HomeMy WebLinkAbout2009-02-12 Commissioner MinutesTHURSDAY, FEBRUARY 12, 2009 The Franklin County Commissioners met Thursday, February 12, 2009, with the following members present: Robert L. Thomas, David S. Keller and Robert G. Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. The Board attended a Franklin County Prison Board meeting. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the minutes of February 3, 2009 and February 5, 2009 meetings. The Board reviewed Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department for payment in the amount of $20.23/day, for the period of February 6, 2009 through February 5, 2014, in addition a one time payment not to exceed $0 to cover non-recurring adoption expenses. The Board reviewed additional Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department for payment in the amount of $20.23/day, for the period of February 6, 2009 through February 5, 2014, in addition a one time payment not to exceed $0 to cover non-recurring adoption expenses. The Board reviewed Commissioners' Office matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Consultant Service Agreement between the County of Franklin and Bill Beyrer to provide consulting services and oversight to the County for the installation of retirement software and hardware at a cost of $750.00 for the period of February 4, 2009 through February 5, 2009. The Board reviewed additional Commissioners' Office matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Letter of Agreement between the County of Franklin and Thomas R. Donahue to appraise property located in downtown Chambersburg at a cost of $2,200.00 payable within 30 days after the delivery of the report. The Board reviewed additional Commissioners' Office matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Amendment No. 1 to the Agreement dated May 22, 2008 between the County of Franklin and Carter Goble Associates, Inc. to provide the County Facilities Master Plan to extend the agreement from March 22, 2009 through August 22, 2009. All other terms and conditions of the original agreement will remain in full force and effect. Continued on page 2 The Board reviewed FSNRC matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Agreement between the County of Franklin and Capital Blue Cross to provide skilled nursing services to Capital Blue Cross subscribers at no cost to the County for the period of March 1, 2009 through April 30, 2010. The Board reviewed Prothonotary matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Infocon Corporation for implementation of a virtual private network at a cost of $1,000.00 for VPN Configuration Services initial setup fee and $359.00 for Optional VPN Compatible Router Initial Setup Fee and $250.00 monthly access fee for the period of March 1, 2009 and shall continue each month on a on- going basis unless terminated by either party by providing 30 day written notice. The Board reviewed Tuscarora Managed Care Alliance (YMCA) matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Lease Agreement between the County of Franklin and Tuscarora Managed Care Alliance for lease of space at the Human Services Building at a cost of $832.54 per month paid to the County for the period of July 1, 2008 through June 30, 2009. The Board reviewed Transportation matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Federal Fiscal Year 2008 FTA Certifications and Assurances Signature Page to the Pennsylvania Department of Transportation in the event the County is awarded any 5310 money with the capital equipment grant. The Board reviewed Veterans Affairs matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Metro Flag Co. for purchase of 75 gross of 8"x12" 50 star polycotton US Flags at a cost of $48.24 per gross or a total of $3,618.00. Five (5) bids were received and this was the lowest responsible bidder. The Board reviewed Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Contract (#0000043314) between the County of Franklin and Pennsylvania Department of Community and Economic Development for the Tourist Promotion Assistance Grant for the County to receive a grant amount of $64,073.00 for the grant period of July 1, 2008 through June 30, 2011. In accordance with PA 67, 68 and 127 Notifications CEDG Engineers notified the County of a PA Department of Environment Protection General NPDES Permit application being applied by Molly Pitcher, LLC for stormwater discharges associated with construction activities at the Molly Pitcher project site located in Antrim Township. In accordance with PA 14 notifications, CH2MHILL notified the County of an Erosion and Sediment Control General Permit being applied by Texas Eastern Gas Transmission, LP for earth disturbance associated with oil and gas exploration, production, processing or treatment operations on property located in St. Thomas Township. Continued on page 3 In accordance with PA 67, 68 and 127 Notifications, New Enterprise Stone & Lime Co., Inc. notified the County of a PA Department of Environment Protection for an Air Quality Permit being applied to install and operate a diesel powered generator at the Williamson Quarry located in St. Thomas and Peters Townships. In accordance with PA 67, 68 and 127 Notifications, Red Barn notified the County of a PA Department of Environment Protection NPDES CAFO Permit Renewal being applied by Dream Farms on property located in Lurgan Township. In accordance with PA 67, 68 and 127 Notifications, Dennis E. Black Engineering, Inc. notified the County of a PA Department of Environment Protection NPDES Permit being applied by V.J. Mehta for discharge of stormwater from construction activities on property located in the Borough of Chambersburg. The Board reviewed Jail matters and conducted a bid opening for the Sale of a 1989 Chevrolet Astro Van. One bid was received. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to award to David Cook for a total bid of $50.00. This was the only bid received. The meeting was adjourned at 9:57 a.m. with a motion by David S.
