HomeMy WebLinkAbout2020-03-05 Commissioner Minutes THURSDAY, MARCH 5, 2020 The Franklin County Commissioners met Thursday, March 5, 2020, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller asked to amend the agenda to include a change order from Frantz Plumbing for the Archives project. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the February 25, 2020 and February 27, 2020 meeting. The Board reviewed Children & Youth matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the report to Commonwealth of Pennsylvania, Bureau of Budget and Program Support, Office of Children, Youth & Families showing revenue and expenditures of Act 148 funding for October 1, 2019 through December 31, 2019. The total amount of the report is $3,368,997.00 for 2019/2020 fiscal year. The Board reviewed Commissioner Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute change order #9 from Lobar, Inc. for storm drainage redesign at the Judicial Center project for an additional amount of $17,193.07. The Board reviewed additional Commissioner Office matters. John Hart, Project Manager explained this change order is for a subcontractor to test the gas system in the data center. He is reviewing this with the contractor to see who is responsible for paying this bill since it was not included in the bid. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute change order #4 from Frantz Plumbing for a subcontractor to test and start the clean agent system in the data center room at the Archives building for an additional cost of $935.00. The Board reviewed Courts matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the contract between the County of Franklin and nCourt to provide credit card payment options at the Magisterial District Judge Offices (MDJ) throughout the County. nCourt will install credit card readers in each of the seven MDJ offices and provide a payment portal for people to pay fines and fees via credit card. In return, users will pay a user fee included in the payment transaction. There is no cost to the County. The Board reviewed Grants/CJAB matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the subgrant agreement between the County of Franklin and Vital Strategies to hire staff, execute contracts and develop protocols for effective expansion of Opioid Agonist Treatment "OAT." Fully Continued on page 2 incorporate OAT into Jail-to-Community-Treatment program and offer OAT to anyone who needs it within the facility and to work closely with PCCD designated TA provider; disseminate program model within PrimeCare; educate other criminal justice stakeholders; collect data and evaluate program outcomes in cooperation with Vital Strategies and its initiative partners. The cost of the service is $313,364.00 and is covered by the County Jail Based Medication Assisted Treatment Grant. This agreement is for the period of January 31, 2020 through September 30, 2021. The Board reviewed Information Technology Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Global Data Consultants, LLC to provide network cabling in the Archives warehouse where wireless access points can be installed at a cost of $3,262.39. The Board reviewed additional Information Technology Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the renewal maintenance agreement between the County of Franklin and SADA Systems, Inc. for continued use of Google Apps for business licenses as well as email, instant messaging, calendaring, and cloud storage at a cost of $91,374.00 per year, for the period of March 16, 2020 through March 15, 2022. In accordance with PA Act notifications, Skelly and Loy notified the County of a Pennsylvania Department of Environmental Protection General Chapter 105 General Permit being applied by PA Department of Transportation to replace the existing culvert pipe that carries a UNT to Raccoon Creek located in Quincy Township. In accordance with PA Act notifications, R. Lee Royer and Associates notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit being applied by County Wide Development, Inc. for a residential development located in Washington Township. The Board met with Tiffany Bloyer, Human Resources Director and the Controller Harold Wissinger for Salary Board matters. Also in attendance was John Thierwechter, Assistant County Administrator. The meeting was adjourned at 9:53 a.m. with a motion by John T. Flannery; seconded by Robert G. Ziobrowski. Carrie E.
