WEDNESDAY, APRIL 1, 2020
The Franklin County Commissioners met Wednesday, April 1, 2020, with the
following members present: David S. Keller, John T. Flannery and Robert G.
to
COVID-19 in Franklin County but he asked that, when we pause for a moment of
silence, we remember and pray for everyone who has had moms and dads, brothers
and sisters, sons and daughters that have been affected by this pandemic. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller asked to amend the agenda to include an additional item.
Carrie Gray, County Administrator, said staff is requesting to add a Disaster of
Declaration Continuation so that we can stay in the state of declaration for an extended
amount of time. This is at the recommendation of the State. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved to adopt the
amended agenda.
There was no public comment.
The minutes of the March 25, 2020 meeting was reviewed. These will be
decided upon in the afternoon approval session.
The Board reviewed Agreements, Contracts and Reports. Carrie Gray provided
more information on the Families First Coronavirus Response Act and that the Federal
Government extended the Family Medical Leave Act. The County developed a policy to
address these changes. Tiffany Bloyer, Human Resources Director, explained the policy
which includes the provisions required from the Acts. Policy adoption will be decided in
the afternoon session.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved to enter an executive session at 11:15 a.m. this date for the
purpose to review potential litigation and personnel matters. Ms. Gray said that no
action will be required on the potential litigation matter but there could be possible action
on the personnel matter. The Board reconvened into regular session at 12:45 p.m.
The Board recessed and reconvened at 1:00 p.m. for final approval of the items
that were reviewed and for presentations.

There was no public comment.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved the minutes of the March 25, 2020 meeting.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and Chambersburg
PH, LP for the sale of a portion of the real property located at 679 Franklin Farm Lane in
Guilford and Greene Townships, Franklin County, Pennsylvania. The first phase portion
of property consists of 15 acres with a purchase price of $250,000.00 per acre for a total
price of $3,750,000.00. The second phase portion of the property consists of up to 21
acres with a purchase price of $250,000.00 per acre for a total of up to $5,250,000.00.

The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute the Revised Proposal from Dennis E. Black
Engineering, Inc. for engineering services for the Demo/Site/Lot consolidation plan for
the Elks Club site in the Borough of Chambersburg. This revised proposal is to provide
ongoing construction phase consultation services and associated design revisions to
address unforeseen site conditions at both Judicial Center and Administration Building
sites. Continue efforts to obtain the PA DOT Highway Occupancy Permit (HOP) for the
Judicial Center, required National Pollutant Discharge Elimination System
(NPDES), critical Best Management Practice (BMP) site inspections at both sites, future
NPDES record drawings and notice of termination filings with the Conservation District.
All other terms and conditions of the original proposal will remain in full force and effect.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute the change order #12 from Lobar, Inc. to install an
additional leak detection pit on 4 inch domestic water line as directed by the Borough
and per RFI#33 at the New & Historic Courthouse project for an additional amount of
$4,290.70.
The Board reviewed Grants/CJAB matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved the amendment No.
per diem rate from $20 to $23 per day. All other terms and conditions of the original
contract will remain in full force and effect.
The Board reviewed additional Grants/CJAB matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved the Project
Modification to PA Commission on Crime and Delinquency to request a 12 month no
cost extension for the Endowment Act Programs Assisting Victims Grant through
March 31, 2021 due to the COVID-19 pandemic. This extension will allow for the
completion of the specialized training of qualified providers (Nurse Sane A/P) through
Center Medical Services for Victims.
The Board reviewed Human Resources matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved Policy #325.00,
FMLA Leave Expansion and Emergency Paid Sick Leave Policy (Coronavirus) to comply
with the Families First Coronavirus Response Act and to assist employees affected by
the COVID-19 outbreak with job-protected leave and emergency paid sick leave. This
policy will be in effect from April 1, 2020, until December 31, 2020. The existing FMLA
leave policy still applies to all other reasons for leave outside of this policy.
The Board reviewed ITS matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved for the Chairman of the Board to
execute the agreement between the County of Franklin and Morefield Communications
to purchase new Cisco switching gear for the Data Center at a cost of $91,660.84. This
gear will reside in the data center located at the Archives center on Second Street. This
will replace eight year old equipment and expand the capabilities and speeds of our
current environment. Additionally, it will support the consolidation of equipment from the
Admin Annex and Courthouse Annex, as well as phone gear.
The Board reviewed Tax Claim matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved to accept bids on the repository
list made by Matthew V. Schmidt in the amount of $300.00 to purchase a vacant lot,
located on Capitol Hill Road in Quincy Township.

In accordance with PA Act notifications, R. Lee Royer & Associates notified the
County of a Pennsylvania Department of Environmental Protection General NPDES
Permit being applied for construction of a commercial building located in Washington
Township.
The Board met with Tiffany Bloyer, Human Resources Director and Controller
Harold Wissinger for Salary Board matters. Also in attendance via google hangouts
was: Dave Secor, Treasurer; Jake Crider, Director of DES; and Sheriff Dane Anthony,
The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved the Administrative Officer
(Department of Emergency Services) position description.
Tiffany Bloyer, Human Resources Director, was present to award Mr. Jeffrey
Sarver the Employee of the Month for March. Mr. Sarver has been employed with
Franklin County since January of 2013. He currently serves as a Deputy Sheriff. The
selection for the January 2020 Employee of the Month was determined by the STAR
Committee. There were a total of eleven nominations. Ms. Bloyer read the attached
Dane Anthony, Deputy Sheriff Jeffrey Sarver and Chief Deputy Ben Sites participated
this award and to work with the Sheriff and Chief Deputy Sites. The Board thanked
Deputy Sarver for his great work and how he represents the county in a professional
manner. Sheriff Anthony said the nomination forms were spot on with everything that
was mentioned and feels Deputy Sarver is very deserving of this award.
The Board reviewed information on Proclamation #2020-02 for the purpose of
proclaiming the month of April 2020 as Reentry Initiatives Month. Dr. Kim Eaton,
Director of Reentry and Clinical Quality Assurance explained that the events planned for
this month are on hold because of COVID-19. Due to minimal attendance at the
meeting today she asked everyone to show their support of reentry efforts by email and
she had 111 responses. She made a display board with a flower and name of everyone
who replied. She will host it on Facebook and the website. Dr. Eaton thanked the Board
for their support of the proclamation. On a motion by Robert G. Ziobrowski; seconded
by John T. Flannery; unanimously approved Proclamation #2020-02 and that the
attached proclamation be made a part of these minutes.
The meeting was adjourned at 1:41 p.m. with a motion by Robert G. Ziobrowski;
seconded by John T. Flannery.

Reentry Initiatives Month
April 2020
Whereas, More than 650,000 individuals leave the nation's prisons each year while 11
million people cycle through the nation's jails and an average of 200 inmates are
released from the Franklin County Jail each month, and;
Whereas, People leaving incarceration face a complex transition back into the
community due to issues such as employment, housing, transportation, substance
abuse, and mental health, and;
Whereas, The County of Franklin and its citizens recognize that the successful
assimilation of returning individuals back into our community benefits society, and;
Whereas, The Franklin Together Reentry Coalition focuses on engaging the community
to build a system of care that empowers and supports returning individuals in achieving
success, while reducing recidivism and improving public safety, and;
Therefore, We, the County Commissioners of Franklin County, Pennsylvania, do hereby
proclaim April 2020 as Reentry Initiatives Month and encourage all citizens of Franklin
County to support reentry efforts which foster successful reintegration of returning
individuals into our community as contributing members of our society.
