HomeMy WebLinkAbout2009-03-05 Commissioner MinutesTHURSDAY, MARCH 5, 2009 The Franklin County Commissioners met Thursday, March 5, 2009, with the following members present: Robert L. Thomas, David S. Keller and Robert G. Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Public Comment was received from Allen Piper, President of Citizens for Responsible Government, who is concerned about the Sunshine Act and would like this law changed. It's the only law that public has any recourse. Mr. Piper would like to see more debate and open government and wants dialogue between officials since the board works for the people and are employees of the people. Mr. Piper also addressed the administrator and executives and asked them to forego COLA raises. Commissioner Ziobrowski responded that Mr. Piper had made the same demand of the County Administrator to return his COLA several times. The Commissioner said the County Administrator works evenings and weekends in addition to normal working hours and has never demanded a salary increase equal to similar positions in other counties. The Commissioner noted that he, as an elected official, expects harassment by Mr. Piper because it "goes with the territory", but that harassment of the County Administrator showed that Mr. Piper was "not doing his homework". On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the minutes of February 24, 2009 and February 26, 2009 meetings. The Board reviewed Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department for payment in the amount of $35.00/day, for the period of February 28, 2009 through February 27, 2010 and will include a 2% cost of living increase per year through February 27, 2014 as listed on the agreement, in addition a one time payment not to exceed $65.00 to cover non-recurring adoption expenses. The Board reviewed additional Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. The Board reviewed additional Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department for payment in the amount of $35.00/day, for the period of February 28, 2009 through September 23, 2009, in addition a one time payment not to exceed $177.00 to cover non-recurring adoption expenses. The Board reviewed Controller Office matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Contract between the County of Franklin and William F. Kaminski, Esquire to provide contracted attorney services for the Controllers Office at a cost of $11,405.00 per year for the period of January 1, 2009 through December 31, 2009. The Board reviewed Human Resources matters. On a motion by David S. Keller; seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Contract between the County of Franklin and National Vision Administrators, L.L.C. to provide vision coverage for County employees at a monthly cost of $3.68 for single coverage and $9.16 for family coverage for the period of January 1, 2009 through December 31, 2010. The Board reviewed Mental Health matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Annual Progress Report (APR) for the Supportive Housing Program to the U.S. Department of Housing and Urban Development for the period of January 1, 2008 through December 31, 2008. The Board reviewed Liquid Fuels matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Revised Report of County Liquid Fuels Tax Fund to Pennsylvania Department of Transportation for the year 2008. The Board reviewed Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Diamond Automatic Sprinklers to provide an annual inspection of the automatic sprinkler system at a cost of $220.00. The Board reviewed Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Advertising Agreement between the County of Franklin and The 2009 Pennsylvania Travel Guide and Pursuits Magazine for ahalf-page ad at a cost of $16,100.00 for the period of March 5, 2009 through December 31, 2009. The Board reviewed additional Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Mahlon Yeager to develop, produce and photograph Franklin County images for the FCVB visitors guide at a cost not to exceed $3,500.00 for the period of March 5, 2009 through May 1, 2009. Lee Royer and Associates notified the County of a PA Department of Environmental Protection, Water Obstruction and Encroachment Application being applied by Mary R. Lindquist for the Lindquist Subdivision located in Washington Township. In accordance with PA 67, 68 and 127 Notifications, Martin and Martin, Inc. notified the County of a PA Department of Environmental Protection, BWM-GP-11 General Permit being applied by Fannett Township Board of Supervisors to replace an existing culvert located in Fannett Township. In accordance with PA 67, 68 and 127 Notifications, Martin and Martin, Inc. notified the County of a PA Department of Environmental Protection NPDES Permit application being applied by Chambersburg Waste Paper Company for an expansion located in Guilford Township. In accordance with PA 67, 68 and 127 Notifications, Franklin County Conservation District notified the County of a PA Department of Environmental Protection application being applied for the Goetz Cattle Crossing project located in Antrim Township. The Board met with the Human Resources Director and the Deputy Controller for Salary Board and Personnel matters. The Board met with the Fiscal Director to review related matters. The Board met with the Chief Assessor to review related matters. The Board reviewed Assessment matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved that the premises of Franklin County Tax Parcel #OL13G-002 of Kerry Bumbaugh having the assessment of $43,000.00 shall have the lawful assessment of $33,280.00 for the tax year 2009 and all future tax years. The Board reviewed appointments to the RC&D Board. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to appoint George Hurd to serve annually and Janet Pollard to serve for a three (3) year term to expire on March 2012.
