HomeMy WebLinkAbout2020-03-10 Commissioner Minutes TUESDAY, MARCH 10, 2020 The Franklin County Commissioners met Tuesday, March 10, 2020, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to adopt the agenda. There was no public comment. The minutes of the March 3, 2020 and March 5, 2020 meetings were reviewed. These will be decided upon on Thursday, March 12, 2020. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked for more information on board action item #3, amendment to an agreement with Carter Goble Lee (CGL). Carrie Gray, County Administrator, explained the amendment with CGL is to provide an increase of 2.8% for facilities maintenance and jail maintenance services. Commissioner Flannery asked for more information on item #4, change order for courthouse construction. John Hart, Project Manager, explained the change order is for basement revisions in response to relocating groundwater sump basins for an additional cost of $10,495.81. He continued that this was anticipated in the bid but the costs were unknown. The items will be approved Thursday, March 12, 2020. The Board reviewed information on Proclamation #2020 01 proclaiming April 1, 2020 as Census Day. Guy Shaul from the Borough of Chambersburg, Sam Thrush from Downtown Chambersburg, Steve Thomas, Planning Director and Jason Goetz from Planning were present for the proclamation. Mr. Thomas and Mr. Shaul explained how important the census is to the County for federal funding and legislation representation and how they are working on getting information out to diverse ethnic groups, residents for whom english is a second language and low socio-economic populations. Commissioner Ziobrowski said that there is greater undercounting in the Borough then in the Townships. Mr. Thrush explained that having accurate counts during a census can lead to better economic development and can tell a better story to prospective investors and business owners. Mr. Shaul explained how citizens can go to www.census.gov to get more information on the census and for employment opportunities. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved Proclamation #2020-01 proclaiming April 1, 2020 as Census Day and that the attached proclamation is attached to these minutes. The meeting was adjourned at 9:55 a.m. with a motion by Robert G. Ziobrowski; seconded by John T. Flannery. Carrie E.
