The total project cost is $289,300, broken down as follows:
• $47,500 for shutter replacements (wood);
• $46,800 for exterior ramp removal,
• $35,000 for main door rehabilitation, and
• $160,000 for masonry rehabilitation and repointing.
Franklin County is requesting the maximum $100,000 in grant funding for this project and is fully prepared to
pay the remaining balance of $189,300 to bring the project to completion.

Identify the project and briefly describe the scope of work.
Franklin County desires to continue rehabilitation of the historic Civil War-era Franklin County
Courthouse by removing a non-historic ramp, repointing masonry, restoring a window, and installing
historically appropriate custom shutters. These improvements address water infiltration, correct past
alterations, and preserve the historic nature of the building for generations to come.
Please provide a full project description.
Identify the historic and cultural significance of the property, how the organization currently uses and interprets the property, and how the project relates to
the mission of the sponsoring organization. Describe the specific project for which you are requesting grant assistance, including the condition of the
property or the problem that must be addressed. This description must clearly relate to the major work elements provided in the budget line items.
The Franklin County Courthouse, located in downtown Chambersburg, is one of the county’s most
significant historic and cultural assets. Constructed in 1865 after Confederate soldiers razed the
previous courthouse during the burning of Chambersburg, it stands today as a prominent example of
the community’s resilience. The courthouse was listed on the National Register of Historic Places in
1974 and continues to anchor the historic character of the public square and surrounding district.
Every year the community celebrates the Ransoming, Burning & Rebirth of Chambersburg
Commemoration as a historical reminder of the town’s sacking. The historic courthouse plays a
significant role in retelling this history and making the reenactment come to life.
The property is actively used by Franklin County for judicial and administrative functions. While a
major addition constructed to the north now serves as the primary entrance—with all public traffic
routed through a modern security checkpoint—the historic courthouse continues to house
courtrooms, offices, and ceremonial spaces. Recent interior renovations were completed in 2021 and
carefully restored original finishes, millwork, historic layouts, and decorative elements, ensuring that
present-day use continues to honor the building’s historic integrity. The building plays an essential
role in demonstrating the evolution of civic life in Franklin County.
This restoration project directly supports the county’s desire to preserve, maintain, and showcase its
historic assets. The proposed work builds upon earlier PHMC-funded projects, including the 2021
Keystone Planning Grant, which identified priority preservation needs, and the 2022 Keystone
Construction Grant that funded the full roof replacement. The planning report identified several
exterior deficiencies threatening the courthouse’s long-term preservation, particularly those related
to water infiltration, deteriorated materials, and non-historic alterations, which the county now seeks
to rectify.
The proposed project focuses on the continued rehabilitation and restoration of the courthouse’s
historic exterior. A major component involves removing the non-historic concrete ramp on the south
elevation. A modern addition, this ramp has compromised the architectural character of the façade
and obstructs an original masonry window opening. Its installation also necessitated the replacement
of a historic window with a modern door. Because the second-story bridge now connects the new
courthouse with the historic courthouse, both of which have elevators, the facilities are ADA-
accessible and the ramp is no longer needed to meet code regulations. Its removal will allow the
restoration of the building’s original appearance. Once the ramp is removed, the exterior of the

