HomeMy WebLinkAbout2021-09-01 Commissioner Minutes WEDNESDAY, SEPTEMBER 1, 2021 The Franklin County Commissioners met Wednesday, September 1, 2021, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. Chairman Keller asked to amend the agenda to move the proclamation after Salary Board in the afternoon session. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the August 25, 2021 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. The items will be decided upon in the afternoon approval session. The Franklin County Commissioners and Tiffany Bloyer, Human Resources Director on behalf of the STAR (Special Thanks and Recognition Committee) were present to award Ms. Michelle Carrington as the Employee of the Month for August. Ms. Carrington has been employed with Franklin County since October 2020. She currently serves as Caseworker I Ongoing with Children and Youth Services. The selection for the August 2021 Employee of the Month was determined by the STAR Committee. There were a total of seven nominations. Ms. Bloyer read the nomination form which is attached and made a part of these minutes. Chairman Keller said it was unusual that someone only here for a few months would win this award so she must have made a great impression. He congratu her job and when dealing with Children & Youth he has a true appreciation for what she does. He thanked her for everything she does to make that much of an impact in such a short time. He looks forward to her continuing to work for the County. Commissioner Ziobrowski said she received recognition from Fulton County so he thanked her for that and congratulated her on receiving this award. Ms. Carrington said she could not do this job without her supervisor Nicole Weller. There are differences between Maryland and Pennsylvania counties so she owes it to her supervisor who also supports her whole team. Mark Orndorf, Solicitor met with the Board to ask for approval to enter into settlement agreements and authority to sign two stipulations, both involving hotels. He explained that these appeals were discussed recently during an executive session with the Board. The first one is with Zane Hotels, LLC, tax assessment appeal No.2020- 3526. The property is located at 451 Gateway Avenue, Chambersburg, PA. The original assessment value placed on Tax Parcel No. 03-1C00.-160B-000000 was $531,650.00. The new assessment value on this Tax Parcel will be $496,375.00 for the year 2021 and $478.325.00 thereafter. They will be reimbursed for 2021 County taxes in the amount of $1,026.00. Attorney Orndorf explained the second appeal is with Shree Sai Siddhi Chambersburg, tax assessment appeal No.2020-3530. The property is located at 955 Lesher Road, Chambersburg, PA. The original assessment value placed on Tax Parcel No. 10-0D08.-173.-000000 was $704,800.00. The new assessment value on this Tax Parcel will be $589,600.00 for the year 2021 and $568,160.00 thereafter. Continued on page 2 The tax refund for 2021 County tax bill will be $3,352.00. Both stipulations were endorsed by the Chambersburg Area School District. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved both settlement agreements as mentioned and the authority for the County Solicitor to sign on their behalf. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to enter an executive session at 11:16 a.m. this date for the purpose to review pending litigation matters. Action will be required after the executive session. Flannery; unanimously approved the recommendation of Elliott Sulcove, County Solicitor The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #EC-019 from Lobar, Inc. to provide core drilling on a time and material basis for installing floor outlets in the Historic Courthouse at the Judicial Center project for an additional cost of $605.39. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #EC-020 from Lobar, Inc. to provide lighting layout modifications in association with new building systems bulkheads and other lighting revisions at the Judicial Center project for an additional cost of $1,604.34. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #EC-021 from Lobar, Inc. to provide sconces at the Judicial Center project for an additional cost of $3,541.34. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #GC-014 from eciConstruction, LLC to provide PLam--purpose room display cases at the Archives Phase II project for an additional cost of $995.00. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the Business Consultant Agreement between the County of Franklin and LingaTech, Inc. to provide consultation services on COVID19/pandemic planning, business objectives analysis, governance and decision-making analysis, technology organization analysis, information technology operations analysis, and information technology process analysis at a cost of $45,000.00. Flannery; unanimously approved Resolution #2021-04 regarding retention of video recordings of the meetings of the Board of Commissioners. The Board reviewed Department of Emergency Services matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved amendment to the 9-1-1 Inter-County Call Handling Agreement (dated February 21, 2019) between the County of Franklin and the County of Adams to clarify payment obligations retroactive to January 1, 2017. