HomeMy WebLinkAbout2020-04-29 Commissioner Minutes WEDNESDAY, APRIL 29, 2020 The Franklin County Commissioners met Wednesday, April 29, 2020, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The Commissioners meeting was held remotely and everyone participated by phone or video conferencing including commissioners, staff, public and press. The m A roll call vote was taken and individuals participating in the meeting remotely identified themselves. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to adopt the agenda. Gideon Hill, from Boy Scout Troop 125, provided public comment and asked the Board what their concerns are for the long term effects of COVID and how young people can help. Chairman Keller responded that he will provide a follow-up email to Gideon with a comprehensive answer. He continued that he would like to see the economy get going again because a lot of folks are out of work as a result of the virus. But on the term concerns are trying to find that right balance between getting the economy going again and limiting the spread of the virus. Chairman Keller continued that from an operational point of view the County had to furlough 25% of county employees but the County still needs to provide ongoing services in the best interests of public health safety and general wellbeing of the citizens of the cou a reduced workforce. Every one of the employees is critical in their minds to providing those services in the safety and property of the residents of the county so we want those folks to come back as soon as possible. And that hinges on the virus situation getting better and also getting the economy and general activity in the community back to mom and dad or grandma and grandpa at home if they are working from home or stay home if at all possible, wash your hands frequently and if you go outside and are distancing definitely carry a mask with you and for food at food pantries so any donation of time or other resources there is always helpful. As a boy scout he knows that Gideon is very familiar with that since his church is very involved right now in trying to meet the needs of folks who are perhaps out of work or in need of assistance in general so he can ask the church what he can do and ask the boy scout troop and can even talk to United Way if there is any way to serve. this virus is going to be for the young lives a point of demarcation; his parents had a th point of demarcation with Pearl Harbor. He had a demarcation when he was in 7 grade when John Kennedy got killed. Other people may have had one when Ronald Reagan was shot. His kids had a point scouting activities, school activities, sports were uprooted and there were tremendous opportunities lost. His advice is to take advantage of it. Find some way to make something positive out of it and when looking back at this miserable time will have something positive to take away from it. The minutes of the April 22, 2020 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. The items will be approved in the afternoon approval session. Julia Lehman, Communications Director, announced that in an effort to facilitate public participation in the Commissioners meetings she is recommending an online public comment form. Ms. Lehman explained that the form will be accessible from the board meeting and these can be read during the next commissioners meeting and will be in the public record. This would be another avenue for the public to speak during staff thought this would be a good opportunity to further engage the public and, in addition to remote meetings like this, thought we would pilot the idea at least during COVID- when in- responded that he feels this is a good idea and it will give folks the opportunity and be required to include their name and with online communications sometimes there are issues with anonymity and respectfulness so he thinks that what Julia has put together will achieve some balance and will give folks the opportunity to comment, identify themselves and indicate if they would like us to get back to them regarding their question or comment. Any inappropriate communication will not be published or responded to but ea to keep the lines of communication open with folks and give them more options to be in touch with us. Commissioner Ziobrowski has reviewed the necessary. Commissioner Flannery responded that he agrees. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to enter an executive session at 11:16 a.m. this date for the purpose to review real estate matters. No action will be required after the executive session. The Board reconvened into regular session at 12:12 p.m. The Board recessed and will reconvene at 1:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 1:00 p.m. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the minutes of the April 22, 2020 meeting. Continued on page 3 The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the ratification and affirmation of agreement between Landmark Elevator, Inc. and County of Franklin. Landmark Elevator entered into an Asset Purchase Agreement dated February 7, 2020 with Oracle Elevator Holdco, Inc. This agreement is to assure that Oracle will honor the contract approved by Landmark on August 1, 2019 for construction, installation and warranty service of elevators located at the Franklin County Courthouse Project. The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the supplemental appropriation in the amount of $23,205.00 to record the second shift in funding for FY 2019-2020 with the Human Services Block Grant. This appropriation shifts a portion of FY 2018-2019 carryover funds to the Drug & Alcohol program for outpatient treatment services. The Board reviewed Fiscal/Grants matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the pass through Advocacy Center to pass state grants funds in the amount of $47,000.00 to be used towards the 31, 2020. The Board reviewed Grants matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the Budget Modification request to PA Department of Community and Economic Development (DCED) to request a change in the budget for the Emergency Solutions Grant. Waynesboro Community and Human Services is requesting a budget modification for their 2018 ESG allocation to move $912.64 from Rapid Rehousing Services to Rapid Rehousing Rental Assistance; $2,018.56 from Homeless Prevention Services and $2,900 from Homeless Prevention Financial Assistance to Homeless Prevention Rental Assistance. The Board reviewed ITS matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the quote from Dell for the annual bulk order of computers at a cost of $189,163.51. Computers are replaced every four The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the addendum to the original contract with NRG Building Services, Inc. that provides maintenance of the Schneider Electric Building automation system that controls the heating, ventilation and air conditioning equipment. This addendum is to increase the price by $250.00 for a total of $8,480.00 for the period of July 1, 2020 through July 1, 2021. The Board reviewed additional Jail matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the amendment to the original proposal from Summit Food Service, LLC to provide food service for the $930,454.35 (depending on population) for the period of April 1, 2020 through April 1, 2021. The Board reviewed Tax Claim matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to accept bids on the repository list made by Village Green Manor in the amount of $100.00 each to purchase three (3) mobile homes, located in Village Green Manor located in Greene Township. Lee Royer & Associates notified the County of a Pennsylvania Department of Environmental Protection General NPDES Permit being applied for construction activities located in Washington Township. In accordance with PA Act notifications, R. Lee Royer & Associates notified the County of a Pennsylvania Department of Environmental Protection General NPDES Permit being applied for construction activities on Pen Mar Road and Marway Lane located in Washington Township. In accordance with PA Act notifications, GHD notified the County of a Pennsylvania Department of Environmental Protection Water Quality Management Permit Application being applied by Hamilton Township Municipal Authority for pump station no. 14 improvements located in Hamilton Township. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to enter an executive session at 1:08 p.m. this date for the purpose to review pending litigation matters. Ms. Gray reported that action may be requested after the executive session. The Board reconvened into regular session at 1:26 p.m. There were no actions required after the executive session. The meeting was adjourned at 1:27 p.m. with a motion by Robert G. Ziobrowski; seconded by John T. Flannery. Carrie E.
