WEDNESDAY, NOVEMBER 18, 2020
The Franklin County Commissioners met Wednesday, November 18, 2020, with
the following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
The minutes of the November 12, 2020 meeting were reviewed. These will be
decided upon in the afternoon approval session.
The Board reviewed Agreements, Contracts and Reports. John Hart, Project
Manager, explained the following change orders from Lobar, Inc. for the Judicial Center
Project: Change order #5 and #38 he explained together since they have to do with
electrical work to add conduit, wiring and boxes for the security system for the lift gate
and change order #38 is for the fence and lift gate for the sally port. He continued that
the price was negotiated down from $25,000 so it is for a lower price. Mr. Hart said that
change order #37 is to modify soffit framing for peak panels. He said there will be
several of these coming through. Mr. Hart provided an update on the lights that were
questioned last week if they could be solar lights. He explained that these are LED
lights that will be built into the ramps and he could not find a reasonably priced solar
equivalent. He also explained that these lights need to burn during overnight hours.
The Board was satisfied and agreed to proceed as planned. The items will be approved
in the afternoon approval session.
The Board recessed and will reconvene at 1:00 p.m. for final approval of the
items that were reviewed.
The Board reconvened at 1:00 p.m.
Chairman Keller asked to amend the agenda to include an executive session to
discuss personnel matters. On a motion by John T. Flannery, seconded by Robert G.
Ziobrowski; unanimously approved to amend the agenda.
There was no public comment.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the November 12, 2020 meeting.
The Board reviewed Commissioners Office matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute change order #5 from Lobar, Inc. for the electrical construction
contract to add conduit, wiring and boxes for power and security devices to be installed
at the new lift gate at the Main Street driveway at the Judicial Center Project for an
additional cost of $4,812.25.

The Board reviewed additional Commissioners Office matters. On a motion by
John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute change order #37 from Lobar, Inc. to modify soffit
framing in corridors 1008 and 2003 to accommodate radiant panel installation for the
Judicial Center Project for an increased cost of $8,081.48.
The Board reviewed additional Commissioners Office matters. On a motion by
John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute change order #38 from Lobar, Inc. to provide a fence
with barrier-type lift gate at the Main Street driveway at the Judicial Center Project for an
increased cost of $15,150.95.
The Board reviewed Jail matters. On a motion by John T. Flannery, seconded by
Robert G. Ziobrowski; unanimously approved the transport agreement between the
County of Franklin and Christopher Emory, State Constable for service of approved
transports for the Jail for an amount of $30.00 for the first hour and $3.50 for each
additional quarter hour for a term of January 1, 2021 through December 31, 2021.
Constables are required to follow state, local laws and Franklin County rules, regulations
and policies.
The Board reviewed MH/IDD/EI matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the Housing Trust Fund
Grant Agreement between the County of Franklin and Franklin County Human Services
Division to provide funds in the amount of $14,541.00 to support affordable housing
efforts. The County will pay Grantee (Human Services Division) an amount not to
exceed $14,541.00 for match funds for one (1) Housing and Urban Development (HUD)
Permanent Supportive Housing program grant.
The Board reviewed Planning matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved Resolution #2020-15 and
Application to PA Department of Community and Economic Development for the FY
2020 CDBG Application in accordance with Act 179 of 1984 requesting an amount of
$369,642.00. The FY 2020 CDBG application includes five projects that include a
water/sewer improvement project and lateral assistance, rehabilitation of a
homelessness transitional house, public service improvements for a PA 211 helpline,
and ADA accessibility improvements to a county building.
The Board reviewed Purchasing matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the proposal from Canon for
purchase of 33 single function devices (printers) across the county for an amount of
$24,072.00. These are replacements and several current units are broken and unable to
be repaired due to age. Most are over 10 years old. Additionally, there are four smaller
printer/scanner/copier devices for operations in need of additional support. These units
are all part of our managed print service whereby we have a contract for a per page print
and the contract includes maintenance, supplies and repairs. Many machines are not
repairable.
In accordance with PA Act notifications, R. Lee Royer & Associates NPDES
Permit being applied for Greenview, LLC for a residential subdivision located in
Washington Township.

The Board reviewed information regarding Hunger and Homelessness
Awareness Week. Stacey Brookens, MH/IDD/EI Administrator provided the following PA
statistics: 1 in 7 individuals struggle with hunger in Central PA; 1 in 5 households with
children struggle with food hardship in PA; 5% of Central PA is food insecure, meaning
their access to enough food is limited by a lack of money and other resources; 21% of
Franklin County children live in poverty; Over 15,000 Pennsylvanians are known to be
homeless and in the Balance of State areas, the more rural regions have over 8,000
individuals, including children, who experience homelessness either being on the
streets, doubled up with family or friends or living in shelters. Ms. Brookens continued
that there are 11 programs that are handled by 7 different agencies in PA. This year
has been an unprecedented time so we need to come together and ask the community
to donate nonperishable foods to shelters. She wanted to thank Program Housing
Specialist Tracy Radtke and Stacey Yurko, I & R Coordinator for all their hard work.

Yurko who is the first point of contact when people call who are struggling with hunger
and homelessness. She apprises them of all the services that are available to them. On
a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to sign Franklin County Proclamation #2020-13 proclaiming the week of
November 15-21, 2020 as Hunger and Homelessness Awareness Week and that the
attached proclamation be made a part of these minutes.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 1:27 p.m. this date for the
purpose to review potential litigation and personnel matters. No action will be required
after the executive session. The Board reconvened into regular session at 2:34 p.m.
The meeting was adjourned at 2:35 p.m. with a motion by Robert G. Ziobrowski;
seconded by John T. Flannery.
