WEDNESDAY, JULY 28, 2021
The Franklin County Commissioners met Wednesday, July 28, 2021, with the
following members present: John T. Flannery and Robert G. Ziobrowski. Vice
Chairman Flannery presided and after calling the meeting to order, a Moment of Silence,
and the Pledge of Allegiance, proceeded with the business of the day.
The meeting was live streamed.
Vice Chairman Flannery announced that Chairman Keller and County
Administrator Carrie Gray are out of the office today. He welcomed Mayor Starliper from
Waynesboro and introduced Sheena Baker who is the new Communications Coordinator
for the County. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved to adopt the agenda.
Mayor Richard Starliper from Waynesboro provided public comment and
mentioned that this past Sunday was Waynesboro Day at Pen Mar Park and Chairman
Keller and Commissioner Cline from Washington County presented him with a flag that
he will turn over to the Borough. John Shindledecker was the organizer as well as the
Owls Club. He said it was a nice day at Pen Mar Park.
Kim Wertz from Chambersburg asked for more information on action items #1
and #2 and that she assumes that the dealerships in the county did not meet the
specifications or efficient cost for the vehicles. She asked on item #4 how much effort it
will be to move a gas meter. Ms. Wertz asked if the County can use the sediment that
will be extracted for the bid.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved all bills presented and ordered paid.
The minutes of the July 21, 2021 meeting were reviewed. These will be decided
upon in the afternoon approval session.
The Board reviewed Agreements, Contracts and Reports. John Boozer, Project
Manager responded that the gas meter requires more than just moving the meter; there
is also 40-50 feet of pipe that needs moved. He continued that the Borough will work
with us to separate the two gas services on that property that we currently share with the
Loft. Mr. Boozer provided more information on action item #3to upgrade the system to
house historic documents in the building. With item #6 we are being forced by the
Borough to add a rather large water meter to the sprinkler system coming into the
building in the event we use the sprinkler system so they can send us a water bill. There
would be no way of knowing how much water would be billed without it. Mr. Boozer
explained item #7 was needed because when they tore down the existing ceiling in the
historic courtroom, what they found was not good and it would cost half a million dollars
to restore. We moved away from that solution to use a tile that is being used in the
remaining courtrooms. This is the best case scenario moving forward and most cost
had some big change orders the past couple of weeks. Mr. Boozer responded that there
have been some challenges with the historic courthouse project that have been
unforeseen. When they built the building after the Civil War every single wall is solid
brick which is phenomenal construction but every time they turn around it causes
problems. Teresa Beckner, Fiscal Director, provided more information on the reason
that no local dealers submitted bids for vehicles. She explained that we have a
cooperative relationship with the State to bid on Co-Stars but we still go through the
quoting process. They had to put this bid out twice because the first time there was only

one response and they were not the vehicles we asked for. This time we received two
responses with two different vendors. She also believes that low inventory is the reason
that local dealers are not responding. The items will be decided upon in the afternoon
approval session.
The Board conducted a bid opening for 2020 Franklin County Sediment Removal
Project which includes the removal of sediment accumulation below county bridges #3
and 25 to restore the natural stream bed. The following bidders submitted a bid: Farhat
Excavating, LLC from Duncannon, PA for a bid amount of $164,680.00 and George S.
Hahn & Son from Fort Littleton, PA for a bid amount of $191,450.50. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to forward
the bids received to the Planning Department and the County Solicitor for their review.
The Board will award or reject the bids on Wednesday, August 4, 2021 at 2:00 p.m.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the
items that were reviewed.

There was no public comment.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved the Commissioners minutes and Election Board minutes of the
July 21, 2021 meetings.
The Board reviewed Children & Youth matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved the purchase of a
2021 Ford Escape vehicle from Apple Ford of Red Lion at a cost of $21,463.00 plus
$250.00 added to the final price for privacy tinting on the rear windows to assure
confidentiality/privacy when transporting children. The vehicle is necessary for the
transportation of Children & Youth staff and clients. Office of Children, Youth & Family
Services approved the purchase and the cost will be shared between the state and
county. Apple Ford of Red Lion is a COSTAR vendor.
The Board reviewed additional Children & Youth matters. On a motion by Robert
G. Ziobrowski; seconded by John T. Flannery; unanimously approved the purchase of a
2021 Ford Escape AWD vehicle from Whitmoyer Ford, Inc. at a cost of $25,250.00. The
vehicle is necessary for the transportation of Children & Youth staff and clients. Having
an AWD vehicle will help with transportation when the weather is wintery/and or difficult
terrain. Office of Children, Youth & Family Services approved the purchase and the cost
will be shared between state and county. Whitmoyer Ford, Inc. is a COSTAR vendor.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of
the Board to execute Change Order #001 from Stouffer Mechanical Contractors to
provide smoke detectors as required to activate the preaction dry fire protection system
in historic archival storage 212 at the Archives Phase II project for an additional cost of
$9,725.59.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute Change Order #002 from Stouffer Mechanical
Contractors to relocate the facility gas meter and piping away from building to
accommodate new insulation/siding installation as coordinated with the Chambersburg
Borough Gas Department at the Archives Phase II project for an additional cost of
$2,583.76.

