HomeMy WebLinkAboutHSBG HAP Email Vote 1.29.261/29/2026 Dear Human Services Block Grant Committee Member: Franklin County Human Services is once again convening you for another Block Grant email recommendation vote. Please note that we will need to reach out soon for at least one more funding –allocation request. At that time, we will schedule a virtual meeting so we can all get together and discuss what is happening with this year’s funding summary and services. We are requesting a re-allocation within the Human Services Block Grant (HSBG) of $53,000 to support the Homeless Assistance Program (HAP). Based on current projections, HAP is anticipated to run out funds by the end of March 2026. The Homeless Assistance Program (HAP) is under contract with South Central Community Action Program (SCCAP) and is a mandated County service which is funded through the Human Services Development Funding (HSDF) - Block Grant dollars. Year after year, HAP has been flat funded (with a very small increase this past year) and the demand for services continues to grow. To prioritize these mandated services and address this urgent need, we propose re-allocating $53,000 from Intellectual Developmental Disabilities (IDD) to HAP. This adjustment would allow the housing program to remain fully funded through June 30, 2026, covering increased demand for both rental assistance and shelter support. IDD has adequate funding for FY 25-26 and will not be impacted by this transfer. As stated above, the HAP program has been historically underfunded. While we received a modest increase of $33,000 last year, the first in nearly 20 years, the allocation has not kept pace with the growing needs. We routinely rely on the flexibility of the block grant to bridge the gap, this re-allocation request for funding is consistent with that practice. Your recommendation approval of this re-allocation will ensure that we can continue providing critical services to individuals and families in our community who are experiencing homelessness.
