AMENDMENT NO. 3
TO THE AGREEMENT EFFECTIVE MAY 31, 2023
BETWEEN FRANKLIN COUNTY, PA
AND
LUMINEST, INC.
FOR WHOLE-HOME REPAIRS GRANT PROGRAM
THIS AMENDMENT (“Amendment”) to the Agreement with Luminest, Inc. for the
Whole-Home Repairs Grant Program dated May 31, 2023 (the “Original Agreement”), is by and
between Franklin County, PA (The “County”) and Luminest, Inc. (Subrecipient). County and
Subrecipient may be individually referred to as “Party” or collectively as the “Parties” in
recognition of the following:
WHERE AS, the Parties wish to modify the agreement.
NOW, THEREFORE, in consideration of the mutual promises contained herein and
other good and valuable consideration the receipt and sufficiency of which is expressly
acknowledged, the Parties agree to the following changes to the Original Agreement:
1. This Amendment hereby reallocates Twenty Thousand Dollars ($20,000) from the
Franklin County administrative budget to Luminest Inc. for use in provision and
enhancement under the Whole-Home Repairs Grant. Furthermore, this Amendment
modifies the Agreement to increase the total Whole-Home Repairs grant funds available
to the Subrecipient to an amount not to exceed One Million One Hundred Forty-Three
Thousand Two Hundred Eighteen Dollars ($1,143,218).
2. All other terms and conditions of the Original Agreement, except as expressly amended
herein, shall remain in full force and effect. To the extent this Amendment conflicts with
the Original Agreement, the language of this Amendment shall be binding.
IN WITNESS WHEREOF, by signing below the County and the Subrecipient have caused this
Amendment to be effective as of February 25, 2026.