building will be thoroughly cleaned to ensure there is as little residue or outline of the ramp left
behind as possible.
In addition to removing the non-historical ramp, the county will address critical masonry deterioration
identified in the PHMC-funded conditions assessment. The report documented areas of eroded
brownstone, deteriorated mortar, and failing joints at foundation stones and other exterior elements,
all of which create vulnerabilities for water infiltration and long-term structural damage. The county
plans to conduct selective mortar testing, repointing, repair, or replacement of deteriorated stone
components with identical materials to the original, ensuring long-term stability and preservation of
historic character.
The historic monumental doors at the west entrance, a signature architectural feature of the building,
will also undergo comprehensive rehabilitation. Although visually impressive, the doors currently
exhibit cracking in the wood panels as well as missing or dysfunctional hardware. These deficiencies
have contributed to recurring water intrusions during heavy storms, creating a nuisance for county
functions within the courthouse during such weather. To correct these issues, the county seeks to
remove the doors, restore the deteriorated wood, hardware, and finish, and reinstall them to ensure
both functionality and historic preservation.
Finally, the county desires to replace the deteriorated and missing exterior window shutters. While
shutters once appeared on many courthouse windows, only a portion survive today, and those that
remain are no longer in good repair. The county intends to install new custom-made shutters that
replicate the original raised-panel style described in the conditions report, ensuring a cohesive and
historically accurate appearance across all façades.
Once completed, the project will address urgent preservation needs, advance Franklin County’s long-
term stewardship of historical resources, and strengthen the courthouse’s ability to continue serving
as a cultural, civic, and historic centerpiece for future generations.
Identify the project team and consultants. Describe any planning efforts completed to date and
provide a project schedule to complete the grant-funded project.
List project personnel and consultants by name and describe any preliminary planning efforts already prepared. Provide a description of how the project will
be completed. Refer back to Guidelines for Applicants “Grant Period and Implementation Timetable” if necessary. All work must be completed within the two-
year implementation period.
Franklin County project team consists of the following individuals and consultants:
-Melodie Hoff, Franklin County Director of Grants Management, will coordinate with GMS regarding
grant compliance, and invoicing and reimbursement.
-Mike Tomasic, Franklin County Property Management Director. Mike oversaw the previous PHMC
grants relating to the Courthouse and will be directly overseeing this project as well.
-John Theirwechter, Assistant County Administrator, will provide additional administrative support
with the project.
-Troy Okum, Senior Project Manager, Gabe Bowman, Project Specialist, and Alexander Arigo,
Compliance Manager, at GMS Funding Solutions will be responsible for grant administration and
compliance, including the submission of project reports. The cost of this contract is not included in

project costs, meaning GMS will provide grant management services regardless of the award
amount.
-Theodore Vedock, architect at Hammel Associates. Theodore performed the initial feasibility study
on the courthouse, funded by PHMC, and is the county's architect of choice.
The county anticipates the following schedule upon notice of award:
• Execute grant agreement: Sept. 1, 2026
• Competitively bid the project: September to November 2026
• Award and notice to proceed: December 2026
• Construction complete: January 2027 to January 2028
• Grant closeout: February 2028
Franklin County’s Conditions and Recommendations Report has served as the county’s guiding
document in its planning efforts and will be referenced throughout the project until completion. In
doing so, it will coordinate with Hammel Associates to competitively procure qualified vendors and
contractors to supply the materials and conduct the work in accordance with Secretary of the
Interior ’s Guidelines for the Treatment of Historic Properties. Franklin County will coordinate with
GMS Funding Solutions to ensure all grant compliance requirements are met.
Project Promotion and Public/ Community Benefit

to promote the project and encourage audience interest? What is the anticipated extent of public access and community support for the project? Attach two

The Franklin County Historic Courthouse serves as a significant civic landmark, functioning not only
as an active center of county government but also as a cultural and historical anchor for the
community. Constructed in 1865 after the burning of Chambersburg, the courthouse continues to
embody the community’s resilience and plays a central role in the historical identity of downtown
Chambersburg. The restoration project—focused on removing non-historic features, repointing
masonry, addressing water infiltration, and installing historically accurate shutters—will greatly
improve the building’s architectural integrity and enhance the public’s experience of this landmark.
Restoring its historic façade will reinforce the character of the public square and contribute to the
vitality and authenticity of downtown Chambersburg.
The courthouse is heavily used by the public on a daily basis and continues to serve as a hub for
civic, educational, and ceremonial activities. More than 61,000 visitors entered the Judicial Center in
2025, with hundreds more attending events, such as naturalization and bar admission ceremonies,
educational tours, and special observance programs for Juneteenth and Constitution Day. These
events underscore the courthouse’s significance as a venue for civic education and engagement. The
restoration will directly enhance the setting in which these meaningful public activities take place.
Several groups will benefit from this project, including: Franklin County residents, students, and
educators who participate in tours and experiential learning opportunities; community organizations
who use the courthouse for ceremonies and events; and visitors drawn to Chambersburg’s rich
history. Because the courthouse is open to the public throughout the year, the benefits of this project

