WEDNESDAY, JUNE 23, 2021
The Franklin County Commissioners met Wednesday, June 23, 2021, with the
following members present: John T. Flannery and Robert G. Ziobrowski. Vice
Chairman Flannery presided and after calling the meeting to order, a Moment of Silence,
and the Pledge of Allegiance, proceeded with the business of the day.
The meeting was live streamed.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved all bills presented and ordered paid.
The minutes of the June 16, 2021 meeting were reviewed. Commissioner
Ziobrowski requested a correction to the minutes. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved the corrected minutes of the June
16, 2021 meeting.
The Board reviewed Agreements, Contracts and Reports.
The Board reviewed Grants matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved the grant application to PA
Department of Community & Economic Development for the Emergency Solutions Grant
requesting an amount of $599,519.98. Emergency Solutions funding will be utilized by
South Central Community Action Program (SCCAP) and Waynesboro Community &
Human Services (WCHS) to provide Emergency Shelter, Rapid Re-housing, and
Homelessness Prevention. Funds will also be utilized to cover the cost of entering data
into the Homeless Management Information System (HMIS) as required by ESG
guidelines and to provide 3.75% Administration to each of the subrecipients for their
administration of the program.
The meeting was adjourned at 11:06 a.m. with a motion by Robert G. Ziobrowski;
seconded by John T. Flannery.
