WEDNESDAY, JULY 1, 2020
The Franklin County Commissioners met Wednesday, July 1, 2020, with the
following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
a question that was asked at the last board meeting and to include an executive session
to discuss real estate matters. On a motion by Robert G. Ziobrowski; seconded by John
T. Flannery; unanimously approved to adopt the amended agenda.
Kurt Hoffeditz, Chief Information Officer participated in the meeting remotely.
There was no public comment. Carrie Gray, County Administrator announced
that there was one comment made on the Public Comment Form about graffiti on a
bridge but after investigating where the bridge is
and John Thierwechter will relay the information to the municipality.
Chairman Keller clarified that the Menno Haven pilot agreement that was
approved last week included the property of Penn Hal
The minutes of the June 24, 2020 meeting were reviewed. These will be decided
upon in the afternoon approval session.
The Board reviewed Agreements, Contracts and Reports. The items will be
approved in the afternoon approval session.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved to enter an executive session at 11:05 a.m. this date for the
purpose to review real estate matters. Action is required after the executive session.
The Board reconvened into regular session at11:17 a.m.
After the executive session Chairman Keller stated there is a recommendation
from the County Solicitor and staff for the Board to take a motion terminating the
agreement with Chambersburg PH, LP for sale of property on Franklin Farm Lane and to
authorize Carrie Gray, County Administrator to take all necessary actions to terminate
the agreement and to approve a release that will need executed by all parties at a later
date. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved the motion as previously stated.
The Board recessed and will reconvene at 1:00 p.m. for final approval of the
items that were reviewed.
The Board reconvened at 1:00 p.m.
There was no public comment.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved the minutes of the June 24, 2020 meeting.

The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of
the Board to execute the Certificate of Substantial Completion from J.C. Orr & Son, Inc. for
the Franklin County Judicial Center Archives Building Phase I.
The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved the Public Assistance Grant
Program Agreement between the County of Franklin and Pennsylvania Emergency
Management Agency to receive Federal and State funding to assist counties and
municipalities in covering costs for emergency protective measures during the current
COVID pandemic. A defined dollar amount will be determined at a later date.
The Board reviewed Grants & CJAB matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved the grant application
to PA Commission on Crime & Delinquency for the Coronavirus Emergency Supplemental
Relief (CESR) grant requesting an amount of $103,947.00. These funds will be used for the
following: To cover 50% of the cost of UV Cleaning Machines to thoroughly clean vehicles
and cells inclusive of cloth-based materials at Franklin County Jail per CDC guidance; to
cover 50% of the cost of PPE for Jail staff and inmates inclusive of N-95 masks, disposable
gloves, and disposable long sleeved gowns; The purchase of 16 bullet resistant vests. The
vests are a safety precaution for juvenile probation officers who are designated as First
Responders and therefore required to be in the field and actively engaging members of the
public during routine and emergency situations. As per Executive and Judicial Orders under
the pandemic, social distancing is mandatory. Officers continue to conduct field/home visits
alone and the vests offer extra personal protection during hostile situations prior to the arrival
of backup.
The Board reviewed GIS matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved the contract between the County of
Franklin and Pictometry International Corporation for renewal of access to an online aerial
imagery analysis and viewing platform at a cost of $3,300.00 for the period of July 1, 2020
through June 30, 2021. Access is utilized by several county departments and partners, as
well as law enforcement and emergency responders. The online platform allows users to
view existing and historical aerial imagery purchased in a previous aerial flight contract
overlaid with GIS services.
The Board reviewed Human Resources matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved the Telework Policy
#638.00 to allow for employees to work at a place other than their traditional worksite (home,
on the road, or at a satellite location) on a limited basis and at their primary worksite the
remainder of the time, retaining flexibility to meet operational needs or in the event of an
emergency. Franklin County Government considers telework to be a viable, flexible work
option when both the employee and the job are suited for such an arrangement.
The Board reviewed ITS matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved the revised Information
Technology Acceptable Use Policy #608.03 to present a clear policy for acceptable uses of
county provided technology and the safekeeping of information.
In accordance with PA Act notifications, New Enterprise Stone & Lime Co., Inc.
notified the County of a Pennsylvania Department of Environmental Protection General
Permit BAQ-GPA/GP-3 being applied to allow the use of a portable nonmetallic mineral
processing screening plant at Chambersburg.
In accordance with PA Act notifications, REDI, LLC notified the County of a
Pennsylvania Department of Environmental Protection General Permit being applied for a
small stream crossing culvert over an unnamed tributary to Conococheague Creek located in
Hamilton Township.

The Board met with Tiffany Bloyer, Human Resources Director and the Controller
Harold Wissinger for Salary Board matters. Also attended by Warden Bill Bechtold;
Janelle Friese, Senior Accountant; John Thierwechter, Assistant County Administrator;
and Matt Fogal, District Attorney who participated remotely.
The meeting was adjourned at 1:59 p.m. with a motion by Robert G. Ziobrowski;
seconded by John T. Flannery.