will reach a broad audience. Relatedly, the project has significant local support. Organizations like
the Franklin County Historical Society and the Franklin County Planning Department are eager to see
the project completed, sending letters of support that will be uploaded. Local Pennsylvania State
Representative Kauffman also strongly supports the project and has graciously provided a letter of
support as well.
Franklin County will share details of the project and its progress through its social media accounts.
Continued collaboration with local partners involved in history, preservation, downtown revitalization,
and civic programming will further strengthen public awareness and support. This project’s
improvements will allow the courthouse to remain a vital symbol of local heritage and a key
component of community life for generations to come.

Franklin County is located in Southcentral Pennsylvania with a governing body that consists of a
board of three County Commissioners elected every four years. Other elected officials to perform
certain functions are the Controller, Treasurer, Coroner, Recorder of Deeds, Prothonotary, Clerk of
Courts, Register of Wills, Clerk of the Orphans’ Court, Sheriff, and District Attorney. The County has a
population of approximately 160,000 and is comprised of seven boroughs and fifteen townships.

Established in 1784 after local residents petitioned the Pennsylvania Assembly for a new county,

Executive Summary
This report, prepared by Hammel Associates Architects LLC (architect), and Whitney Bailey Cox
& Magnani (structural engineer) is intended to provide an assessment of existing conditions and
make recommendations for repair, rehabilitation and preservation of the historic Franklin County
Courthouse.
Following several preliminary site visits and discussions between Hammel Associates and Franklin
County representatives, a full site visit and onsite evaluation was completed on January 28, 2022
by Theodore L. Vedock, AIA (Hammel Associates) and Terry Saad (WBCM.) along with Carrie
Gray, Corey Fake and John Boozer, representing Franklin County.
The site visit included a comprehensive evaluation throughout the structure, including exterior
conditions, interior conditions and an extensive evaluation of the roof structure and clock cupola.
The following reports, prepared by Mr. Vedock and Ms. Saad provide an overview of conditions
observed, provide recommendations for remediation and rehabilitation, and guidance for
prioritizing the recommendations within this report.
As is often the case in working with historic buildings, the highest priority items identified involve
remediation of structural concerns and the maintaining an intact building envelope where further
deterioration of existing conditions will lead to costly repairs, water infiltration, and degradation of
historic finishes and newly renovated interior spaces.
Aside from the high priority items identified at the roof and cupola, the remaining
recommendations in this report may be undertaken utilizing a phased approach and undertaken as
funding is available.

Introduction and History
The Franklin County Courthouse, listed on the National Register of Historic Places in 1974, holds
an important place in the historical narrative and current economy of downtown Chambersburg.
In 1864, the former courthouse was burned by Confederate soldiers along with much of
Chambersburg. The current Greek Revival style courthouse, the third courthouse on the site, was
built in 1865 to replace the burned structure. A later addition, also built in the Greek Revival style,
was constructed in 1902.
The building is a 2 ½ story brick structure, gable roofed with pedimented ends. The main façade
is marked by two-story painted Ionic columns, with brownstone caps and bases. The building’s
signature feature is the clock cupola, which is set on a stepped base, balustrades on all 4 sides, and
copper dome, capped by a stature of Ben Franklin. While the original statue has been replaced
with a replica, the original statue has been restored and is being returned to the courthouse as a
featured display.
Balanced rows of 2/2 double hung windows are appointed with brownstone sills and headers on the
original building. The 1902 addition is similar to the original in design, with compatible materials
and simpler details.

Conditions and Recommendations
1. General Form and Character
a. The Franklin County courthouse is located in an urban block at 2 Main Street, on the
corner of Lincoln Highway and Main Street in downtown Chambersburg. The
Courthouse retains much of its original context, massing and presence on this corner
lot, with multiple modern additions to the east and north which were constructed in a
manner consistent with recommendations of the Secretary of the Interior Standards for
Treatment of Historic Properties.

