HomeMy WebLinkAbout2020-10-07 Commissioner Minutes WEDNESDAY, OCTOBER 7, 2020 The Franklin County Commissioners met Wednesday, October 7, 2020, with the following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was recorded and will be placed on the County’s website. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved all bills presented and ordered paid. The minutes of the September 30, 2020 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. John Hart, Project Manager, explained action # 1 change order from Lobar, Inc. is for the breakroom at the Administration Building to change the framework of the cabinets to accommodate larger appliances. The larger refrigerator/freezer combination was needed due to having approximately 120 employees who mostly carry their lunches to work. Mr. Hart explained part 2 of the change order is to lower the windows so the ceilings can be lowered due to the ductwork for air exchange needing to circulate in the building. Commissioner Ziobrowski asked Carrie Gray to update the Board on the rental of the ballot on demand printer. Ms. Gray explained that the contract is to provide us with a rental just in case there are challenges. She continued that we did have a hiccup which caused us to pause without a back-up printer. The rental fee and delivery/removal costs will be the only costs unless we need to use the back-up. Chairman Keller mentioned item #2 relates to the redevelopment of two residential properties in Waynesboro. Ms. Gray responded that Attorney Hossong has experience with the HOME Grant process so she will be able to expedite the contracts as a result. The items will be approved in the afternoon approval session. The Board presented a Stork award to Barbie Harshman, Telecommunicator in the Department of Emergency Services. Chairman Keller turned it over to Jake Crider, Director of Emergency Services. Mr. Crider thanked the Board for inviting them for this th special recognition. He explained that on Wednesday, September 9 at 9:00 a.m. Ms. Harshman received a 911 call requesting an ambulance for a female who was going into labor. Barbie walked the caller through labor to help deliver a healthy baby boy. She utilized all the training, experience and expertise as she was able to assist the caller on the delivery. She helped to keep the father and mother calm and helped the caller clear the mouth of the baby and cut the umbilical cord all before the ambulance arrived. The mother and baby were transported to the hospital. The award is from the Emergency Health Services Federation and they wrote a letter and provided a medal. Chairman Keller read the award letter. Chairman Keller asked Ms. Harshman what her level of fear was. Ms. Harshman responded that she worked in EMS and helped deliver a baby in the back of an ambulance before so this was a different experience. But it was great once she heard the baby cry. The father was calm and he did exactly as she instructed. Commissioner Ziobrowski said at a time when we hear so much death and despair it’s great to hear an uplifting story of the beginning of life. Continued on page 2 The Board recessed and will reconvene at 1:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 1:00 p.m. There was no public comment. On a motion by Robert G. Ziobrowski; unanimously approved the minutes of the September 30, 2020 meeting. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved Change Order #20 from Lobar, Inc. to provide revisions to casework in break room 114 for an additional cost of $1,648.29 and provide additional horizontal head frame mullion at break room clerestory windows for an additional cost of $5,025.13. The total for the change order is $6,673.42. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved the Representation letter from Anna Marie Sossong from Law Offices of Johnson, Duffie, Stewart and Weidner to represent Franklin County in the preparation of the necessary subrecipient agreements and related materials for a redevelopment project in the Borough of Waynesboro at a cost of $175.00 per hour. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and Newcomer Associates, Inc. to provide preliminary design services for bidding and construction documents for a new single- story, multi-tenant office building represented on invoices dated May 28, 2020 through September 21, 2020, at a cost of $76,362.50. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved the agreement between the County of Franklin, Franklin County Retirement Board and J.P. Morgan Institutional Investments, Inc. for infrastructure investment fund subscription for The Board reviewed Early Intervention matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved the Annual Income and Expenditure Report to PA Department of Human Services, Office of Administration, and Bureau of Financial Operations for Fiscal Year 2019/2020. The Board reviewed Election matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the contract between the County of Franklin and Dice Office Equipment for rental of a printer to be used to print absentee and mail-in ballots in the Voter Registration Office during the period that the current ballot-on-demand printer is being repaired. The cost for the rented printer would be $200 per month and a per page cost of 0.015 for black and white copies. There is also a one-time fee of $275 for delivery/removal. The Board reviewed Human Services Administration matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved the supplemental appropriation needed to increase revenues and expenses for additional HAP CARES COVID relief funding in the amount of $62,000. Keller; unanimously approved the updated contract listing for all contracts and addendums for 2019/2020. Contract listing is maintained for proper accounting of all contracts to include vendor name and address, type of service provided and rates charged for services. The Board reviewed Risk Management matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the proposal from Auto Clear to repair and purchase parts for the x-ray machine at the Administration Annex at a cost not to exceed $7,360.00. In accordance with PA Act notifications, ECS Mid-Atlantic, LLC notified the County of a Pennsylvania Department of Environmental Protection General Joint Permit being applied for Greene Township culvert replacement and stream relocation located in Greene Township. The Board reviewed information regarding Breast Cancer Awareness Month. Stacy Horst from Breast Cancer Awareness Cumberland Valley was present to receive the proclamation. Ms. Horst explained some of the events they are having this month. She thanked the Commissioners for their support. Chairman Keller said the Board has been long time supporters of breast cancer awareness and this is just a small gesture to honor them. He is happy to carry on the tradition. Commissioner Ziobrowski said he was proud to participate in the virtual 5K last month. Breast Cancer awareness is near and dear to his heart since his wife was diagnosed with cancer and is a survivor. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to sign Franklin County Proclamation #2020-12 proclaiming the month of October as Breast Cancer Awareness Month and that the attached proclamation be made a part of these minutes. The Board reviewed information on Ordinance #2020-04, for the purpose of Municipal Claims and Tax Liens Act. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved Ordinance #2020-04 that was presented by County Solicitor Jerrold Sulcove. The meeting was adjourned at 1:14 p.m. with a motion by Robert G.