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Grants Management matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the Grant Application to PA Commission on Crime and Delinquency (PCCD) to request funding in the amount address the need for continued services to Franklin County child abuse victims along with addressing the challenges Over The Rainbow - Franklin County Child Advocacy Center faces in seeking and maintaining NCA accreditation. The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the renewal application to PA Department of Labor Industry Bureau of Workers' Comp for the County's Accident and Illness Prevention Program. Information has been updated to reflect any changes from the prior year. All required elements have been met. The Board reviewed additional Human Resources matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and Quest Diagnostics to provide biometric screenings year-round to employees as part of the County's wellness program. The screening is a Heart & Glucose Panel with Total Cholesterol, HDL Cholesterol, LDL Cholesterol, Cholesterol/HDL ratio, Triglycerides, and Glucose readings along with height, weight, calculated Body Mass Index, Blood pressure, and waist circumference. The ongoing cost will be $51.00 per participant. Monthly charges are expected to vary. The term will be September 1, 2021 through September 30, 2022. The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the motion to approve the Easement Agreements for the 2020 Sediment Removal Project that had four properties that needed temporary easement agreements. Each agreement has a cost of $1.00 to be paid out for use of their property. For Bridge 3 - Brindle Road in Greene Township: Keith H. Benedict and John A. and Jaqueline R. Wolfe. For Bridge 25 - Miller Road in Hamilton Township: Franklin County Veterans Association and Martin Land Holdings, LLC. Each easement agreement is the same except for the names of individuals/property locations. The Board reviewed Property Management matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the quote from First Impressions/Aqua Power Pros Company for the annual carpet cleaning to be facilitated at all Magisterial District Judges locations at a cost of $2,497.20. Flannery; unanimously approved for the Chairman of the Board to execute the Service Agreement between the County of Franklin and Trane U.S., Inc. to provide inspection and maintenance services for the equipment installed at the New Judicial Center consisting of two ERTAF 090-450 Ton Air Cooled Sintesis Units for a period of one year commencing on September 1, 2021 in the amount of $4,769.49 or the period of September 1, 2021 through August 31, 2022. The Board met with Tiffany Bloyer, Human Resources Director and the Chief Deputy Controller Etta Rotz for Salary Board matters. Also in attendance was Mark Singer, Court Administrator, Steve Rock, Property Management and Stacie Horvath, Human Services Administrator (attended virtually). The Board reviewed information on Proclamation #2021-12 proclaiming the month of September as Hunger Action Month. Nancy Heigle from Central PA Food Bank attended virtually and thanked the Commissioners and everyone else who helped to bring the proclamation before them. She also wanted to thank their agency partners for helping food insecure folks in Franklin County. Ms. Heigle explained that September is Hunger Action Month to bring awareness to food insecurity that is facing many people. She encourages the Commissioners to attend the town hall in September that will be held virtually by registering at centralpafoodbank.org. She thanked the Commissioners for allowing them to join and for approving the proclamation. Chairman Keller thanked everyone for attending and they reached out to Franklin County stakeholders to seek their support so it comes as no surprise that they received a positive response. Denise Esser from Waynesboro Human Services thanked the Board for this opportunity and year and they learned different ways of doing things. Food insecurity is a real issue. Jennifer Miller from South Central Community Action Program is happy they were able to share this with the County to bring more awareness to food insecurity. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to approve proclamation #2021-12 as presented and that the attached proclamation be made a part of these minutes. The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the Health and Human Services Data Engineer and the Health and Human Services Planning and Development Director position descriptions in the Tuscarora Managed Care Alliance Department and establishing the position description for Senior Level Heating, Ventilation and Air Conditioning (HVAC) and Control Specialist position in the Property Management Department.