2. Site
a. Observations and Conditions: The surrounding site retains the original urban context
which originally characterized the site. Numerous historic properties remain relatively
intact, with various modern infill buildings interspersed within the historic structures.
Site materials abutting the building include various hardscapes of brick, stone, concrete
pavers. The square on the west (primary façade) side of the building has been recently
redeveloped as part of the major courthouse addition project nearing completion to the
north.
b. Recommendations: The exterior site features, including hardscapes and minimal
plantings should be maintained to respect the original use of the property. The existing
stone elevated patio at the east (main) entrance should be retained, repaired and
preserved.
3. Building Entrances
c. Observations and Conditions: Various entrance conditions exist around the building,
including:
i. The original main entrance on the west façade which retains much of its
original character (but is no longer used as a primary building entrance)

with monumental Ionic columns and commanding wood entrance doors.
Discussion of stone masonry and wood entry doors is included elsewhere in
this report.
ii. The south entrance (currently used as the primary functional and accessible
building entrance) which has been compromised by the addition of a modern
concrete ramp
iii. The east entrance (used for egress and staff entrance only) is located below
a bridge connecting to an annex building is of a modern design, undertaken
with complimentary (but not matching) brick, aluminum storefront and
brownstone accents depicting the history of the building. This entrance,
while modern, does not detract from the overall historic character of the
building.
d. Recommendations: General repairs at the exterior building entrances include:
i. The original main entrance on the west façade is to be retained and
preserved. Deteriorated stone masonry and entry doors are to be repaired
and restored as is discussed elsewhere in this report
ii. The south entrance is recommended to be restored to the original condition,
by the removal of the ramp and restoration of the original masonry window
openings. A new accessible entrance is provided in the north addition, and
this is no longer needed as a point of entrance or an accessible entrance.
iii. The east entrance is in good condition and is in need of nothing other than
ongoing maintenance, and replacement of a small area of missing brick at
the northeast stair cheek wall.

4. Foundations
e. Observations and Conditions: Stone masonry foundation walls are constructed of a
variety of stone materials, including brown sandstone, granite and marble, which is
visible on the exterior, and are plastered on the interior. The stone band between the
stone foundation and the brick walls is in fair condition. Several stones on the south
façade have shifted, and mortar is deteriorated on horizontal projecting surfaces. Walls
are in fair condition, and in need of spot repointing and limited repairs. Water
infiltration was not observed to be an issue within the interior basement space.
f. Recommendations: Fully repoint all horizontal joints and spot repoint joints in vertical
joints in stone foundation and reset stones as required. All repointing shall be
completed in accordance with Preservation Brief #2, “Repointing Mortar joints in
Historic Brick Masonry.” Maintain sealant joints at the building perimeter and
maintain vigilant watch over site drainage and potential water infiltration issues.

5. General Building Masonry
g. Observations and Conditions: The exterior walls are constructed primarily of red brick
masonry laid in a Flemish bond pattern, with brown sandstone window heads and sills
are observed on the south and west facades, with marble sills on first floor windows on
the north façade. The brick and mortar are in good repair.
h. Recommendations: Selectively repoint brick, maintaining an ongoing masonry
repointing campaign as required. Fully repoint chimneys. Clean all brick and stone
masonry using masonry cleaning detergents. All repointing shall be completed in
accordance with Preservation Brief #2, “Repointing Mortar joints in Historic Brick
Masonry” and shall include sound restoration techniques such as limiting mechanical
removal of mortar to horizontal joints only and requiring mortar removal in vertical
joints to be completed by hand. Laboratory testing of existing mortar should be
conducted prior to any pointing campaign to ensure that the composition of any
replacement mortar is compatible with existing mortars.

