TUESDAY, FEBRUARY 25, 2020
The Franklin County Commissioners met Tuesday, February 25, 2020, with the
following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the February 18, 2020 and February 20, 2020 meetings were
reviewed. These will be decided upon on Thursday, February 27, 2020.
The Board reviewed Agreements, Contracts and Reports. John Hart, Project
Manager, explained there are two change orders for over excavation and removal of a
tank and contaminated soil at the Administration Annex project. He said the total for
both change orders is $12,488.80. The following items were approved today while the
remaining items will be approved Thursday, February 27, 2020.
The Board reviewed Grants/CJAB matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved the agreement
between the County of Franklin and Keystone Health Center to conduct the initial
assessments for participant eligibility, schedule outpatient appointments through the Jail
to Community Treatment program in conjunction with the Work Release department and
six to eight weeks prior to release, conduct group or individual counseling sessions. The
agreement is for the amount of $3,494.00 for the period of October 1, 2019 through
September 29, 2020. The costs are covered by the County Jail Based Medication
Assisted Treatment Grant.
The Board reviewed additional Grants/CJAB matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved the amendment to
House to provide substance use recovery housing services to the Good Wolf Treatment
Court to increase the contract encumbrance by $8,400.00 for a total contract amount of
$10,200.00. All other terms and conditions of the original agreement shall remain in
force and effect.
The Board reviewed additional Grants/CJAB matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved amendment No. 2 to
the agreement (dated December 27, 2018) between the County of Franklin and
Gaudenzia, Inc. for the Good Wolf Treatment Court Case Manager to have additional
duties that include referral source development and implementation of an orientation
group process for new program participants and to extend the agreement to December
31, 2020. All other terms and conditions of the original agreement shall remain in force
and effect.
The Board reviewed an appointment to the Franklin County Board of Assessment
Appeals. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved to appoint Douglas Boozer for a term of February 25, 2020
through December 31, 2023.

Chairman Keller announced that the Board is signing a letter of appreciation for
Jean Brake who has served for many years as a Judge of Election and a Minority
Inspector. He appreciates her friendship and her many, many years of faithful service.
Charles Martin, Human Resources Generalist, and members of the STAR
(Special Thanks and Recognition Committee), and the Franklin County Commissioners
proudly presented the Employee of the Month award to Mr. James Powell. Mr. Powell
currently serves as a Security Guard. The selection for the February 2020 Employee of
the Month was determined by the STAR Committee. There were a total of 11
nominations. The STAR nomination form asks what recent event or occurrence made
you select James and the answers stated, After leaving a meeting at the Admin Annex,
I overheard a man who was in emotional distress and very angry. He was irate due to a
meeting that had just taken place. I continued to a second meeting as the man headed
downstairs. When I entered the lobby, Security Guard Powell had already assisted in
de-escalating the situation with the man. The man had been asked to come back into
the building for a quick chat. The man calmed down and even apologized for his loud
voice and continuous foul language. Security Guard Powell continuously shows
outstanding job performance and takes on responsibility while performing his normal
duties. He goes above and beyond. You never see Security Guard Powell without a
smile on his face or a kind word to say to County Employees. He continues to
demonstrate a positive attitude, even in the worst situations. Security Guard Powell has
been an asset to the County of Franklin since 2012, after his retirement from
Washington County Sheriff's Department in Maryland. His dedication and
professionalism is top notch. We are fortunate to have staff with the experience and
who are willing to go that extra mile, such as Mr. Powell has done. Those types of
situations are some of the hardest and most dangerous to handle. The situation could
have easily turned badly, but because of quick thinking, it ended without further issues.
are attributes that have not gone unnoticed by his peers. The nomination form describes
him as being professional, dedicated, and responsible. We are grateful to Mr. James
Powell as he exudes a high standard of customer service, excellence, and respect to the
employees and residents of Franklin County. Chairman Keller thanked Mr. Powell for
his service. Mr. Powell thanked everyone for nominating him. Sheriff Dane Anthony
said he echoed everything that Mr. Martin read and as an administrator anyone would be
grateful to have Jim Powell in his office. He is very dependable and he is willing to pick
Jim but he wanted to mention that this incident also involved Deputy Jeff Sarver. He
continued that if anyone sees Jeff to thank him also because he played a part in that
incident as well. He said it was a job well done and a pleasure and honor to have Jim
work in his office. Commissioner Ziobrowski and Commissioner Flannery both also
thanked him for his service.

seconded by John T. Flannery.
