THURSDAY, MARCH 12, 2020
The Franklin County Commissioners met Thursday, March 12, 2020, with the
following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller asked to amend the agenda to include an additional action.
Carrie Gray, County Administrator explained that the action is to change two terms of the
Vital Strategies contract that the Board reviewed last week that is the grant from the
Bloomberg Foundation to provide medication assisted treatment to individuals at the Jail
specifically opioid agonist treatment. On a motion by John T. Flannery, seconded by
Robert G. Ziobrowski; unanimously approved to adopt the amended agenda.
There was no public comment.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the July 30, 2020 and August 1, 2020 meeting.
The Board reviewed Aging Office matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Cultural Alliance of York County to provide a resident artist,
Danza Antiqua, to perform ten consecutive weeks of instructional sessions at the
Tuscarora Senior Activity Center for the time frame of March 10, 2020 through May 12,
2020 at a cost of $1,025.00. A portion of this program will be subsidized by
stARTSomething ARTS IN EDUCATION and the other remaining portion will be paid by
Franklin County utilizing an SCC Grant.
The Board reviewed additional Aging Office matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the application to the Department of Agriculture to renew the Mont
April 5, 2020 through April 4, 2021. The license is required in order for the center to
serve congregate and home delivered meals.
The Board reviewed Commissioners Office matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved amendment #9 to
the original agreement (dated January 4, 2006) between the County of Franklin and CGL
Engineering, Inc. for facilities maintenance and Jail maintenance services. This
amendment is to increase the contract amount by 2.8% effective February 1, 2020. All
other terms and conditions of the original agreement will remain in full force and effect.
The Board reviewed additional Commissioners Office matters. On a motion by
John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute change order #10 from Lobar, Inc. for basement
revisions in response to relocating groundwater sump basins at the New & Historic
Courthouse project for an additional cost of $10,495.81.

The Board reviewed Drug & Alcohol matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved updated contract listing for all
contracts and addendums for fiscal year 2019-2020 for the period of October 1, 2019
through December 31, 2019. Contract listing is maintained for proper accounting of all
contacts to include vendor name and address, type(s) of service provided and rate(s)
charged for services.
The Board reviewed Elections matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Beidel Printing House, Inc. for the printing of ballots for the April
28, 2020 Presidential Primary Election for a total cost of $22,796.00. This bid was

awarded by the Commissioners at their February 20 meeting.
The Board reviewed Grants/CJAB matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the grant application to
Pennsylvania Commission on Crime and Delinquency (PCCD) for the Comprehensive
Opioid Abuse Program requesting $259,305.00 for the period of April 1, 2020 through
March 31, 2022. Franklin County will work with PCCD, Pittsburgh University
(Pitt) Program Evaluation and Research Unit (PERU) Technical Assistance Center
(TAC), NMS, and Law Enforcement through the District Attorney's office to test and
analyze drug samples to develop a real-time workflow to identify responsive strategies
to support investigations, connecting cases, and improve drug intelligence and
community surveillance goals.
The Board reviewed additional Grants/CJAB matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Subgrant
Agreement between the County of Franklin and Vital Strategies to hire staff, execute
contracts and develop protocols for effective expansion of Opioid Agonist Treatment
"OAT". Fully incorporate OAT into Jail-to-Community-Treatment program and offer OAT
to anyone who needs it within the facility and to work closely with PCCD designated TA
provider; disseminate program model within PrimeCare; educate other criminal justice
stakeholders; collect data and evaluate program outcomes in cooperation with Vital
Strategies and its initiative partners. The cost of the service is $332,354.00 and is
covered by the County Jail Based Medication Assisted Treatment Grant. This
agreement is for the period of March 10, 2020 through September 30, 2021. This is a

revision of the action taken on Thursday, March 5, 2012 to reflect a March 10 start date
and move dates into March for deliverables that were originally scheduled in February.
In addition there is an increase in funding in the amount of $18,990 to cover indirect
costs.
Vicki Kamler, Healthy Living Coordinator, was present to provide a fundraising
check to the AmeMs.
Kamler explained that for the month of February the Wellness Program decided to
provide dress down stickers where employees could dress down one day a week for the
month for a small donation. The fundraiser raised $510 and that included a $15
donation from an employee who was a past recipient of Red Cross services. Jo
Brindley, Director of Development of the Red Cross received the check and thanked
everyone for their support. They plan to put the funds towards their Home Fire
Campaign to help with shelter, food, clothing and basic needs after a devastating event
happens to a family. Chairman Keller asked Ms. Brindley to provide examples of recent
events where the Red Cross has been supportive in our area and Ms. Brindley
mentioned a blood drive and a home fire program in Waynesboro where they are
distributing smoke alarms to residents. John Thierwechter, Assistant County
Administrator, mentioned that Alan White from the Red Cross is at the Department of
Emergency Services every week providing services in our area.

On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 9:42 a.m. this date for the
purpose to review real estate matters. No action will be required after the executive
session. The Board reconvened into regular session at 10:54 a.m.
The meeting was adjourned at 10:55 a.m. with a motion by John T. Flannery;
seconded by Robert G. Ziobrowski.
