Q: Is the County ok with a cloud option?
A: The system must be on-premise; cloud management may exist in the cloud, but the
system must be fully functional if cloud management becomes unavailable.
Q: In the event there is a disaster and this system becomes the main 911 system for the
region, how many calls can be expected?
A: While Franklin County is willing to have all regional calls roll to us in the event of a larger
Carbyne outage or similar disaster, there is no regulatory requirement to do so and no extra
“just in case” capacity is required about what is needed for ordinary day-to-day operation.
Q: What is the current switching stack?
A: Current telephony solution is a Cisco stack. The County prefers Cisco switches/stack
but will entertain other proposed manufacturers.
Q: Is the Gateway Copper or PRI?
A: The current gateway is PRI.
Q: Does the County want offerors to just identify if cabling works need done or to also
propose inclusion of that work?
A: The County would like to see both options but broken out separately in the cost
proposal. It would be more clean-up than replacing bad cabling.
Q: What meeting platforms do the conference rooms need to be able to work with?
A: Teams, Zoom & Webex. However, video is not required, just audio/dial in bridge.
Q: Does a Copper PRI connection to the Court House Annex backup 911 center located at
157 Lincoln Way East, Chambersburg, PA 17201 need to be included?
A: There is a VOIP network connector to the backup location. Currently there is a router at
both ends although the router at 390 New York Avenue has failed.
Q: Does the County prefer virtual servers or appliances?
A: Either is fine.
Q: Is it ok to procure additional physical servers and what does the County currently have?
A: The County’s servers are primarily Dell. The County should have enough resources to
allocate to this project without purchasing additional servers. If it is determined that an
additional server was to be needed later the County will purchase that outside of this
contract.
Q: Is it required that offeror’s have COSTARS or other Cooperative contracts that this
project can be procured through?
A: It is not required that the offeror be on COSTARS or other contract, however if that is
available it would be a consideration for potential future upgrades or maintenance.
Q: What is the current version of the Cisco phone system?
A: The current version is Cisco Unified Call Manager-version 6.1.5.

A: Cisco 8851 with 8800 side mount expansion panel – Qty 4
