HomeMy WebLinkAbout2009-01-08 Commissioner MinutesTHURSDAY, JANUARY 8, 2009 The Franklin County Commissioners met Thursday, January 8, 2009, with the following members present: Robert L. Thomas, David S. Keller and Robert G. Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. The Board attended a Franklin County Prison Board meeting. Public Comment was received from Gladys Bennett, Treasurer of Citizens for Responsible Government on behalf of Allen Piper asking Managers to give back their raises as the Elected Officials have done and requests the board opens each meeting with prayer. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the December 30, 2008 meeting. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to rescind the motion approved by the Board on January 6, 2009 approving the application to Pennsylvania Commission on Crime and Delinquency for the Juvenile Probation Summer Work Program due to the application being redundant. The Board reviewed Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department for payment in the amount of $35.00/day, for the period of January 14, 2009 through January 13, 2010 and will include a 2% cost of living increase per year through January 13, 2014 as listed on the agreement, in addition a one time payment not to exceed $47.00 to cover non-recurring adoption expenses. The Board reviewed additional Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department for payment in the amount of $35.00/day, for the period of January 14, 2009 through January 13, 2010 and will include a 2% cost of living increase per year through January 13, 2014 as listed on the agreement, in addition a one time payment not to exceed $47.00 to cover non-recurring adoption expenses. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department for payment in the amount of $40.00/day, for the period of January 14, 2009 through January 13, 2010 and will include a 2% cost of living increase per year through January 13, 2014 as listed on the agreement, in addition a one time payment not to exceed $47.00 to cover non-recurring adoption expenses. The Board reviewed additional Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department for payment in the amount of $75.00/day, for the period of January 14, 2008 through January 13, 2009 and will include a 2% cost of living increase per year through January 13, 2013 as listed on the agreement, in addition a one time payment not to exceed $2,000.00 to cover non-recurring adoption expenses. The Board reviewed additional Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department for payment in the amount of $29.00/day, for the period of January 14, 2008 through January 13, 2009 and will include a 2% cost of living increase per year through January 13, 2013 as listed on the agreement, in addition a one time payment not to exceed $47.00 to cover non-recurring adoption expenses. The Board reviewed FSNRC matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Agreement between the County of Franklin and Advanced Tissue to provide wound care products at no cost to the county effective January 6, 2009 and can be terminated by either party with 30 day written notice. The Board reviewed Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Maintenance Contract between the County of Franklin and Landmark Elevator, Inc. to provide maintenance on the County's elevators at a cost of $8,899.20 per year for the period of January 1, 2009 through December 31, 2010. In accordance with PA Act 14 notification, IESI notified the County of a PA Department of Environmental Protection Application for renewal of a Title V Operating Permit for the IESI Blue Ridge Landfill located in Franklin County. The Board reviewed Assessment matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to deny the assessment appeal of Franklin County Tax Parcel #2A00-130A of W. Jean Oliver. The Board reviewed Emergency Services matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to award the bid for the Emergency Services Spectrocom/Netclock System to Capital Area Communications for a total bid price of $11,986.50. This proposal was the only bid received. The Board reviewed Commissioners Office matters. This was the advertised date to receive bids for the Sale of a 1994 Dodge Van. No bids were received. Since no bids were received could possibly sale at a municipal auction. Continued on page 3 The Board reviewed Visitors Bureau matters and conducted a bid opening for the Franklin County Visitors Bureau Billboard Campaign. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to forward the bids received to the Tourism Director, the County Solicitor and the Purchasing Agent for their review. The Board will award or reject the bids on January 15, 2009 at 9:15 a.m. The Board met with the County Solicitor to review related matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 10:04 a.m. this date for the purpose to review Litigation and Personnel matters.
