HomeMy WebLinkAbout2020-06-10 Commissioner Minutes WEDNESDAY, JUNE 10, 2020 The Franklin County Commissioners met Wednesday, June 10, 2020, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The Commissioners meeting was held remotely and everyone participated by phone or video conferencing including commissioners, staff, public and press. The meeting A roll call vote was taken and individuals participating in the meeting remotely identified themselves. On a motion by John T. Flannery; seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. The minutes of the June 4, 2020 meeting was reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. John Hart, Project Manager, explained change order #3 from J.C. Orr & Son is for the Archives building and we are closing out the project so this will be the last change order for phase I of the project. He continued that this change order is needed because an inspection of the sprinkler system determined that we needed to move some of the heads in the loading dock area. This change order also includes removal and replacement of rotted wood decking as well as installation of drains out back of the building instead of waiting until phase 2 to help with drainage off the roof. These change orders total $9,749.77. Mr. Hart explained the change order from Lobar for the Judicial Center is for renovations to ets and loading dock draining system, all for a total of $14,652.32. He continued that this change order also includes extending the masonry wall on the second floor and studding wall on the first floor for an amount of $6,821.40. The total for this change order is $21,473.72. The items will be approved in the afternoon approval session. The Board recessed and will reconvene at 1:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 1:00 p.m. A roll call vote was taken and individuals participating in the meeting remotely identified themselves. There was no public comment. On a motion by John T. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #3 from J.C. Orr & Son, Inc. for changes to the overhead door track due to the location of the sprinkler line at the Archives building, removal and replacement of rotted wood decking and installation of two through-wall scuppers with downspouts, for additional cost of $9,749.77 The Board reviewed additional Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #19 from Lobar, Inc. to revise various sheriff spaces, telecom closets and loading dock drainage system for an additional cost of $21,473.72 at the New & Historic Courthouse project. The Board reviewed Planning matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Mercersburg Historical Society in partnership with the Zion Union Cemetery Association for a $5,000 award from the Tourism and Quality of Life Enhancement Grant for continued care and maintenance including mowing, tree trimming and gravestone repair and cleaning at the Zion Union Cemetery in Mercersburg. This agreement is for the period of January 1, 2020 through December 31, 2020. The Board reviewed additional Planning matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved Resolution 2020- 08 to amend the 2019 Franklin County Citizen Participation Plan for Community Development Block Grant Program, outlined by the Pennsylvania Department of Community and Economic Development. This includes provisions to allow virtual meetings and reduce the public comment period from 10 days to five days. The Board reviewed Risk Management matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from Berkshire Systems Group, Inc. to upgrade the outdated fire alarm panel at the Franklin County Jail, at a cost of $22,587.00. The existing panel is no longer supported by the manufacturer. This includes installation of the old panel and testing. The 2019-2020 PCoRP Loss Control & Safety grant will cover Trust. In accordance with PA Act notifications, Kinsley Materials notified the County of a Pennsylvania Department of Environmental Protection General Permit being applied for the Mountain View Reclamation Landfill, located in Antrim Township. Carrie Gray, County Administrator asked to include a discussion on the Commissioners meeting format going forward. Staff is recommending moving the meeting back to an in person format and we can utilize the Administration Annex in the back conference room like we met before going remote. She continued that we can keep the meeting under 25 people and practice social distancing. We can also continue with the public comment form to engage the public who cannot attend the meeting but we will not have the call in option available that is currently on our website. Chairman Keller commented that barring any unforeseen uptick of the numbers with the virus he would be fine with that. Commissioner Ziobrowski said he agrees and that in person meetings are more desirable than video meetings. He looks forward to the personal interaction again. Commissioner Flannery responded that he supports this as well. Ms. Gray explained that this will be put on social media and our website so folks are updated for next week.
