HomeMy WebLinkAbout2020-07-08 Commissioner Minutes WEDNESDAY, JULY 8, 2020 The Franklin County Commissioners met Wednesday, July 8, 2020, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by John T. Flannery; seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. The minutes of the July 1, 2020 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. John Hart, Project Manager, explained item #2, proposal from Dennis E. Black Engineering (DEBEI) is for Phase II of the Archives Building project. He continued that DEBEI will perform the survey and site work to remodel the office area for the Archives department. This is in preparation for bid documents and working with Noelker and Hull. Controller Harold Wissinger explained item #5 agreement with Levi, Ray and Shoup, Inc. is for retirement software and he wanted to clarify that the costs are for a five year contract and includes software, license and maintenance. He continued that once we purchase the software we will own it and we could use this software for ten years or longer. Mr. Wissinger provided more details on what the new system will provide to the county and employees. Carrie Gray, County Administrator, explained action #1 is a lease for use of the Capitol Theatre Center for court activities and Sheriff Sale. She researched event centers and this is the best fit as far as staff to respond, proximity to courthouse and general needs. This lease price is substantially lower than when negotiations were started. Ms. Gray mentioned that the County may be able to use CARES COVID funds to help pay for this lease. The items will be approved in the afternoon approval session. The Board met with Tiffany Bloyer, Human Resources Director and the Controller Harold Wissinger for Salary Board matters. Also attended by; President Judge Shawn Meyers, Court Administrator Mark Singer and Matt Fogal, District Attorney who participated remotely. On a motion by John T. Flannery; seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 12:23 p.m. this date for the purpose to review real estate matters. The Board reconvened into regular session at 12:45 p.m. No action was required after the executive session. The Board recessed and will reconvene at 1:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 1:00 p.m. There was no public comment. On a motion by John T. Ziobrowski; unanimously approved the minutes of the July 1, 2020 meeting. The Board reviewed Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the rental agreement between the County of Franklin and the Capitol Theatre Center Foundation for space to conduct judicial hearings, meetings, and sales in compliance with applicable health guidelines at a cost of $500 per day for the period of July 1, 2020 through August 31, 2020. The Board reviewed additional Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the proposal from Dennis E. Black Engineering, Inc. for engineering services for the Archives Building Phase II at a not to exceed fee of $7,800.00. The Board reviewed Human Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the updated contract listing for all contracts and addendums for the period of January 1, 2020 through June 30, 2020 for the Human Services Department. Contract listing is maintained for proper accounting of all contracts to include vendor name, address, type(s) of services provided and rate(s) charged for services. The Board reviewed Juvenile Probation matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and the Chambersburg School District for the School- Based Probation program. The school district agrees to provide $43,011.00 for services during the 2020-2021 school year. Franklin County will carry liability insurance for its employees and the program. The Board reviewed Retirement Board matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Levi, Ray & Shoup, Inc. to provide software license of $371,079.29 for the period of July 8, 2020 through July 8, 2025. This is replacing the current pension software. In accordance with PA Act notifications, PA Department of Environmental Protection Bureau of Clean Water notified the County of a Pennsylvania Department of Environmental Protection Chapter 102 Permit being applied for by Chambersburg Area Development Corporation for the construction of a 100,000SF commercial/industrial building, located in Southampton Township. In accordance with PA Act notifications, Grove US LLC notified the County of a Pennsylvania Department of Environmental Protection Significant Operating Permit Modification being applied for operation of their crane manufacturing located in Shady Grove. On a motion by John T. Flannery; seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 1:12 p.m. this date for the purpose to review pending litigation matters. The Board reconvened into regular session at 1:41 p.m. No action was required after the executive session. Continued on page 3 The meeting was adjourned at 1:41 p.m. with a motion by John T.