The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute Change Order #010-Plbg from Stouffer Mechanical
Contractors to delete sump pit, pump and piping in Historic Courthouse Basement at the
Judicial Center project for a decreased amount of $2,390.45.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute Change Order #011-Plbg from Stouffer Mechanical
Contractors to install a water meter on the Courthouse facility fire service entrance as
required by the Borough of Chambersburg at the Judicial Center project for an additional
cost of $9,007.40.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute Change Order #091-Plbg from Lobar, Inc. to provide
suspended acoustical ceiling in the Historic Courtroom, in accordance with PR-048-GC
and GC-COR-110 Option C, but with Armstrong 9/16 Silhouette grid and ultima ceiling
panels to match the New Courthouse Courtroom ceilings, in 24" x 24" grid pattern at the
Judicial Center Project for an additional cost of $76,915.73.
The Board reviewed Day Reporting Center matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved the Subgrant
Agreement between the County of Franklin and Vital Strategies, Inc. to extend and
expand the recovery liaison services in the county at a cost of $100,000.00. The county
currently has one vendor paid for under the Comprehensive Opioid Abuse Program
(COAP) grant. That grant will be ending soon. This new grant will pay for that vendor
after the COAP grant ends and will immediately pay for two additional people to be hired
to help with case management and referral services. This will ensure that people in
crisis will have follow up services and access to groups such as the Moving Forward
Peer Support group. This grant pays for staff and a computer and printer. The staffing
amount listed in the contract includes travel expenses to take people to treatment and to
groups. The District Attorney will be overseeing this project.
The Board reviewed Department of Emergency Services matters. On a motion
by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the
Change Order for an additional interface from Emergency Report to query data from the
Motorola Flex CAD system, for a one-time cost of $495.00. This interface will allow
Fire/EMS agencies to access their CAD data reports.
The Board reviewed Grants Management matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved the application for
Women in Need, Inc. in the amount of $125,000 in annual funding allocated according to
PCCD guidelines with $31,250 for Prosecution, $31,250.00 for Law Enforcement, and
$62,500.00 for Women In Need for direct services to victims. Women In Need, Inc. is
the applicant entity for the Franklin County collaborative STOP Project for the period
2022-2024 for a total of $375,000. The Franklin County 2022-2024 STOP Project will
serve victims of sexual assault, domestic violence, dating violence and stalking without
regard to actual or perceived race, color, religion, national origin, sex, gender identity,
sexual orientation, or disability.

The Board reviewed Purchasing matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved the agreement between the
County of Franklin and Canon Financial Solutions, Inc. for the period of August 1, 2021
through July 31, 2025 for a 48-month lease of multi-function devices for various County
operations. This agreement replaces a 24-month agreement that is expired. These units
will be added to our Managed Print Service agreement whereby the County pays
$0.0098 for black and white prints and $0.048 for color prints, which covers supplies and
maintenance of the included equipment.
The Board reviewed Tax Department matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved to refund 50% (a total
of $267.46) of the fees and commissions to Overflow Ministries for 2020 delinquent
school taxes.
The Board reviewed Tax Claim matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved approval to accept a bid made by
Jason Paul in the amount of $300.00 on the repository sale of a mobile home on
property located in Montgomery Township and a bid made by Crissy Brown in the
amount of $100.00 on the repository sale of a mobile home on property located in
Quincy Township. These repository sale bids are for mobile homes that need to be put
back on tax rolls to start generating tax money.
In accordance with PA Act notifications, The York Water Company notified the
County of a Pennsylvania Department of Environmental Modification to a Water Quality
Management Permit for the Letterkenny Wastewater Treatment Plant located in
Letterkenny Township.
The Franklin County Commissioners and Tiffany Bloyer, Human Resources
Director on behalf of the STAR (Special Thanks and Recognition Committee) were
present to award Mr. Kevin Hoffman as the Employee of the Month for July. Mr.
Hoffman has been employed with Franklin County since May 2019. He currently serves
as a Maintenance Worker III. The selection for the July 2021 Employee of the Month
was determined by the STAR Committee. There were a total of eight nominations. The
nomination form is attached and made a part of these minutes. Mr. Hoffman said that he
Commissioner Flannery said he sees him running around doing things and he seems
very busy. There are people when he walks into work and they put a smile on his face
appreciates him being on the team and congratulated him.

The Franklin County Commissioners on behalf of the STAR Committee (Special Thanks And
Recognition) proudly present the Employee of the Month award to Mr. Kevin Hoffman.
Mr. Hoffman has been employed with Franklin County since May 2019. He currently serves
as a Maintenance Worker III. The selection for the July 2021 Employee of the Month was
determined by the STAR Committee. There were a total of eight nominations.
The STAR nomination form asks what recent event or occurrence made you select Kevin
and the answers stated:
“Our department has historically kept paper records of everything and we had 2 areas
allocated for storage of said records. Occasionally, over the years, we've gotten rid of quite
a few boxes. However, recently we were instructed to purge any unnecessary files or scan
and then purge them, mainly due to the rapid deterioration of the former Archives building.
These were records that had been stored in the old Archives building on Franklin Farm
Lane and in the basement of the Human Services building. This project became a major
priority but it was happening in the midst of a busy time for Property Management, too.
The entire Property Management team should be commended for their efforts, as their
department has been stretched with facilitating office moves in addition to their normal
workload, but they always rise to the challenge. However, there is one person in particular
whose assistance was greatly appreciated. Kevin Hoffman was an integral component to
me completing the task at hand. At the instruction of his supervisor, he willingly assisted
me multiple times with lifting awkward and heavy boxes plus loading, transporting and
delivering boxes that needed to be kept/scanned to our suite, between doing his regular
job. He also readily volunteered to remove boxes of trash and recyclable materials, as well
as maneuver heavy shred bins for disposition. With Kevin's help, nearly 4,600 pounds of
records were disposed of properly. Most notable, Kevin even made a point of checking in
on me one day to make sure I was OK and to see if I needed his help with anything!
Property Management are the County's unsung heroes and I'd really appreciate if the STAR
Committee would select Kevin Hoffman as the July 2021 Employee of the Month, as his
character and work ethic are beyond compare.”