6. Masonry at front (west) entrance
i. Observations and Conditions: Steps and column caps and bases are constructed of
brownstone, which is deteriorating in a manner typical of brownstone. Numerous
repairs have been undertaken with stone patching compounds to remediate ongoing
erosion and degradation of the stone, which will unfortunately continue to be an
ongoing maintenance item due to the inherent characteristics of the stone.
j. Recommendations: Deteriorated stone masonry (primarily at column bases) is to be
restored using masonry stone patching compound for minor repairs, or replacement
with in-kind stone for major stone repairs. Conproco “Matrix” is a stone patching
compound that the author has used with success on similar projects. Sourcing of a
matching stone is challenging as local quarries throughout Pennsylvania which
originally produced the stone throughout this region are no longer in operation and
sources of compatible stone are extremely limited.

7. Wood trim
k. Observations and Conditions: Exterior trim includes a decorative wood bracketed
cornice, trim at the windows and doors and gable ends. The cornice is mostly intact on
but trims on windows have been clad in aluminum capping, fully obscuring the trim.
l. Recommendations: Remove existing aluminum capping at window casings. Retain and
restore existing wood trims. Test for presence of lead paint which, if confirmed, is to
be properly abated. Prepare and paint all existing wood trim at windows, doors, gable
ends and cornice. Allowances should be made for replacement of deteriorated wood in
kind. Wood siding and selected trims on the cupola are clad in aluminum, and
assessment of the underlying material was unable to be assessed. Wood trim at
balustrades on the cupola are in poor condition and are addressed elsewhere in this
report.

8. Roofing
a. Observations and Conditions: Existing roofing on the main building is asphalt shingles
with metal flashings and illustrates signs that it is at the end of its life cycle. Interior
ceilings illustrate signs of multiple former roof leaks. The original standing seam
copper roof was reported to have been replaced with the current asphalt roof in 1979
which would indicate that the existing asphalt shingle roof is approximately 43 years
old, well beyond the serviceable life of a 3-tab asphalt shingle roof. The cupola roof is
standing seam copper and is in visually good repair. Existing gutters and downspouts
are in poor condition and have been subject to repeated damage by snow and ice,
leading to misaligned components and suspected poor drainage.
b. Recommendations: Asphalt shingle roof is to be replaced in its entirety. The ideal
replacement would be a standing seam copper roof to match the original material, but it
is acknowledged that the cost of this material is likely to be prohibitive. The next most
favorable alternative would be a prefinished galvanized steel standing seam metal roof
which would have the advantage of replicating the material, scale and overall
appearance of the original roof. An asphalt shingle roof would replace the current
installation but is the least favorable option. All aluminum and steel flashings should be
removed and replaced with copper or galvanized steel, to match the material of the
replacement roof. Provide snow guard system at all eaves. Gutters and downspouts
should be replaced with new half round gutters and round downspouts, in either copper
or painted galvanized steel. Wood decking is to be replaced as required, and roof
structure is to be repaired as discussed in the structural portion of this report.

9. Cupola
a. Observations and Conditions: The cupola is a significant character defining feature and
is featured on the Franklin County Seal. The structure of the domed roof has benefitted
from extensive structural rehabilitation in recent years and is in good repair. The
structure at the lower bell and clock levels are in fair condition. The most significant
issue is the conditions of the projecting balconies, which are in extremely poor
condition. The balconies are constructed of wood framing with copper roofing and a
wood balustrade. Structural evaluations provided elsewhere in this report illustrate the
original connection details between the projecting structure and the primary cupola
structure are inadequate, leading to significant sagging of the projecting structure. This
sagging has resulted in significant movement in the balustrade and railing, which has
pulled from the wall allowing water infiltration into the cupola. All of the cupola’s
stepped base, siding and clock face are capped with aluminum and are unable to be
assessed at this time. The cornice immediately below the copper dome roof is painted
wood, and visually appears to be in good condition.
b. Recommendations: The projecting balconies are recommended to be removed and
replaced in their entirety. Structural remediation details included elsewhere in this
report. New materials, details, profiles and finishes should match the existing as
closely as possible. Existing materials capped in aluminum should be selectively
uncovered and assessed for any hidden, deteriorated conditions.

