Shawn Meyers, President Judge Rebekah Reigner, Court Administrator Heather Franzoni, FCJ Warden Doug Wilburne, Probation Chief Geoffrey Willet, Probation Deputy Chief Etta Rotz, Deputy Controller Ellen Eckert, Pre-Release Supervisor David Sunderland, FCJ Deputy Warden John Thierwechter, Assistant County Administrator Carrie Gray, County Administrator Jeffrey Scott, FCJ Deputy Warden Michelle Weller, FCJ Deputy Warden I. The meeting was called to order by Sheriff Sites at 8:30 AM. II. Public Comment There was no public comment III. Minutes for the May 2026 meetings were discussed. Judge Meyers moved to accept the minutes, Commissioner Horst seconded the motion and the minutes were unanimously approved. IV. Warden’s Report There were 172 commitments and 194 discharges in May. The average daily population was 302 with 255 males and 47 females The recidivism rate for all commitments was 48%. The recidivism rate for only those committed on new charges was 53%. A snapshot look at statistics for May showed there were 95 sentenced and 188 unsentenced inmates. There were five inmates being held for other counties and six federal inmates. There were 33 inmates on approved temporary absences to other facilities and 13 awaiting transport to the state institution. There was $869.49 in revenue from Room & Board fees and $7,005.06 collected from Central Booking fees. The average length of stay for those released in May was 55.6 days. The reports on inmates housed both in and out of county were given using April’s numbers. There were 45 inmates held in other county jails, with a total expense of $96,605. There were 31 inmates held for other agencies, with a total income of $23,022. PrimeCare’s medical report was presented. There were 1084 sick calls. There were 12 trips to the ER and 17 outside medical appointments. There were six hospital admission for a total of 23 days. There were 772 mental health contacts. There were no inmates at Torrance State Hospital and no inmates awaiting transfer. There were three inmates on constant observation. There were 76 in the Medication Assisted Therapy (MAT) program. There were 172 on the MH caseload and an additional 37 with SMI diagnoses. There were 25 commitments placed on detox protocol. There was one pregnant inmate. A trendspotting report on the current inmate population showed that 65% were unsentenced, 67% were on the MH caseload and 13% were diagnosed with a Serious Mental Illness. April’s expenditures and budget were reviewed. Commissioner Ziobrowski moved to accept Warden’s report, Commissioner Horse seconded the motion and the report was unanimously approved. V. Intermediate Punishment report The Pre-Release department received 39 intakes in May and processed 50 discharges. There were six inmates placed into employment. There were 2263 hours of community service completed. The Drug and Alcohol RIP/DCIP program had 86 offenders. There were five successful discharges in May. The Pre-Trial Supervision program had 52 offenders. The Sex Offender Program had 42. There were 31 offenders on the Mental Health caseload. There were 16 on the Intensive Monitoring Program caseload. There were 17 participants in the Good Wolf Treatment Court. There were 17 offenders detained and there were 14 that were given alternative sanctions. There were 170 daily jail bed days saved by using the alternative sanctions of intensive/electronic supervision (496 days), DCIP/D&A RIP (2566 days), treatment court (527 days) and pre-trial release (1687 days). The Community Release program collected $17,034.12 in May. VI. Jail Expenses Commissioner Flannery moved that the jail’s current bills be paid, Commissioner Ziobrowski seconded the motion and the motion was unanimously approved. VII. Old Business Warden Franzoni provided a staffing update. There are 50 FT officer positions and 3 PT positions filled. Warden Franzoni said that staffing has been negatively impacted by inmate hospital admissions. This past weekend, there were four hospital transports; this meant 8 officers were out of the jail on hospital details. Warden Franzoni gave a facilities update. The security upgrade is going well. The jail worked with a K9 team in unit shakedowns and no major contraband was found. VIII. New Business = None XI. Executive Session Commissioner Ziobrowki moved to go into Executive Session to discuss the work release program, Commissioner Flannery seconded the motion, and the meeting went into Executive Session. At its conclusion, Judge Meyers moved to end the session, Sheriff Sites seconded the motion, and the Executive Session was ended. X. The next meeting is scheduled for July 20, 2026 at 8:30AM at the Franklin County Judicial Center. Commissioner Flannery moved to end the meeting, Commissioner Ziobrowski seconded the motion, and the meeting was adjourned.
