• Quentin- PennDOT would like us to include language for future design. Recommends
approval of the amendment subject to revision. Include clarifying language under number
5 on amendment.

Project Description West King Street Bridge

Project Scope This project consists of a bridge replacement on SR 0011 (West King
Street) over Norfolk Southern Railroad and other miscellaneous
construction, all as indicated on the approved drawings included in the
Bid Package for STATE ROUTE 0011, SECTION 095, in FRANKLIN
COUNTY, SOUTHAMPTON TOWNSHIP and SHIPPENSBURG BOROUGH,
from Segment 0540 Offset 3134 to Segment 0560 Offset 0111, for an
overall project length of 1,164.00 linear feet (0.306 mile).
Previous Update RAILROAD AND UTILITY DELAYS. Prior utility relocations have not
been completed. Tree trimming needs performed within Norfolk
Southern(NS) Right-of-Way prior to utility moves but project is having
significant difficulty finding anyone willing and permitted to perform
tree trimming within NS Right-of-Way. Still awaiting agreement to
secure railroad flagging services.
Project Update RAILROAD AND UTILITY DELAYS. Coordination efforts are
still on going with Norfolk Southern Railroad and very little
progress has been made. Right of entry agreement has been
completed but still do not have a railroad flagging agreement.
Utility coordination and relocations have begun. New utility
poles have been installed and some aerial lines have been
transferred. Tree trimming within Norfolk Southern Right-of-
way needs performed prior to the remaining aerial
relocations. Project is currently working through an avenue
to clear trees within NS ROW. Physical work on bridge
expected to start in Spring 2026. The built-in one year
coordination period expired in December 2025.

Project Description PA997 & SR2015 Intersection

Project Scope This project is for roadway widening, roundabout construction, ADA
curb ramps, drainage improvements, stormwater management,
lighting, and other miscellaneous construction, all as indicated on the
approved drawings included in the Bid Package for STATE ROUTE
0997, SECTION 037, and for STATE ROUTE 2015, SECTION 009, in
FRANKLIN COUNTY, WASHINGTON TOWNSHIP, from 800 feet south of
SR 2015 (Orchard Road/Tomstown Road) at Segment 0100 Offset
0098 to 1500 feet north of SR 2015 (Orchard Road/Tomstown Road) at
Segment 0110 Offset 0676.
Previous Update Overhead utilities have finally cleared. Contractor working on installing
drainage systems, grading roadways and placing some asphalt paving
on Orchard Road. Electrical Subcontractor expected on site in the near
future to start working on the lighting system: installing underground
conduits, placing junction boxes and constructing light pole
foundations. Concrete splitter island and curb work expected to start
in Spring 2026. Project is ahead of schedule with no major overruns.
Project Update Project is currently in winter shutdown expected to resume in
mid-March. Progress so far includes large quantities of
excavation for stormwater control features, installation of
drainage pipes, grading for new roadway and concrete curbs,
widening existing roadway and base course paving on
Orchard Road and 997. Project is on schedule with no major
overruns or delays.

Project Description I-81 Maryland to Mile 6

Project Scope This project consists of milling, concrete patching, asphalt resurfacing,
guiderail updates, signage, and pavement markings on I-81
Northbound and Southbound from the Maryland State Line to Milepost
6, all as indicated on the approved drawings included in the Bid
Package for STATE ROUTE 0081, SECTION 099, in FRANKLIN COUNTY,
ANTRIM TOWNSHIP, from Segment 0002 Offset 0000 and Segment
0003 Offset 0000 to Segment 0060 Offset 1831 and Segment 0061
Offset 1831, including adjacent interchange ramps SR 8001, SR 8003,
and SR 8005, for an overall project length of 33,543.00 linear feet
(6.35 miles).
Previous Update Contractor finished placing stone matrix asphalt wearing course on
North and South 81 from mile marker 3 to mile marker 6. Some
miscellaneous work remains to be completed this year before winter
shutdown. Pavement markings will be placed in early November. Saw
and seal work to be completed yet this Fall. Concrete patching is
ongoing at the exit 5 ramps. In Spring 2026, Contractor will resume
milling operations, concrete patching, and asphalt paving from State
Line to mile marker 3 on north and south 81. Project is on schedule
and currently no major overruns. Milling and paving quantities will be
monitored to mitigate the potential for significant overruns.
Project Update Project is currently shutdown for the winter. This past
construction season, Contractor completed stone matrix
asphalt wearing course on North and South 81 from mile
marker 3 to mile marker 6. In 2026, work will take place at
the Maryland state line to mile marker 3 on North and South
81. Contractor will mill off existing asphalt down to the
underlying concrete then build back up with concrete repairs,
binder course and wearing course. All guide rail, edge line
rumble strips and final pavement markings will be placed
after completion of all paving work. Project is on schedule
with no major overruns. Milling and paving quantities will be
monitored to mitigate the potential for significant overruns.

Project Scope This project consists of work on SR 0075-014 with resurfacing the
existing roadway and shoulder using Superpave wearing and scratch
courses, milling in curbed areas and near structures, base replacement,
minor drainage improvements, and guide rail replacement along with
other miscellaneous construction, as indicated on the approved
drawings included in the bid package for STATE ROUTE 0075,
SECTION 014, in FRANKLIN COUNTY, MONTGOMERY TOWNSHIP and
MERCERSBURG BOROUGH, from SR 0995, Welsh Run Road at
Segment 0070 Offset 0541 in Montgomery Township to Buchanan Trail
W in Mercersburg Borough at Segment 0160 Offset 1427, for an overall
project length of 21,879.66 linear feet (4.14 miles).
Previous Update Pre-construction meeting held Monday August 4, 2025. No physical
work expected to start this year. Columbia Gas will be performing
significant gas line work in 2026 through a large portion of the project.
If Columbia Gas finishes their work early, Contractor may elect to
perform some work in 2026. If not, all work will be performed in 2027.
Contract does contain provisions prohibiting Contractor from working
through this area before March 1, 2027 without prior approval from the
Department. No major overruns or delays at this time.
Project Update Columbia Gas has started their restrictive gas line work within
the project limits. Work is expected to last for a few months.
A detour is in place during work hours. Contractor's start date
is yet to be determined pending completion of gas line work.
No delays or overruns at this time.

Project Scope This project consists of Signal Improvements at 65 intersections in
various locations to include: radar detection, software updates, signal
optimization/retiming, and other miscellaneous construction, all as
indicated on the approved drawings included in the Bid Package for
STATE ROUTE 0011, SECTION 125, in FRANKLIN COUNTY,
CHAMBERSBURG BOROUGH and GREENE, HAMILTON, & GUILFORD
TOWNSHIPS, from Segment 0220 Offset 0700 to Segment 0370 Offset
2400.
Previous Update Pre-construction meeting held on August 28, 2025. Physical work
expected to start in Spring 2026. Construction inspection services to
be performed by Chambersburg Borough. No overruns or delays.
