HomeMy WebLinkAboutPRISON BOARD MINUTES July 2026 FRANKLIN COUNTY PRISON BOARD MINUTES Franklin County Judicial Center July 20, 2026 Present: Ben Sites, Sheriff/Chairman Bob Ziobrowski, Commissioner Dean Horst, Commissioner John Flannery, Commissioner Hon. Shawn Meyers, President Judge Ian Brink, District Attorney Harold Wissinger, Controller Rebekah Reigner, Court Administrator Heather Franzoni, FCJ Warden Doug Wilburne, Probation Chief Geoffrey Willet, Probation Deputy Chief Carrie Gray, County Administrator David Sunderland, FCJ Deputy Warden Jeffrey Scott, FCJ Deputy Warden Michelle Weller, FCJ Deputy Warden I. The meeting was called to order by Sheriff Sites at 8:30 AM. II. Public Comment A. There was no public comment III. Minutes for the June 2026 meetings were discussed. A. Controller Wissinger moved to accept the minutes, Commissioner Flannery seconded the motion and the minutes were unanimously approved. IV. Warden’s Report A. There were 166 commitments and 174 discharges in June. B. The average daily population was 284 with 237 males and 47 females C. The recidivism rate for all commitments was 48%. The recidivism rate for only those committed on new charges was 44%. D. A snapshot look at statistics for June showed there were 90 sentenced and 188 unsentenced inmates. There were four inmates being held for other counties and six federal inmates. There were 29 inmates on approved temporary absences to other facilities and 11 awaiting transport to the state institution. E. There was $1083 in revenue from Room & Board fees and $5946 collected from Central Booking fees. F. The average length of stay for those released in June was 48.5 days. G. The reports on inmates housed both in and out of county were given using May’s numbers. There were 45 inmates held in other county jails, with a total expense of $94,035. There were 54 inmates held for other agencies, with a total income of $26,865. H. PrimeCare’s medical report was presented. There were 1010 sick calls. There were 14 trips to the ER and 20 outside medical appointments. There were seven hospital admissions for a total of 47 days. There were 661 mental health contacts. Sheriff Sites asked if the MH appointments were inhouse and Warden Franzoni answered that they were.. There were no inmates at Torrance State Hospital and no inmates awaiting transfer. There were three inmates on constant observation. There were 74 in the Medication Assisted Therapy (MAT) program. There were 158 on the MH caseload and an additional 42 with SMI diagnoses. There were 18 commitments placed on detox protocol. There were two pregnant inmates. I. A trendspotting report on the current inmate population showed that 68% were unsentenced, 72% were on the MH caseload and 15% were diagnosed with a Serious Mental Illness. J. May’s expenditures and budget were reviewed. K. Controller Wissinger moved to accept Warden’s report, Judge Meyers seconded the motion and the report was unanimously approved. V. Intermediate Punishment report A. The Pre-Release department received 50 intakes in June and processed 39 discharges. B. There were seven inmates placed into employment. Chief Wilburne said that he did talk to Rabbit Transit about the possibility of using their service for work release inmates housed in Cumberland County, but they did not have any routes. C. There were 748 hours of community service completed. D. The Drug and Alcohol RIP/DCIP program had 84 offenders. There were eight successful discharges in June. E. The Pre-Trial Supervision program had 47 offenders. F. The Sex Offender Program had 42. G. There were 31 offenders on the Mental Health caseload. H. There were 16 on the Intensive Monitoring Program caseload. I. There were 18 participants in the Good Wolf Treatment Court. J. There were 15 offenders detained and there were 12 that were given alternative sanctions. K. There were 168 daily jail bed days saved by using the alternative sanctions of intensive/electronic supervision (600 days), DCIP/D&A RIP (2350 days), treatment court (531 days) and pre-trial release (1551 days). L. The Community Release program collected $17,201 in June and Probation’s Payment Division collected $214,424.67 VI. Jail Expenses A. Controller Wissinger moved that the jail’s current bills be paid, Judge Meyers seconded the motion and the motion was unanimously approved. VII. Old Business A. Warden Franzoni provided a staffing update. There are 45 FT officer positions and four PT positions filled. B. Warden Franzoni gave a facilities update. The security upgrade is going well. The jail’s PREA audit is scheduled for September VIII. New Business = None XI. Executive Session A. Commissioner Ziobrowki moved to go into Executive Session to discuss jail staffing, Commissioner Horst seconded the motion, and the meeting went into Executive Session. B. At its conclusion, Commissioner Ziobrowski moved to end the session, Controller Wissinger seconded the motion, and the Executive Session was ended. X. The next meeting is scheduled for August 17, 2026 at 8:30AM at the Franklin County Jail. Commissioner Flannery moved to end the meeting, Judge Meyers seconded the motion, and the meeting was adjourned.
