HomeMy WebLinkAbout2021-02-17 Commissioner Minutes WEDNESDAY, FEBRUARY 17, 2021 The Franklin County Commissioners met Wednesday, February 17, 2021, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the February 10, 2021 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. John Hart, Project Manager explained Change Order #55 from Lobar, Inc. for the Judicial Center Project and a Certificate of Substantial Completion from Mann Plumbing for the Administration Building. Chairman Keller asked about the completion of the punch list and Mr. Hart responded that the punch list is done before substantial completion is submitted. Commissioner Flannery asked for final budget numbers and Mr. Hart responded that he is processing the last invoices and will provide that at a later date. The items will be decided upon in the afternoon approval session. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the minutes of the February 10, 2021 meeting. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the Certificate of Substantial Completion from Frank B. Lesher Company, Inc. for the electrical construction contract of the Administration Building. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #30 from Lobar, Inc. to create and file storage at the Administration Building project for an additional cost of $2,044.28. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #54 from Lobar, Inc. to provide revisions to the rear plaza area as indicated in the response to RFI-GC-093 at the Judicial Center project for an additional cost of $7,012.36. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #55 from Lobar, Inc. to provide gas and electric trenching/backfill, and concrete foundations, for gas lanterns in the front plaza at the Judicial Center project for an additional cost of $11,413.57. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #29 from Lobar, Inc. to provide minor wall repairs and painting touch-ups at various areas damaged by others at the Administration Building project for an additional cost of $4,100.00. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the Certificate of Substantial Completion from Mann Plumbing and Heating, LLC for the plumbing contract of the Administration Building. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #006 from Stouffer Mechanical Contractors to relocate plumbing and fire protection piping to the new PIP chase in the tunnel at the Judicial Center project for an additional cost of $4,846.38. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #007 from Stouffer Mechanical Contractors to delete two area drains and associated piping at tunnel top paving area at the Judicial Center project for an additional cost of $481.69. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the Certificate of Substantial Completion from Stouffer Mechanical Contractors for the mechanical construction contract of the Administration Building. The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and Michael Baker International to provide general transportation planning needs that will support the MPO planning process. This contract is not a guarantee of work or funding, this is a retainer for planning consultant services. This agreement is for the period of February 18, 2021 through February 18, 2023. The Board reviewed additional Planning matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the subrecipient agreement between the County of Franklin and South Central Community Action Programs (SCCAP) to complete the CDBG-CV FY 2020 SCCAP - Rental and Utility Assistance project. This project will utilize $76,063.00 of CDBG-CV funds and $39,182.00 of Housing Trust Funds to provide emergency subsistence payments to approximately 70 households within Franklin County. This agreement is for the period of February 17, 2021 through November 30, 2022. In accordance with PA Act notifications, St. Thomas Development, Inc. notified the County of a Pennsylvania Department of Environmental Protection GP3 General Operating Permit for portable mineral processing plant and a GP9 General Permit for diesel or No. 2 fired internal combustion engines on property located in St. Thomas Township. Continued on page 3 In accordance with PA Act notifications, Southampton Township notified the County of a Pennsylvania Department of Environmental Protection chapter 102 Permit being applied for placement of fill as a temporary stockpile for future use soils amendment for the disturbed quarry sites of furnace on existing operation on property located in Southampton Township. In accordance with PA Act notifications, GHD notified the County of a Pennsylvania Department of Environmental Protection General Renewal Water Obstruction and Encroachment and NPDES PAG-02 Stormwater Discharge permits being applied by PA Department of Conservation and Natural Resources (DCNR) for the proposed Caledonia Stream and Pedestrian Bridge Restoration project located at Caledonia State Park in Fayetteville, PA. The Board recessed until the 2:30 p.m. Retirement Board meeting. The Board held a Retirement Board meeting. Lee Martin, Marquette Associates Managing Director, met with the Board to provide a report of the Franklin County Other Post-Employment Benefits (OPEB) Fund. The meeting was adjourned at 3:38 p.m. with a motion by Robert G. Ziobrowski; seconded by John T. Flannery. Carrie E.
