HomeMy WebLinkAbout2021-08-04 Commissioner Minutes WEDNESDAY, AUGUST 4, 2021 The Franklin County Commissioners met Wednesday, August 4, 2021, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the July 28, 2021 meeting were reviewed. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the July 28, 2021 meeting. The Board reviewed Agreements, Contracts and Reports. The Board reviewed Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #EC-016 from Lobar, Inc. to add power receptacles at the Prothonotary Office at the Judicial Center project for an additional cost of $675.91. The Board reviewed additional Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #EC-017 from Lobar, Inc. to provide 208V circuits from UPS B069 to IDF in Storage B071 as requested by the Owner at the Judicial Center project for an additional cost of $4,838.71. The Board reviewed Emergency Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the amendment to the FFY 2018 State Homeland Security Grant Program Agreement signed on September 27, 2018 between the County of Franklin and PA Emergency Management Agency (PEMA) to provide federal funds to coordinate planning, organization, equipment, maintenance, training and exercise needs for acts of terrorism and other catastrophic events. This amendment is to include Schuylkill County and to change the grant amount to $1,718,733.19. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed additional Emergency Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved amendment to the FFY 2019 State Homeland Security Grant Program Agreement signed on August 15, 2019 between the County of Franklin and PA Emergency Management Agency (PEMA) to provide federal funds to coordinate planning, organization, equipment, maintenance, training and exercise needs for acts of terrorism and other catastrophic events. This amendment is to include Schuylkill County and to change the grant amount to $1,693,465.00. All other terms and conditions of the original agreement will remain in full force and effect. Continued on page 2 The Board reviewed GIS matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Pictometry International Corporation/EagleView to convert existing oblique and aerial imagery to a different format needed for consumption by 911 FlexCAD software at no cost to the County. This is part of the Spillman FlexCAD software implementation and is needed for FlexCAD to display imagery. The Board reviewed Grants Management/CJAB matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Subgrant Agreement between the County of Franklin and Over the Rainbow-Franklin County CAC to provide an amount of $47,000.00 from the PA Commission on Crime and Delinquency grant. This funding will be utilized to address the need for continued services to Franklin County child abuse victims along with addressing the challenges OTR (Over the Rainbow) faces in seeking future NCA accreditation. This funding pays a portion of the Executive Director's salary. The Board reviewed Information Technology Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the quote from Dell to provide Dell equipment with more advanced specifications for some of the users with higher demand software at a cost of $16,503.12. This is in conjunction with the bulk order and these machines are part of the 4-year replacement cycle. It also includes machines for two new positions. The Board reviewed additional Information Technology Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the quote from Provantage to purchase 25 wireless access points in order to provide Wi- Fi access in the new Judicial Center at a cost of $22,500.00. The Board reviewed Jail matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Real Time Networks to provide an electronic security key management system agreement at a cost of $4,410.00. The key management system gives the Jail access and total accountability of all security keys. This service provides the ability to create logs and inventories needed for state inspections, as well as, providing total security and safety measures needed for key control. This system does not have an end of life date. This agreement provides upgrades and continues the extended maintenance warranty service plan. The Board reviewed Sheriff Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the addendum to the agreement between the County of Franklin and Teleosoft, Inc. signed on August 30, 2018 to provide a fully-integrated accounting system for civil process. This amendment is to provide upgrades, ongoing maintenance and equipment at a cost of $25,683.60. This addendum will immediately equip 5 vehicles with necessary technology and equipment to fully utilize Teleosoft. This initiative will be paid for by the Records Improvement Committee. In accordance with PA Act notifications, Grove Bowersox Funeral, Inc. notified the County of a Pennsylvania Department of Environmental Protection Plan Approval Permit to construct a human crematory located in the Borough of Waynesboro. In accordance with PA Act notifications, Compliance Management International notified the County of a Pennsylvania Department of Environmental Protection General located in Chambersburg. Continued on page 3 This was the date to award or reject the bids for the Sediment removal on two County Bridges - Bridge 3 and 25. John Thierwechter, Assistant County Administrator said the recommendation is to award the bid to Farhat Excavating as the lowest responsible bidder. Commissioner Flannery asked if the bid came in higher than expected and Mr. Thierwechter responded that it did come in a little higher than contractors are very busy and there were only two responsive bidders this time. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to award the bid for the Sediment removal on two County Bridges - Bridge 3 and 25 to Farhat Excavating, LLC from Duncannon, PA for a bid amount of $164,680.00. This proposal is the lowest responsible bidder. The Board reviewed Personnel matters. Ms. Gray explained that this job description was recently approved after the last Salary Board meeting but upon further inspection by the MH/IDD/EI Administrator she recommended a few revisions. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the revised job description for the Housing Specialist position. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 2:14 p.m. this date for the purpose to review pending litigation matters. The Board reconvened into regular session at 2:44 p.m. No action was required after the executive session. The meeting was adjourned at 2:45 p.m. with a motion by John T.
