324.01 to provide employees with time to
attend preventative care visits for themselves and for their families, including minor
children and spouses.
The Board reviewed Jail matters. On a motion by John T. Flannery, seconded by
Robert G. Ziobrowski; unanimously approved the Purchase of a 2019 Sierra 2500 4WD
truck with snowplow and salt spreader from Jennings at a cost of $33,801.30. This is a
replacement of the 2005 GMC Sierra truck. Request for quotes were submitted and this
is the lowest qualified quote.
The Board reviewed Planning matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the Franklin County Tourism
and Quality of Life Enhancement Grant Recipient Agreements based on the following
chart that was initially approved by the Commissioners at their December 19, 2019
meeting at the recommendation of the Planning Department. All agreements are for the
period of January 1, 2020 through December 31, 2020.

The Board reviewed Reentry Service Center matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved amendment No. 1
to the Contract between the County of Franklin and South Central Community Action
Programs, Inc. (dated January 1, 2019) to allow unused funds during one contract year
to move to future years and to allow movement of funds between categories in the
budget. There is no request for additional funds. All other terms and conditions of the
original contract shall remain in full force and effect.
The Board reviewed Tax Claim matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved to accept bids on the
repository list made by Robert Furry in the amount of $200.00 to purchase a mobile
home, located in Fayetteville, PA.
The Board reviewed Veterans Affairs matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the amendment to the
contract signed on July 18, 2018 between the County of Franklin and Michael Flood,
Counseling and Testing Services to provide assessment, counseling and therapy
support services for the benefit of veterans for Operation Reach. This amendment is to
extend the contract to March 31, 2020 and to increase the encumbrance by $3,000.00
for a total maximum encumbrance of $12,000.00. All other terms and conditions of the
original contract will remain in full force and effect.
The Board reviewed additional Veterans Affairs matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the amendment to
the contract signed on July 19, 2018 between the County of Franklin and PA Counseling
Services, Inc. to provide counseling and therapy support services for the benefit of
veterans for Operation Reach. This amendment is to extend the contract to March 31,
2020. All other terms and conditions of the original contract will remain in full force and
effect.
In accordance with PA Act notifications, Rettew notified the County of a
Pennsylvania Department of Environmental Protection General Permit #5 being applied
by Comcast Cable Communications Management, LLC for installation of one buried
cable utility line under an unnamed tributary to West Branch Antietam Creek along the
southwestern roadway shoulder of Burkholder Road located in Quincy Township.
This was the date to award or reject bids for the printing of ballots for the General
Primary Election. Jean Byers, Deputy Chief Clerk reviewed both bids that were opened
on Tuesday. She compared the pricing and made sure they aligned with our bid specs.
She continued that Beidel is the lowest bidder by less than $100.00. She said it does
not appear we will have a two sided ballot. She mentioned that Jennie Aines, Chief
Registrar is requesting to order 10,000 pieces of ballot stock due to not knowing how
many absentee ballots we may receive this spring. In addition, Kutco did not submit a
price for poll books and our bid specs require the contractor to have five years of
experience printing ballots in Pennsylvania but Kutco only printed three PA counties
ballots so they did not meet that bid spec requirement. Ms. Byers said based on bid
specs and pricing she is recommending Beidel Printing be awarded the bid.

leaving money on the table by not accepting the other bid. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved to award the bid to
Beidel Printing.

The Board reviewed Franklin County Library Board appointments. On a motion
by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to
appoint Debra Rosenberry and Amy Daly both for a term through December 31, 2021
and George Siehl to fill an unexpired term through December 31, 2020.
The Board reviewed appointments to the Franklin/Fulton Drug and Alcohol
Advisory Board. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to appoint Adam Keath and Paula Shives for a term of February
20, 2020 through February 19, 2022.
The meeting was adjourned at 9:43 a.m. with a motion by John T. Flannery;
seconded by Robert G. Ziobrowski.
