HomeMy WebLinkAbout2021-01-27 Commissioner Minutes WEDNESDAY, JANUARY 27, 2021 The Franklin County Commissioners met Wednesday, January 27, 2021, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Carrie Gray, County Administrator asked to amend the agenda to include a grant application that needs to be approved today. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to adopt the amended agenda. Mayor Richard Starliper from Waynesboro provided public comment to thank Commissioner Ziobrowski for the email he sent. He agrees and disagrees but he thanked him for his comments. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the January 20, 2021 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. John Hart, Project Manager explained change order number EC-006 from Lobar, Inc. for the Judicial Center project. Glenda Helman, Director of Grants Management provided more information on the $50,000 non-competitive grant application to the PA Commission on Crime and Delinquency that is for individuals who are recovering from substance abuse disorders. They are hoping this program will cut the recidivism rates like it did in Dauphin County. The items will be decided upon in the afternoon approval session. The Board presented a Certificate of Appreciation to the Chambersburg Mall for allowing COVID testing in December, 2020. Jake Crider, Director of Department of Emergency Services explained that last year during the COVID-19 pandemic the PA Department of Health reached out to counties to see who would be interested in increasing testing sites. We only had to come up with the place for the testing. Bob Povlich had a past relationship with the Chambersburg Mall so he reached out to Robert Woodring who is the General Manager of the mall. He gave us the site at no cost. Mr. Crider continued that the mall was very accommodating and even helped with snow removal since there was a snow storm during the December 18 through December 22, 2020 testing. The company that provided the testing was AMI which is a worldwide company that provides testing all over the state. Testing was free and it was for anyone. They had over 1,600 people take advantage of the testing. Mr. Crider said that the Chambersburg Mall has been great partners when the County has needed help in the past. Chairman Keller responded that the Chambersburg Ma testing site. Mr. Woodring responded that they always try to help out their community. Chairman Keller read the certificate and presented it to Mr. Woodring. Today is the date for the Award/Reject of the bids for the Judicial Center - Archives Building Renovations Phase 2. John Hart, Project Manager, explained the project is roughly 6,500 square feet of office space currently occupied by the an area where Archives staff can receive and stage items in a secure environment. Mr. Hart provided the recommendations that are stated in the below motion for a total of $1,790,948 which is over-budget but he said there is still money in the construction Continued on page 2 budget for this project due to the Administration Building and Judicial Center projects being under-budget. Ms. Gray asked to include in the motion to allow the County Administrator to execute the Notice to Proceed and all documents related to the award. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the Notice of Intent to Award for the Franklin County Archive Building Renovations Phase 2 to eciConstruction, LLC of Dillsburg, PA for a base bid amount of $1,156,000.00 for the general construction contract; Frank B. Lesher Co., Inc. of Chambersburg, PA for a base bid amount of $151,048.00 for the electrical contract; Frey Lutz Corp. of Lancaster, PA, for a base bid amount of $355,000.00 for the mechanical contract; and Stouffer Mechanical Contractor, LLC of Chambersburg, PA for a base bid amount of $128,900.00 for the plumbing contract. This motion will also authorize the County Administrator to execute the Notice to Proceed to the lowest responsible bidder upon satisfactory submission of required documents. Motion includes authorization for Board or its assignee to execute all contracts and documents related to the award. The assure the lowest responsible bidders are meeting all the requirements of the bid specifications. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. Commissioner Flannery announced that Chairman Keller is not attending the afternoon session. There was no public comment. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the minutes of the January 20, 2021 meeting. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and Cumberland Valley Breast Care Alliance (CVBCA) for the County to provide funding to CVBCA in the amount of $2,021.10 from the 501 (c) (3) Grant Program. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and Chambersburg Area Council for the Arts for the County to provide funding in the amount of $13,845.60 from the 501 (c) (3) Grant Program. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the Change Order #EC-006 from Lobar, Inc. to provide four additional power and four additional data receptacles in the Clerk of Courts area at the Judicial Center project for an additional cost of $1,299.26. The Board reviewed CJAB & Grants Management matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the Thirteenth Addendum to the Contract between the County of Franklin and Prime Care to provide medical services required to administer the non-Vivitrol MAT program including in-jail counseling for participants, drug and alcohol assessments as referred by the SCA, medical provider time, nurse time for various services including medication administration, and all necessary screenings and labs for all participants. The amount of the contract will not exceed $193,274.00 for the time period of March 20, 2020 through September 30, 2021. The costs are covered by the Vital Strategies Grant. Continued on page 3 The Board reviewed additional CJAB & Grants Management matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved requesting a budget revision of their 2019 ESG grant budget. SCCAP is requesting permission to move $14,000 from Rapid Rehousing Rental Assistance. Two thousand dollars ($2,000) will be moved to Emergency Shelter Operations to cover the cost of Hotel/Motel placements due to greater need and lack of available shelter space. Twelve thousand dollars ($12,000) will be moved from Rapid Rehousing Rental Assistance to Rapid Rehousing Services to provide additional time for housing barrier remediation case management and housing location services during this difficult time. The Board reviewed additional CJAB & Grants Management matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the grant application to the Pennsylvania Commission on Crime and Delinquency requesting a grant in the amount of $50,000.00 for the Moving Forward Support Group. The Moving criminal justice involvement. The Moving Forward Support Group is an initiative of the Community Engagement task force of Franklin Together and its community partners along with Franklin County Adult Probation. The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the contract between the County of Franklin and Delta Dental of Pennsylvania to provide the workforce and retirees with basic dental coverage and orthodontia coverage options for 2021. Change to the maximum plan allowance from $1,000 to $1,500 for covered individuals enrolled in the plan took place effective in 2021. In addition, the monthly administrative fee was agreed upon for a length of 2 years. Our broker successfully negotiated a rate hold of the administrative fee to continue for a third year. Monthly expenses related to this service vary based on enrollments and incoming claims. The Board reviewed Tax Services matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the certification of annual 2021 Liability Report and acceptance and authorizations of additions and exonerations to the 2020 County, 1st Interim, 2nd Interim, 2019 3rd Interim & 4th Interim duplicates. The Board reviewed Tax Claim matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to accept the following bids on the repository list made by Martin Weller in the amount of $110.00 for purchase of a mobile home on Paxton Road, Shippensburg; Stuart Pugh in the amount of $311.00 to purchase buildings on Rocky Mountain Road in Guilford Township and in the amount of $101.00 for purchase of a mobile home on Conococheague Drive in Fannett Township. In accordance with PA Act notifications CES Engineering, LLC notified the County of a Pennsylvania Department of Environmental Protection public water supply Permit being applied by APX Enclosures, Inc. to provide water to new facilities on property located in Antrim Township. In accordance with PA Act notifications LaGena Hayes (estate of Donald Hayes) notified the County of a Pennsylvania Department of Environmental Protection Permit being applied for an existing single residence sewage treatment plant on property located in St. Thomas Township. Flannery; unanimously approved the following individuals to the Franklin County Visitors Bureau Board of Directors for a one-year term to end on January 31, 2022: Katrina Gayman, Jackie Mowen, Patti Nitterhouse, John Flannery, Scott Brown, Valerie Meyers, Chris Ardinger and Steve Christian.