10. Windows
a. Observations and Conditions: All original windows have been replaced with modern
double-hung aluminum replacement windows with a 1/1 lite configuration. A total of
23 double hung windows exist on the first floor with an approximate size of 3’-11”
wide x 9’-0” high. A total of 25 double hung windows exist on the second floor with
an approximate size of 3’-11” wide x 7’-10” high. Shutters remain on first floor
windows on the south and west facades, while historic photographs indicate shutters
were previously installed on all windows.
b. Recommendations: Replace existing windows with energy efficient double-hung or
single-hung replacement windows which retain the appropriate attention to historic
window detailing. Retention of the existing 1/1 window configuration is appropriate.
Consideration for window replacement would be either an aluminum clad wood window
(Pella, Marvin or similar) or commercial grade aluminum window (Graham, Quaker or
similar) Replace missing shutters to match existing raised panel style. A variety of
window styles may be considered, including an aluminum clad wood (which has the
advantage of allowing a variety of finishes on the interior) or all aluminum construction
which may provide a stronger window of this size, but offers limited interior finish
options.

11. Doors
a. Observations and Conditions: Monumental front entry doors are in fair condition but
are significant character defining features of the building. The stained door
configuration includes a pair of 3’-9” x 9’-10” leaves and a fanlight transom. Doors
include beveled, clear glass lights which are operable for ventilation and exterior
security bars. Numerous pieces of hardware are missing or poorly functioning, and
cracks and gaps are visible in the wood stiles, rails and panels. Previous repairs have
been completed to strengthen the doors but were completed in an inappropriate manner
with surface mounted plates and brackets.
b. Recommendations: Doors are to be removed, rehabilitated and reinstalled. Hardware
components are to be repaired or replaced and deteriorated wood components are to be
repaired or replaced in kind. Door s are to be refinished.

12. Interior Finishes
a. Observations and Conditions: In 2021, the courthouse interior was substantially
renovated as part of the adjacent courthouse addition project, including offices on the
first floor and the courtroom and support spaces on the second floor. Renovations took
great care to retain and restore original materials, features (spatial configuration, doors,
millwork) and finishes (plaster walls, ceilings and decorative elements), and selectively
upgraded MEP systems and finishes (ceilings and floor coverings) where required.
b. Recommendations: None.

13. Interior Window Treatments
a. Observations and Conditions: Former window treatments at typical window openings
were recently removed as part of the interior renovation project. There is evidence of
interior shutters being previously installed. It is not certain that the shutters were
original.
b. Recommendations: Alternative window treatments are recommended upgrade the
finishes, and provide a treatment that does not obscure the original window casings,
returns and other millwork. Options include roller shades, which would be a modern
treatment that would not detract from the historic millwork, or interior shutters which
would replicate the formerly installed system and be a historically appropriate
treatment.

14. Interior Millwork
a. Observations and Conditions: Much of the interior millwork was restored and
refinished as part of the recent renovation project. Isolated areas of millwork in areas
that did not receive significant renovations (west historic stair) are in fair condition.
b. Recommendations: Provide selective millwork restoration in manner consistent with
the millwork restoration and refinishing provided to other areas of the building.

15. Stained Glass
c. Observations and Conditions: One interior stained glass window is featured at the head
of the second floor courtroom. Window is observed to be bulging in the center, but is
in otherwise good repair.
d. Recommendations: A stained glass expert was consulted, and it is recommended that
the bulged stained glass repair not be attempted. Repair techniques such as weighting
the glass to remove the bulge is likely to break glass pieces. If it is desired to remove
the bulge, it is recommended to completely disassemble and re-create the leaded
window reusing the original glass pieces. Accent lighting is recommended to backlight
stained glass window as viewed from the courtroom.

