WEDNESDAY, MARCH 17, 2021
The Franklin County Commissioners met Wednesday, March 17, 2021, with the
following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved to adopt the agenda.
Mayor Richard Starliper from Waynesboro provided public comment to invite the
commissioners to an Inaugural Founders Day event in Waynesboro on Saturday, March
20th. Julia Lehman, Communications Coordinator, informed the Board that there was
one public comment received by email from Valerie Jordan questioning the mass
vaccination site in the County.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved all bills presented and ordered paid.
The minutes of the March 10, 2021 meeting were reviewed. These will be
decided upon in the afternoon approval session.
The Board reviewed Agreements, Contracts and Reports. John Hart, Project
Manager, explained the change order from Lobar Inc. for revisions to the glass guardrail
at the Judicial Center Project. Mr. Hart also explained a proposal that was added to the
action list today for asbestos and lead survey at the Judicial Center Project. This is
needed to keep the project moving. The items will be decided upon in the afternoon
approval session.
The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved to establish the job description for
the Administrative Officer/Deputy Coroner p
The Board recessed until 11:30 p.m. for an Election Board Meeting.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the
items that were reviewed.

There was no public comment.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved the minutes of the March 10, 2021 meeting.
Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of
the Board to execute Change Order #063 from Lobar, Inc. to make revisions to the glass
guardrail system at the open stair at the Judicial Center Project for an additional cost of
$12,845.79.

Chairman of the Board to execute Contract between the County and Baxter Group, Inc.
for asbestos abatement at the old courthouse, 2 N. Main St, Chambersburg at the cost
of $8,276.00.

Chairman of the Board to execute Contract between the County and Baxter Group, Inc.
for asbestos abatement at the Archives building at 340 N. Second St, Chambersburg at
the cost of $1,970.00.

Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute the contract between the County and Baxter Group,
Inc. for asbestos and lead survey at the Judicial Center Project at 2 N. Main St,
Chambersburg at the cost of $1,600.00.
The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved the Supplemental Appropriation
in the amount of $10,202,173.00 to record Federal funding received from the
Department of Human Services for the Emergency Rental Assistance Program (ERAP).
Services are being contracted to South Central Community Action Program (SCCAP).
ERAP is a county-directed program that offers rental assistance and housing stability
services to individuals and families experiencing or at risk for homelessness due to
COVID-19.
The Board reviewed Grants matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved the amendment #2 to the
agreement between the County and Vital Strategies to provide funds to support
expansion of opioid agonist treatment in the Franklin County Jail. This amendment will
decrease the contract by $55,591.00 for a new total amount of $241,763.00. The
decrease results from the COVID 19 pandemic.
The Board reviewed additional Grants matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved the contract between
the County and South Central Community Action Program (SCCAP) to provide financial
assistance to eligible households to pay rent, rental arrears, utilities, utility arrears and
other related housing expenses incurred due, directly or indirectly to COVID-19. The
Emergency Rental Assistance Program through the Department of Human Services is in
the amount of $10,202,172.84. The program will allow SCCAP to use no more than
9.09% of allocated funds to provide housing stability services to eligible households and
cover administrative costs. Funding must be expended by 12/31/2021 and applications
for assistance will be accepted through September 30, 2021.
The Board reviewed Human Resources matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved the agreement
between the County and WellRight to provide a highly flexible web-based solution that
and goals. The program provides hundreds of preprogrammed activities and challenges,
allows participants to monitor their progress and success and even connect wearable
devices, such as an Apple Watch, FitBit, MapMyFitness, etc. to automate syncing of

activity. Registrants can receive push notifications via SMS text messaging for daily
activity reminders. The platform is accessible from a computer, smart phone, or tablet.
Implementation of WellRight will streamline the administration of the Wellness Program,
as well as make things fresh and fun for the workforce. The County will be invoiced
monthly and will not exceed $20,000 annually for the platform and implementation. This
agreement is for the period of May 1, 2021 through April 30, 2022.
The Board reviewed Information Technology Services matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the
proposal from Morefield Communications to provide 10GB switches by Cisco for security
camera storage traffic at a cost of $26,331.74. The new Judicial Center and Admin
Building have (or will) more than double the security camera needs of the County. These
switches will be necessary to handle recording the traffic quickly enough considering the
new volume.
The Board reviewed Information Technology Services matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the
proposal from PhiVTech Solutions to install fiber between the Telecommunications
closet and datacenter at the Archives building at a cost of $2,087.00.
The Board reviewed additional Information Technology Services matters. On a
motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved
the proposal from General Code for the annual maintenance renewal for LaserFiche
products in the County for a cost of $86,362.00 for the time period of May 24, 2021
through May 21, 2022.
In accordance with PA Act notifications, martin and martin, Inc. notified the
County of a Pennsylvania Department of Environmental Protection PAG-02-NPDES
Stormwater Discharge permit being applied by Janmangal Property, Inc. for two
commercial buildings; one rain garden and one infiltration trench on property located at
Hamilton Township.
The Board reviewed information regarding Developmental Disabilities Awareness
Month. Stacey Brookens, MH/IDD/EI Administrator, Stacie Horvath, Human Services
Administrator, and Lori Young, Program Specialist participated virtually. Ms. Brookens

recognize the importance of ensuring inclusive environments with equal access to
communication, education, employment, housing and public accommodations to
persons with developmental disabilities. Ms. Horvath explained that she is an employee
of the County but she is also a parent of an adult child with developmental disabilities
who is on the autism spectrum disorder that was recently added to receive services in
the program. She thanked Ms. Brookens and Ms. Young for everything they do and
thanked the Board for approving this proclamation. Ms. Young said she is very active in
advocating for the developmentally disabled and thanked the Board for considering the
proclamation. Chairman Keller thanked them for all they do for people with
developmental disabilities and thanked Ms. Brookens and Ms. Horvath for their
leadership. Commissioner Ziobrowski said that he has the opportunity to be on the
MH/IDD/EI Board since replacing Chairman Keller as the Commissioner Representative.
Since he is a member he understands better what these folks do. They have altruism

and empathy but also have lots of laws that they have to work with. He is truly happy to
work with these people. On a motion by Robert G. Ziobrowski; seconded by John T.
Flannery; unanimously approved to sign Franklin County Proclamation #2021-01
proclaiming the month of March as Developmental Disabilities Awareness Month and
that the attached proclamation be made a part of these minutes.
The meeting was adjourned at 2:17 p.m. with a motion by Robert G. Ziobrowski;
seconded by John T. Flannery.
