HomeMy WebLinkAbout2020-05-27 Commissioner Minutes WEDNESDAY, MAY 27, 2020 The Franklin County Commissioners met Wednesday, May 27, 2020, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The Commissioners meeting was held remotely and everyone participated by phone or video conferencing including commissioners, staff, public and press. The meeting wa A roll call vote was taken and individuals participating in the meeting remotely identified themselves. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to adopt the agenda. Thursday at 10:00 a.m. and 1:00 p.m. instead of Wednesday due to extra election duties that week. There was no public comment. Chairman Keller turned the floor over to Julia Lehman, Communications Coordinator to provide a summary of the public comment forms including names, municipality or town, and their comments. Ms. Lehman provided a summary of the following comments: Leslie Hanks from Greene Township thanked the Board for Facebook page and she objected to Commissioner Flannery throwing his mask to the crowd at a public event last Saturday; and Paul Stockhausen from the Borough of Chambersburg, supports the opening of the county based on medical data and feels that workers should be compensated by the Federal government for their risk. Commissioner Flannery wanted to state that he was at the rally on Saturday and he wanted to say to his fellow commissioners and the county to please understand that he feels he is following the promises and direction of his base of support and those in the community who elected him, who follow him and who continue to support his efforts. He continued that they support following CDC guidelines for a safe path moving forward to get our community back on track to reopen and sustain our economics in the future. He will continue based on the numbers that he sees to push forward to get our county open in a very safe and responsible manner. He wants everyone to understand that position moving forward. Chairman Keller thanked Commissioner Flannery for his comments and thanked everyone else for their comments. The minutes of the May 20, 2020 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. John Hart, Project Manager, explained the two change orders from Lobar for the New & Historic Courthouse project. The first change order is to delete excavation along the historic courthouse foundation for a reduction of $17,202. He continued that the second change order is to revise the aluminum storefront and window trim to a bronze anodized color at the request of the architect who thought it would be a better fit and blend of colors for a reduction amount of $21,937. Mark Orndorff, County Solicitor explained the two settlements for tax assessment appeals are consistent with what was discussed during the executive session about a month ago. The items will be approved in the afternoon approval session. Continued on page 2 The Board recessed and will reconvene at 1:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 1:00 p.m. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute change order #17 from Lobar, Inc. to delete excavation along the historic courthouse foundation for a cost reduction of $17,202.00. The Board reviewed additional Commissioners matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute change order #18 from Lobar, Inc. to revise the aluminum storefront and curtain wall finish from the specified three-coat fluoropolymer finish to #40 dark bronze anodized for a cost reduction of $21,937.00 at the New & Historic Courthouse project. The Board reviewed additional Commissioners matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Settlement of the Appeal of Donald Moats, Jr. and Wendy Bard, tax assessment appeal No.2019- 4483. The property is located at 11399 Weatherstone Drive, Waynesboro, PA. The original assessment value placed on Tax Parcel No. 23-0Q08.-453.-000000 was $75,780.00. The new assessment value on this Tax Parcel will be $62,700.00. The original assessment value placed on Tax Parcel No. 23-0Q08.-452.-000000 was $4,840.00. The new assessment on this Tax Parcel will be $4,010.00. The Board reviewed additional Commissioners matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Settlement of the Appeal of Washco Avalon Townhomes tax assessment appeal No.2016-04133. The property is located at 0 Buchanan Trail East, Washington Township. The new assessment will be $980,000 for the 2017 tax year, $943,200 for the 2018 tax year, $910,200 for the 2019 tax year and $890,000 for the 2020 tax year and all years thereafter. The Board reviewed Elections matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the quote from Elite Cleaning, LLC for enhanced cleaning and disinfection of polling places at various locations in the County at a cost of $190.80 per location. Quotes were requested, 3 quotes were received and this was the lowest qualified quote. The Board reviewed additional Elections matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the for the Chairman of the Board to execute the agreement between the County and the Pennsylvania Department of State to receive funds in the amount of $65,893.25 for the Coronavirus Aid, Relief and Economic Security (CARES) Act to seek reimbursement for purchases related to personal protective equipment, including but not limited to, safety supplies for poll workers and increased staffing. Continued on page 3 The Board reviewed additional Elections matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the agreement between the County and the Pennsylvania Department of State to accept grant funds in the amount of $76,896.09 for reimbursement for purchases related to Act 77 such as; a high speed central scanner, letter opener and cardboard table top privacy dividers. Purchases must be made between December 21, 2019 and December 31, 2022. The Board reviewed additional Elections matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the rental agreement between the County of Franklin and PA Dept. of Military and Veterans Affairs to rent the Chambersburg Readiness Center at 1010 LWW, Chambersburg for the 2020 Primary Election being held on June 2, 2020 at no cost to the County. The Board reviewed GIS matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the renewal quote from ESRI for GIS department software for performing collection, maintenance, and analysis of geographical data required to support multiple departments at a cost of $21,388.00 for the period of July 1, 2020 through June 30, 2021. Software is also used in daily operations for assessment, parcel mapping, addressing, 911 dispatching, municipal support, public reference, and various analysis or mapping requests from law enforcement, county departments, and external county partners. Efficiencies gained include better analysis and visualization and reducing field time, paper usage. The Board reviewed Grants matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the grant application to the Department of Community and Economic Development for Emergency Solutions grant - CV funding in the amount of $484,055.00 to be used by sub-recipients (South Central Community Action Program, Waynesboro Community and Human Services, and Maranatha Ministries) to provide services to households who are homeless or at-risk of being homeless in Franklin County as a result of the Coronavirus pandemic. Funds will be utilized to provide Street Outreach, Rapid Rehousing, Emergency Shelter, and Homelessness Prevention services. Additional funds will be used to enter data into the Homeless Management Information System (HMIS) and to provide a 6% administration fee to help offset the cost of administering these grant services. Sub-recipients will leverage additional funding resources of $256,862 to meet the needs of program participants. The Board reviewed ITS matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the quote from Candoris for renewing maintenance support and licensing for VMWare which allows the County to run virtual servers which saves on hardware resources and centralizes data and wiring. This quote is for an amount of $20,271.29 for the period of June 23, 2020 through June 22, 2023. The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Franklin County Metropolitan Planning Organization (MPO) by-law amendments, Resolution 2020-06 to adopt the Public Participation Plan of the Franklin County MPO and Resolutions 2020-07 to adopt the Title VI Plan of the Franklin County MPO. These were approved by the MPO board on May 20, 2020. These plans have been reviewed and given concurrence by PennDOT and the Federal Highway Administration. Continued on page 4 The Board reviewed Property Management matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the quote from Witmoyer Ford, Inc. for the purchase of a 2020 F-550 Chassis 4x4 crew cab dump bed truck to replace current 1996 Liquid Fuels vehicle with extensive wear that will be traded in. This quote is at the purchase price of $57,600.00 and will be paid by the Liquid Fuels budget. In accordance with PA Act notifications, Manitowoc notified the County of a Pennsylvania Department of Environmental Protection General Title V Permit renewal being applied to comply with PA Air Pollution Control Act for several air emission sources for property located in Antrim Township. In accordance with PA Act notifications, Tarco notified the County of a Pennsylvania Department of Environmental Protection renewal State only operation permit for the facility located in Antrim Township.