16. Interior Stairs
a. Observations and Conditions: The original monumental stairs at the west side of the
building were observed to be in good to fair condition. Both staircases were observed
to be sloping measurably across the width of the stair by up to 1.25”/48” where they
were supported only by the midspan of the joists below. The existing guardrail was
measured to be 28”, less than the 42” required by modern codes and both stairs were
lacking code compliant handrails.
b. Recommendations: It is not recommended to attempt to level the stairs, as this may
have adverse effects to interior finishes and other structural systems, but rather it is
recommended to stabilize the stair to prevent further movement by supporting the joist
midspan at the basement level. The stair is considered to be a “Grand Stairway” and is
exempted by the International Existing Building Code (1203.9) to from
guardrail/handrail requirements if judged not structurally dangerous by the code
official. Therefore, we do not recommend modifying the existing railing which is
considered to be a character defining feature, but do recommend adding a code
compliant handrail along the wall to enhance safety.

Field Notes
On January 28, 2022, WBCM completed a site visit at the Franklin County Courthouse located at 2 Main
Street, Chambersburg, PA 17201 to review owner’s structural concerns. Floor plans and elevations from
2019 were provided to Whitney, Bailey, Cox and Magnani (WBCM) for the site visit. The existing section
of the courthouse building reviewed is a two-story brick building with wood structure that was constructed
in 1865 and a partial 40’x62’ +/- addition in 1902.

The following was noted in the field:
1. First floor Lobby Stairs on either side of the lobby to go up to the second floor. They are located
at the west end of the building. On both sides, the one end of the stair appears to be lower from
the other end of the stair tread. The stairs start at this first floor level and are supported on floor
joists that could be partially seen through a plaster celling opening below at the basement level.
These joists were approximately 3”x8” at 16” on center. There is a gap between the floor joists

and the plaster ceiling. The plaster ceiling under the north stair is out of plumb in a 4’ section
about 1 ¼” and the ceiling on the south stair was out of plumb out ½”. Since the plaster ceiling is
not tight to the joists we could not conclude if the joists were out of plumb or damaged to cause
the stairs above to be out of plumb. To provide a more accurate analysis, selective demo would
be required and shoring of the existing joists could be complete to prevent any future movement.
For location see Partial First Floor Plan Item 1 attached.
2. In the Historic Courtroom the following items were listed. See Item 2 partial plans and Photos 2A-
2C attached.
a. The floor at the back of the courtroom slopes down north to south about 1 ½” in a 45’ +/-
span. WBCM could not review the framing below due to the plaster ceilings to determine
if there is damage to the structure or if this is a settlement issue.
b. There are several areas were there is water damage in the above ceiling. The ceiling is
supported on attic boards and trusses that were covered with insulation. Some areas in
the attic area did have signs of leaks and there are several AHU supported above the
Courthouse that could have contributed to the damage. To verify exact locations of any
repairs required to the attic floor joists WBCM will need to provide a more in-depth
investigation
c. There were several plaster cracks noted at midspan of the courtroom ceiling beams grid
system. WBCM reviewed the attic trusses and joists and noted several areas where the
trusses and joists have been modified, and truss members pulling away from their
supports, that could have caused the observed cracking. Modification and repair to the
trusses should be completed and maintained to minimize additional deflections.
3. Attic level framing is constructed of wood trusses with steel rods that span about 60’ and are
spaced at 13’ max on center. Roof purlins running perpendicular to the trusses are 8”X3” joists at
about 5’ on center supporting 3x6 rafters at 2’ on center and wood decking. The timber trusses
have three 1 ½” diameter rods at mid span and one each side at about 10’-4” from center of truss
along with timber horizontal and diagonal web members. At the midspan location with the rods
the wood web members are pulling away from horizontal members at some locations. Also noted
that roof rafters were cut to install the AHU and have been repaired with 1x each side nailed that
should be reviewed and repaired. The attic floor joists are 2”x8” joists at 18” o/c. It was noted
that there are several cracked 2x8 joists or missing joists that should be removed and replaced.
See Item 3 Partial Plans, Truss Layout and Photos 3A-3J for items noted. WBCM reviewed the
roof above these trusses, and it appears to have a sag in the roof with the low point between the
existing chimneys. See photo 5J and 5K.
4. There are structural concerns expressed regarding the northwest stair leading up to the attic
space. The stair stringers are 17’-2” long and the stair is about 58” wide. The underside of the
stairs is covered with plaster so the existing structure could not be observed. The full depth of the
outside sawtooth stringer is approximately 14” but it could not be seen how many stringers are
under this stair or the bearing conditions. No structural issues were observed but the owner is
concerned with the overall structural integrity and deflection issues of the stair. See Item 4 Partial
Plan for location.

5. The clock tower is located on the east end of the building. It is constructed of
wood framing with bracing and the upper level of the clock tower has been
reinforced with LVLs and new framing. The owner has concerns of the four
balconies at the lower level of the bell tower. WBCM was able to observe the
area from the adjacent buildings which show the balcony decks appear to be
sagging and the railing is deteriorating and pulling away from the deck. The
balconies are supported on arched corbel brackets on each end and appear to
be structurally sound. The balconies extend about 3’-6” out from the face of the
exterior wall but could not be observed how the corbel brackets are attached to
the structure. The existing walls where the brackets are supported are 3x7 studs
at 20” +/- and there is bracing on the sides of the tower for lateral stability.
WBCM recommends that the railing, decking, and deck joists be removed and
replaced in kind as required. See Item 5 Partial Plans and Photos 5A through
5H
6. Exterior ramp along Lincoln Way may be removed and existing entrance stairs to be installed to
match the original design. It is unclear if the existing stairs were left in place or removed when
the ramp was installed. The ramp is a concrete slab supported on CMU block with metal railing.
If new stairs are required, they will be supported on the existing foundation/sidewalk area. See
Item 6 Partial Plan and Photo 6A for details

exterior historic rehabilitation work at the historic Franklin County Courthouse, and would suggest the
following budget updates if this work is to be performed in 2026:
• Window shutter replacement (includes 14 shutters on first floor, north, south and east facades)

Dear Ms. Arnold,
The Franklin County Planning Department supports the County’s efforts to restore and preserve the historic
1865 Franklin County Courthouse in downtown Chambersburg and its request for a Keystone Historic
Preservation Construction Grant. These improvements will help maintain the county’s historic and architectural
character.
Listed on the National Register of Historic Places since 1974, the courthouse has long served as a community
landmark. Built in 1865 after the previous structure was destroyed during the burning of Chambersburg, the
building now requires upgrades that balance functional needs with preservation of its historic integrity. Planned
work includes removing a non-historic exterior ramp, repairing or replacing deteriorated masonry, and
rehabilitating exterior doors and shutters. The existing ramp, installed in place of a historic window, has caused
water intrusion during heavy rain. Restoring this area will return the façade to its original appearance and
improve performance.
The County is seeking construction grant funding from the Pennsylvania Historical and Museum Commission’s
Keystone Historic Preservation Construction Grant program to complete these essential repairs. The Planning
Department is strongly in support of this request and appreciates your consideration and any assistance you

It has come to my attention that Franktin County is pursuing grant funding from the
pennsytvania HistoricaI and Museum Commission Keystone Historic Preservation
Construction Grant program to assist with the rehabititation of the Historic Courthouse in
the Borough of Chambersburg, Franktin County.
The county, acting on a 2021 Historic Structures Report, repaired and reptaced the
courthouse roof with the assistance of a2022 PHMC Historic Preservation construction
grant. ln an effort to see the project to comptetion, the county desires to continue restoring
the structure by removing an unnecessary, non-historicat ramp and repairing and reptacing
various externaI features, such as the surrounding masonry and a window. The county
understands the importance of maintaining its history for future generations and this
project witt be an important step in preserving the courthouse.
The courthouse was added to the Nationat Register of Historic Ptaces in 1974 and
has long been recognized as a cornerstone of downtown Chambersburg, the county seat.
The county's goaI is to restore the historic Courthouse, contributingto the ongoing
revitatization efforts within the downtown core.
